Attached is an agenda and materials for City Council review and discussion at the work
session on Monday night.
Shannon Lotthammer, the Executive Director of the Prior Lake/Spring Lake Watershed will
make a presentation to the Council about their concerns with the impacts the annexation area
and.increased storm water may have. This will be a great opportunity to discuss steps which
can be taken to achieve the presumed R-1 densities in the annexation area while addressing
Watershed concerns.
Also attached are the Goals and Objectives contained in o ur current Comprehensive P lan.
Because these goals and objectives direct the plan, it is important that the Council be
comfortable with them. To facilitate the Council's review, the staff has made some suggestions
for your consideration.
The final item on the work session agenda is a homework assignment that the County
requested w e complete s o t hat o ur ideas a nd concerns a re included i n t he update o f t heir
Comprehensive Plan. A blank copy of the assignment is included for Councilmembers to fill
out if desired. The staff has also prepared a draft response for your feedback.

e. Consideration of development plans for multiple dwellings in areas so
designated on the Land Use Guide Plan should include the following
design-related items:
(1)New developments should not isolate existing single family
dwellings by inhibiting pedestrian and/or vehicular access.
(2) New development completely surrounded by single family
dwellings, should be discouraged in favor of large scale planned unit
developments which are more conducive to a mix of housing styles

obsolescence and ineffectiveness.
d. City ordinances shall be enforced by the City staff in an equitable and
