CONSIDER APPROVAL OF A RESOLUTION APPROVING
PLANS AND SPECIFICATIONS AND AUTHORIZING
ADVERTISEMENT FOR BIDS FOR THE 2004 CURED IN
PLACE PIPE (CIPP) SANITARY SEWER
REHABILITATION PROJECT(CITY PROJECT #04-06)

Proposed street reconstruction improvements to Rutledge Street,
Red Oaks Road, Breezy Point Road, Adrian Circle, Bianca Circle,
Stefan Circle, and Lakeview Circle (Project #04-11) are included
in the approved 2004 Capital Improvement Program. Resolution
04-11 ordering preparation of plans and specifications for the
project was approved by the City Council on January 20,2004.
A Public Informational Meetings was held on January 13, 2004 to
provide affected property owners an opportunity to discuss the
project. A Public Hearing was conducted on January 20, 2004. A
second open house meeting was held on March 3,2004. City staff
was in attendance to answer questions from the public. All of
these meetings were well attended.
One element of this project is the rehabilitation of the sanitary
sewer pipe serving this area. This work will be bid separately from
the road reconstruction project. The agenda item recommends
council actions necessary to proceed with this essential part of the
proj ect.
Current Circumstances
Part of the 2004 Reconstruction Project and the Main Street Project
involve sanitary sewer rehabilitation using Cured In Place Pipe
(CIPP) commonly called "slip lining". The CIPP process involves

placement of a plastic pipe liner, which will cure to the inside of
the existing sanitary pipe.
The CIPP process will be coordinated using a contractor separate
from the contractor performing the street repairs. The pipe lining
will be performed after the base course of bituminous has been
placed on the project. The liner is fed into the pipe from the
existing manholes. Hot water is then introduced to the pipe which
expands and adheres the liner to the existing pipe wall. The liner is
expected to extend the usable life of the sewer a minimum of
fifteen years.
Issues
While we have never used this technique before, it has been
extensively used in larger municipalities. CIPP is proposed in
these areas in part because it is less disruptive than the replacement
of the sanitary sewer.
Only one entrance exists for this neighborhood, so construction
access is a concern. CIPP is proposed for the sanitary sewer
rehabilitation because it is done without the access problems
created by major excavation.
Part of the existing sanitary sewer is located within backyard
easements and part of the system was built under Prior Lake. The
use of CIPP will allow the rehabilitation of the sanitary pipe
without excavating into the lake and these backyard easements.
Conclusion
The staff recommends the City Council approve the project plans
and specifications and authorize advertisement for bids for the
2004 CIPP Sanitary Sewer Rehabilitation Project #04-06. When
the City advertises for bids, there is always a provision in the bid
documents specifying the City Council reserves the right to reject
all bids. The City Council in the past, rejected bids on projects
where the bids exceeded the Engineer's estimate or were otherwise
unfavorable for the City.
The total cost of this year's projects are will be funded from the
Sewer & Water Fund. The cost of CIPP is $250,000, considerably
less than complete replacement.

The alternatives are as follows:
1. Adopt a resolution approving plans and specifications for the
2004 CIPP Sanitary Sewer Rehabilitation Project #04-06 and
authorizing advertisement for bids.
2. Deny this item for a specific reason and provide staff with
direction.
3. Defer this item until some future date.
Motion and second adopting a resolution approving plans and
specifications for the 2004 CIPP Sanitary Sewer Rehabilitation
Project #04-06 and authorizing advertisement for bids.

A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND AUTHORIZING THE ADVERTISEMENT FOR BIDS
FOR THE 2004 CIPP SANITARY SEWER REHABiliTATION
PROJECT (CITY PROJECT #04-06)
FOR THE CITY OF PRIOR LAKE, MINNESOTA

WHEREAS, pursuant to Resolution 04-11, adopted on January 20, 2004, the City Engineer
has prepared plans and specifications for the CIPP Sanitary Sewer
Rehabilitation Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCil OF PRIOR lAKE,
MINNESOTA that
1. The recital set forth above is incorporated herein.
2. Such plans and specifications, a copy of which is attached hereto and incorporated herein
by this reference, are hereby approved.
3. The City Manager shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids for the making of the improvement
pursuant to the attached plans and specifications. The advertisement shall be published
not less than 21 days prior to bid opening, shall specify the work to be done, and shall
state that the bids will be received by the City Manager until 10:00 a.m. on Friday, April
15th, 2004, at which time the bids will be publicly opened at City Hall at 16200 Eagle
Creek Avenue SE by the City Engineer. No bids will be considered unless sealed and
filed with the City Manager and accompanied by a cash deposit, cashier's check, bid
bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent
of the amount of such bid.
4. The City reserves the right to reject any and all bids for any reason as determined solely
by the City.

Notice is hereby given that sealed bids, in duplicate, will be received in the office of the City Manager,
Prior Lake City Hall, 16200 Eagle Creek Avenue, Prior Lake, Minnesota, 55372, Thursday, April 15,
2004, at 10:00 a.m. Local Time, and then publicly opened by the City Manager and Engineer,
tabulated, and considered by the City Council of Prior Lake at their next City Council meeting for the
construction of approximately 6,400 lineal feet of 8-inch VCP measure cured in place pipe (CIPP),
116 lateral reinstatements, tap trimming, 5 manhole linings with cast-in-place concrete liners, 12
manhole joint sealing with external grout, and appurtenances for the 2004 Improvements Project, CIPP
Sanitary Sewer Rehabilitation, all of which is located within the City of Prior Lake, Minnesota, and
shall be in accordance with, and as described in, the Specifications as prepared by Bolton & Menk,
Inc., 1107 Hazeltine Boulevard, Chaska, Minnesota, 55318, and as are on file with the City Manager
of the City of Prior Lake, Minnesota.

Copies of the Specifications may be obtained from the Engineer on deposit of the sum of Fifty Dollars
($50.00), which deposit will be refunded to each unsuccessful bidder upon return of the Specifications
in good condition within ten (10) days after the date set for receiving bids. Additional copies of the
Specifications may be obtained from the Engineer upon payment of Fifty Dollars ($50.00) per set.
No bid will be considered unless sealed and filed with the City Manager and accompanied by a
certified check or bidder's bond made payable to the City of Prior Lake in the amount of Five Percent
(5%) of his total bid. No bidder may withdraw his bid for at least Sixty (60) days after the scheduled
closing time for the receipt of bids. The City of Prior Lake reserves the right to reject any or all bids
and to waive formalities.
