Home My WebLink About7D - Street Lights Northwood Rd DATE: 7D' JOHN WINGARD, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF STREET LIGHTS FOR NORTHWOOD ROAD AUGUST 5, 1996 AGENDA #: PREPARED BY: SUBJECT: INTRODUCTION: The purpose of this Agenda item is to consider whether street lights should be added to the N orthwood Road Improvement Project from CSAH 12 to Fremont Avenue. BACKGROUND: At the public information meetings held to discuss the upgrading of North wood Road, the residents requested that the City add street lights to N orthwood Road. The plans approved by the Council for the upgrading of North wood Road did not include any street lights. Since Northwood Road serves as a collector street and because it contains curves and elevation changes, the addition of street lights may be appropriate. DISCUSSION: Staff has been working with the two electric companies that serve this area to obtain cost estimates and to prepare a Lighting Plan. A majority of Northwood Road is served by Minnesota Valley Electric Coop (MVEC). The layout in MVEC' s service area includes 14 new lights and the cost is $425 per light for a total cost of $5,950. The monthly electric bill would be $8.75 per month for each light or $1,470 per year for the 14 lights. The lighting fixture would be a "Decorative" style street light as shown on the attached picture. (This is consistent with the light fixtures in the Island View Subdivision.) The southerly 1500 foot section of Northwood Road is served by Northern States Power (NSP). The layout in NSP's area includes adding a street light at the Center Road intersection, a light to illuminate the playground equipment at Northwood Park, and three more lights along the sidewalk through the Spring Lake Regional Park. The spacing of the lights would be at approximately 300 feet intervals. The cost of the five new lights is $11,500.00 as shown on the attached letter dated July 24, 1996 from NSP. The cost estimate also includes a price of $3,500 to bury the overhead lines in the park area along Northwood Road. ISSUES: The street lights would not provide a continuous light supply to Northwood Road. The design provides for lights every 300 feet to illuminate the intersections and curves in the road alignment. Also the light at Butternut Circle will illuminate the crosswalk at this intersection. Northwood Road is likely to carry higher traffic volumes over time, especially once the Dunn parcel is completed and Spring Lake Regional Park is open. The Council should determine whether the lights add appreciable pedestrian and motorist safety and overall aesthetic appeal to justify the added capital and ongoing energy costs. FUNDING: The cost of the street lighting is proposed to be funded from the existing Northwood Road Project Budget which was funded in part from the City's Street Collector Fund. The total cost of the installation of street lights on Northwood Road is $20,950.00. The Northwood Road project was bid at $880,000 based upon estimated quantities. The project is under this estimate by $37,000 with only landscaping and driveway restoration remaining. Funds to add street lights would be drawn from this amount. We expect the project to be completed at or under budget even with the addition of street lights. ALTERNATIVES: The alternatives are as follows: 1. Approve Resolution 96-78 authorizing Street Lighting for Northwood Road. 2. Table this Agenda item for a specific reason. 3. Deny the addition of Street Lighting. RECOMMENDATION: Staff recommends Alternative No.1. The addition of lights to the area will provide illumination for the full stretch of Northwood Road from CSAH 82 to CSAH 12. The burial of wer lines at the park together with the lights will also ance e aesthetics of the area. NWRDLITE.DOC RESOLUTION 96-78 RESOLUTION AUTHORIZING STREET LIGHTING FOR CITY OF PRIOR L~ PUBLIC IMPROVEMENT PROJECT 94-02 IMPROVING NORTHWOOD ROAD MOTION BY: SECOND BY: WHEREAS, the City Council has approved the plans for upgrading Northwood Road; and WHEREAS, such improvement plan does not include street lighting, and WHEREAS, the residents have requested that the City add street lights to Northwood Road; and WHEREAS, the Council believes that public safety will be served by the addition of street lights; and WHEREAS, the two electric companies, Minnesota Valley Electric Coop and Northern States Power who serve the area, have provided a proposal for installation and maintenance of said lighting including fiberglass poles and decorative style lighting of 150 watts; and WHEREAS, the lighting plan will be funded through the Northwood Road Project Funding; and WHEREAS, the Lighting Plan dated dated August 5, 1996, has been reviewed and approved by the City Council. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the street Lighting Plan is hereby authorized at a cost not to exceed $20,950.00 to be drawn from the Northwood Road Improvement Project Budget in accordance with the August 5, 1996, plan document and proposal provided by Minnesota Valley Electric and Northern States Power companies.
