Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MARCH 15, 2004 9C AL FRIEDGES, PARK MAINTENANCE SUPERVISOR BUD OSMUNDSON, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF A RESOLUTION TO APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE STAFF TO ADVERTISE FOR BIDS FOR TRAILS, PARKING LOTS, BASKETBALL COURTS AND STREET OVERLAYS AS IDENTIFIED IN THE 2004-2008 CAPITAL IMPROVEMENT PROGRAM History The purpose of this agenda item is to approve the plans and specifications and authorize advertisement of bids for trails, parking lots, basketball courts, and street overlays identified in the 2004-2008 Capital Improvement Program (C.I.P). Each year the City Council adopts the C.I.P. which involves funding for various improvement projects. To ensure that the Council is aware of and supportive of our major park improvement efforts and street maintenance, we are seeking approval of the plans and specifications and authority to advertise for bids to install trails, parking lots, basketball courts and street overlays in and around the City and its parks. The plans and specifications are similar to those approved for last year's trail and basketball court improvements at the February 3,2003 Council meeting. Current Circumstances The following projects have been identified by staff for construction in 2004: BASKETBALL STREET COURT PARKING LOTS OVERLAYS Wilds North Ponds Park Anna Trail Ryan Park Commerce Avenue Timbercrest Toronto Avenue Tower Street Duluth Street 150th Street TRAILS Wilds North The 2004 C.I.P identifies installing trails at Jeffers, Wilds North and Timbercrest parks. The trail identified for Timbercrest Park was completed in 2003 as the development was being constructed. The Jeffers Pond property is currently in negotiations and not ready to receive a trail. Due to these circumstances, City staff is requesting that only the Wilds North trail be considered for 2004 construction and Jeffers Park to be placed on the 2005 C.I.P. The City prides itself on maintaining and adding to the extensive trail system the residents currently enjoy. This trail will provide safe pedestrian access for the Wilds North area. C:\Documents and Settings\KellyM\Local Settings\Temporary I~'~\~~~OOs specs trails bb court 3-15-04.DOC Phone 952.447.4230 / Fax 952.447.4245 FISCAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: The C.I.P. identifies the construction of a 12 basketball court in both Ryan Park and Timbercrest Park. Staff is also requesting authority to construct a 12 basketball court at Wilds North Park. The basketball courts would provide benefit for both adults and children to enjoy. Throughout the City, basketball courts are widely utilized and enjoyed. This year's C.I.P. identifies $125,000 to install parking lots and trail access at Jeffer's Pond, Haas Lake Park and the Ponds Athletic facility. Jeffer's Pond is not ready for construction. Staff does request that the parking lot identified for Ponds Athletic Facility be constructed this year. Parking lots provide much needed areas for our City parks, where the alternative is parking in front of homes in residential areas. Staff does not recommend proceeding with the Hass Lake Park parking lot this year. For the first time this year, city staff is recommending to include street overlay projects with the trails, basketball courts and parking lots projects. By combining the scheduled overlays in the C.I.P with the other bituminous paving activities mentioned above, the City should see cost savings in all of the categories. The 2004 C.I.P identifies various streets for the overlay project totaling $95,000 in costs. Through the use of the pavement management system, staff has identified Anna Trail, Commerce Avenue, Toronto Avenue, Tower Street, Duluth Avenue and 150th Street for the 2004 street overlay portion. Each of these streets have concrete curb and gutter so only an overlay is required to renew the streets. Conclusion Staff is requesting that Council approve the attached resolution to approve the plans and specifications and authorize the advertisement for bids. The next step will be to request City Council to approve the bids and award the contract. Budget Impact The funds for these projects will be drawn from the Capital Park Fund (up to $125,000) and the Street Operating Fund (up to $95,000). The alternatives are as follows: 1. Approve a resolution approving the plans and specifications, and authorizing the advertisement for bids of trails, basketball courts, parking lots and street overlays. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The City Council approves the plans and specifications and authorizes staff to solicit bids for the trails, basketball courts, parking lots and street overlays as identified in the Capital Improvement Program and modified by the staff report dated March 15,2004. 3. The funding for the trails, basketball courts and parking lots shall come from the Capital Park Fund. The street overlays shall come from the Street Operating Fund. Specific funding authorization will be established by the resolution awarding bids. Passed this 15th day of March 2004.
