DECEMBER 2, 1996 AGENDA #: PREPARED BY: SUBJECT: BACKGROUND: The City Council at its October 21, 1996 meeting reformatted the Economic Development Authority. This agenda item is intended to make the appointments to the reformatted Economic Development Authority. DISCUSSION: Under the terms of the reformatted Economic Development Authority Bylaws and Minnesota Statutes, a five member Economic Development Authority consisting of two City Councilmembers and three members of the general public has been created. In the case of Prior Lake, the three public members are to be residents who have some level of business expertise. The terms of each member under the Statute are six years, five years, four years, three years, and two years. To solicit applicants for these positions, a notice was placed in two different editions of the Prior Lake American. Four applications were received. The following individuals submitted applications: Roseanne Campagnoli Bob Barsness Bill Krueger Sally Schmidt Attached is a copy of the application submitted by each. On Wednesday, November 20, Mayor Andren and I interviewed each of the four candidates. Based upon the interviews and credentials of each candidate, the Mayor recommends the following appointments: Six year term - Bob Barsness 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER ISSUES: ALTERNATIVES: EDA122.DOC Five year term - Sally Schmidt Four year term - Roseann Campagnoli Three year term - Councilmember Tom Kedrowski Two year term - Councilmember Pete Schenck The rationale for the above appointments are as follows: Bob Barsness was a charter member of the Economic Development Committee, which was originally a privately chartered committee which evolved into the City's Economic Development Committee. He was instrumental in negotiating the purchase of the business park property. His business knowledge coupled with his experience on the EDC and later BDC provide him with strong qualifications for this position. Sally Schmidt is presently a member of the Lake Advisory Committee. Her business expertise is identifying the directions which corporations wish to go, and providing reasonable steps of how to get there. She has conducted focus groups and other efforts to solicit corporate feedback. Roseann Campagnoli has been a Prior Lake resident for nineteen years. She has been an editor of the Prior Lake American, and worked in the Dakotah Community Relations Department. Her expertise is in Public Relations which is critical in marketing efforts. The diverse business expertise which each of these three representatives will bring to the Economic Development Authority should strengthen that body's ability to accomplish its work objectives. The fourth candidate, Bill Krueger, has considerable financial background and appears to have an interest in Lake Issues. I would like to ask Mr. Krueger whether he would be interested in being considered for interview for the Lake Advisory Committee. I will do so if the Council confirms the appointments as recommended. The Council has the following alternatives: 1. Endorse the Mayor's proposed appointments to the Economic Development Authority. 2. Request additional information regarding the proposed appointments. RECOMMENDATION: Alternate #1. After placing a notice in the paper on two different occasions coupled with newspaper articles on the subject, it appears that we received applications from solid business representatives. Once the Council has confirmed the Mayor's appointments an organizational meeting of the newly restructured Economic Development Authority will be arranged. ACTION REQUIRED: Motion and second to adopt Resolution 96-XX making certain appointments to the Economic Development Authority. att.
