Develop a consistent and equitable policy for spreading costs for off-site road impacts. Develop a statutorily authorized means of collecting off-site impact costs and right-of-way. Do not turn back maintenance problems. Adopt reasonable road access spacing. Facilitate greater City input regarding speed limits. Infrastructure Development/Maintenance (Sanitary Sewer, Water Supply, Storm Water Management) Establish storm water standards consistent with Prior Lake / Spring Lake Watershed. Don't encourage community sewer systems. Focus on Townships paying their fair share of County roadway improvements. Establish policy conducive to the extension of City sewer and water in annexation areas. Parks, Trails, Open Space, Acquisition, Development, Maintenance Complete development of Spring Lake Park in a timely manner and complimentary to Prior lake facilities needs. Consider cooperative maintenance of City / County park facilities. Continue to acquire park property for the benefit of all Scott County residents. Plan, build and maintain regional trail through Scott County. Facilitate completion of sale of 40+ acres of Spring Lake Park property to Prior Lake. Emergency Service (Police, Fire, Ambulance, Civil Defense) Re-emphasize enforcement of watercraft, ATV and snowmobile regulations. Develop and participate in County-wide tactical entry team. Work cooperatively with cities to develop a long rifle outdoor firing range and training facility.. Coordinate ambulance / rescue services to assure County-wide coverage. Identify siren location map to eliminate duplication and assure County-wide coverage. Providing a Diverse Tax Base / Economic Development Assure that the valuations are current and up-to-date for new or existing structures. Assure that the valuation process is consistent between cities and townships. Retain tax abatement policies which encourage cooperation between cities and the County. Encourage Scott County HRA to use financial leverage to assist cities. Identify potential partnerships between County and City economic development initiatives. 6. Natural Resources: Protection, Water Quality, Groundwater Protection, Erosion Control Help cities implement their lake management plans. Work with cities on programs desired to maintain and improve surface and ground water quality. 7. Land Use: Planning, Zoning, Growth, Development, Affordable Housing, Property Rights Adopt City Comprehensive Plan in 3000-acre annexation area. Stop allowing 2 acre development in areas that will urbanize in 20-30 years. Focus on end state of property (i.e. City zoning and code enforcement over less aggressive standards.) Assist cities in redevelopment efforts where appropriate using eminent domain. Continue to enhance GIS type tools. Support City efforts to annex additional property to the west. 8. Government Relationships (Cooperative Agreements, Shared Services, Annexation) Explore sharing of facilities for police, fire, park and street maintenance. Develop the proper mix of cooperative maintenance between cities and County. Seek cooperation rather than legislation (i.e. plat reviews adjacent to County roads). 9. Schools/Education, New Construction, Planning, Transportation · Assist in identifying property for new school facilities, which can also be used for maintenance equipment storage, fire and police (if appropriate). 10. Equity of County Services and Actions. · Assure townships bear their proportional responsibility on all matters.
