INTRODUCTION:
The purpose of this agenda item is to award the bid for Project 96-
16, Parks Trail and Parking Lot Improvements.
BACKGROUND:
At the May 6, 1996 Council Meeting, the Council approved
Resolution 96-45 authorizing the preparation of plans and
specifications and the solicitation of bids for trails and parking lots
identified in the 1996 capital improvement program which are as
follows.
· Cardinal Ridge Trails and Parking Lot
· Westbury Ponds Trail
· Wilderness PondslPond's Park Trail
· Raspberry Ridge Parking Lot
The City staff prepared the plans and competitively bid for the
project. The bid opening was held on July 29, 1996, and the bids
have been tabulated. The apparent responsible low bidder is
McNamara Contracting, Inc. of Rosemount, Minnesota, for the
amount of$101,492.75.
The work to be done in each park is summarized below:
1. Cardinal Ridlle Trail and Parkinll Lot. This trail will provide
the link between County Road 44 and the future Fish Point
Road. The parking lot will allow people an access to Markley

Lake and the trail system as well as a future playground. (See
Exhibit A).
2. The Westbuty Pond Trail. This trail is an extension of an
existing trail. The trail extension will connect to the Five
Hawk's school property. The City is presently negotiating to
acquire a trailway from ISD 719 to allow for construction of
this trail on their property. (See Exhibit B).
3. Wilderness Pond's/Pond's Park Trail. This trail is the
connecting trail between County Road 21 and The Pond's Park.
The Wilderness Pond's developer has agreed to construct the
trail through the development. This proposed section of trail
would be the link through the Ponds Athletic Complex Park.
(See Exhibit C).
4. Raspbeny Rid~e Park Parkin~ Lot. This area has been graded
for many years but has never been paved. Currently park users
are parking on Lords Street which is not a safe location. As
mentioned in the Comprehensive Plan one of the shortcomings
of our neighborhood parks is the lack of parking lots, which
forces park users to park on residential streets. (See Exhibit
D).
DISCUSSION:
The attached Resolution 96-82 accepts the bids for Project 96-16
Parks Trail and Parking Lots Improvements (see the attached bid
tabulation). The contractor that submitted the low bid is an
experienced contractor that has done good work in the past.
Design of this project was completed in-house as a cooperative
effort between the Engineering and the Parks Department.
Additional money will be saved by utilizing City staff to do the
construction inspection, construction surveying and administration.
Approximately $30,000 would be the savings to the City by
utilizing staff to design, survey, and inspect this project in-house.

The total budgeted through the C_~pital Park Fund for 1996 trails
and parking lots is $120,000.00. The actual bid cost, for this
project is $101,492.75 or $18,507.25 under the original estimate.
Staff will closely monitor the work of the contractor in the field to
maintain and or reduce the actual quantities.
ALTERNATIVES:
The alternatives are as follows:
1. Adopt Resolution 96-82 awarding bid for Project 96-16 in
the amount of$101,492.75.
2. Deny this item for a specific reason.
3. Table this item for a specific reason.
RECOMMENDATION: Alternative No.1.
FINANCIAL IMPACT: Project 96-16 will be paid for from the Capital Parks Fund.

MINNESOTA, that McNamara Contracting, Inc. of Rosemount, Minnesota be awarded the contract for Project 96-
16.
