JOHN WINGARD, ACTING CITY ENGINEER CONSIDER APPROVAL OF THE ADDITION OF STREET LIGHTING TO CITY PROJECT 94-02 NORTHWOOD ROAD IMPROVEMENT PROJECT BY ADOPTION OF RESOLUTION 96-78 SEPTEMBER 3,1996 The purpose of this Agenda item is to consider whether street lights should be added to the Northwood Road Improvement Project from CSAH 12 to Fremont Avenue. This item was tabled at the August 5, 1996 Council meeting to allow staff to research the cost of providing street lights along the sidewalk side of the street. The Council also directed staff to send out notices to the residents along Northwood Road to invite them to this meeting. A copy of the letter sent to the residents along Northwood Road is attached. At the 1994 public information meetings held to discuss the upgrading of North wood Road, the residents requested that the City add street lights to Northwood Road. The plans approved by the Council for the upgrading of Northwood Road did not include any street lights. Since Northwood Road serves as a collector street and because it contains curves and elevation changes, the Council may want to reconsider it's decision concerning the addition of street lights. In order to assist the Council in determining whether to add street lighting to Northwood Road a description of the work and cost involved is set out below. Staff has requested that the two electric companies that serve this area, NSP and MVEC, provide cost estimates and prepare a Lighting Plan. The cost estimates and lighting layout as designed by the electric companies are attached. A majority of Northwood Road is served by Minnesota Valley Electric Coop (MVEC). The layout in MVEC's service area includes two options to provide street lights. Option A provides street lights that are located next to transformer boxes (the side of the street without sidewalks) to minimize cost. The cost estimate for Option A is $6438.75. Staff is suggesting that the City's Maintenance Personnel perform the restoration at an estimated cost of $1,000. The other option would be to hire Valley Paving and their subcontractor, Central Landscaping, to do the restoration. I have not obtained a quote from Valley Paving. ISSUES: The lighting design plan provides for lights every 300 feet to illuminate the intersections and curves in the road alignment. The 300 foot spacing is consistent with the City's Street Lighting Policy for new developments. Also, the light at Butternut Circle will illuminate the crosswalk at this intersection. Northwood Road is likely to carry higher traffic volumes over time, especially once the Dunn parcel is completed and Spring Lake Regional Park is open. The Council may want to consider whether the lights add appreciable pedestrian and motorists safety and overall aesthetic appeal sufficient to justify the added capital and ongoing energy costs. As Council knows, MVEC has installed some of the street lighting. Regardless of the Council's decision, there will be no charge to the City for any of the work already undertaken by MVEC for wiring or setting of poles. MVEC estimates that they have invested $1,188.75 to date. MVEC elected to do this wiring and setting of poles at their own risk. MVEC wants to maintain a good relationship with the City and they are willing to provide any option for Street Lighting to the City. FUNDING: The cost of the street lighting is proposed to be funded from vV the existing Northwood Road Project Budget. If Council decides, Council should provide staff with direction on whether Option A or B for the Layout of Street Lights should be selected. Deny this Agenda item to modify Northwood Road project to include the addition of Street Lighting. Staff recommends that the Council solicit input from affected Northwood Road residents. In the absence of testimony to the contrary, staff believes that the addition of lights to the area will provide illumination for the full stretch of Northwood Road from CSAH 82 to CSAH 12. The burial of power lines at the park together with the lights will also enhance the aesthetics of the area. A motion and a second to approve Resolution 96-78 authorizing the addition of street lights to the Northwood Road project. 4 't ~ RESOLUTION AUTHORIZING STREET LIGHTING FOR IIV N E SO CITY OF PRIOR LAKE PUBLIC IMPROVEMENT PROJECT 94-02 IMPROVING NORTHWOOD ROAD MOTION BY: SECOND BY: WHEREAS, the City Council has approved the plans for upgrading Northwood Road; and WHEREAS, such improvement plan does not include street lighting, and WHEREAS, the residents have requested that the City add street lights to Northwood Road; and WHEREAS, the Council believes that public safety will be served by the addition of street lights; and WHEREAS, the two electric companies, Minnesota Valley Electric Coop and Northern States Power who serve the area, have provided a proposal for installation and maintenance of said lighting including fiberglass poles and decorative style lighting of 150 watts; and WHEREAS, the lighting plan will be funded through the Northwood Road Project Funding; and WHEREAS, the Lighting Plan dated September 3, 1996, has been reviewed and approved by the City Council. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the street Lighting Plan is hereby authorized at a cost not to exceed $27,535.50 plus up to $1,000 restoration costs to be drawn from the Northwood Road Improvement Project Budget in accordance with the September 3, 1996, plan document and proposal provided by Minnesota Valley Electric and Northern States Power companies. The lights would rnatch the style Minnesota Valley E!ectric Coop is installing further north on Northwood Road.(SEE SKETCH) INSTALLATION COST............$11,500.00 MONTHLY MAINTANENCE....$6.45/MONTH I have also calculated the costs for NSP to bury existing overhead lines in the park area. August 23, 1996 RE: STREET LIGHTS FOR NORTHWOOD ROAD PROJECT 94-02 Dear Resident: At the September 3, 1996 City Council Meeting the Prior Lake City Council will be considering whether street lights should be added to the Northwood Road Project from CSAH 12 to Fremont Avenue. The Council Meeting starts at 7:30 p.m. and this item is scheduled to be heard early on the agenda. The Council Meetings are held at the Fire Station at CSAH 21 and Fish Point Road. The public is invited to attend this meeting to provide input and hear the presentations. If installed, the Council is not proposing to assess the residents for the street lights.
