CONSIDER APPROVAL OF A RESOLUTION APPROVING A RECYCLING
GRANT AGREEMENT WITH SCOTT COUNTY FOR THE 2004 SPRING
CLEAN-UP DAY, APRIL 24, 2004.
History
For the past 15 years, the City of Prior Lake has organized and sponsored a clean-
up/bridging day. This program has allowed residents of Prior Lake, Spring Lake
Township and Credit River Township to recycle or dispose of many recyclable
materials, including: old batteries, appliances, tires, scrap metal, brush, and yard
waste. This year's Clean-Up Day is planned for Saturday, April 24th, 2004 at
Oakridge Elementary School from 8:00AM to 12:00 noon. Typically the Rotary
and Lions sponsor Bridging at the same time to allow for the collection of usable
household items. This agenda item pertains only to the Clean Up Day.

The program is primarily supported by funding through user fees and a grant from
Scott County. The Parks budget also includes $12,000 to contract with the haulers
needed. This year, the County has set aside a grant of up to $4,555.00 for the City
of Prior Lake to host a recycling/clean-up day. Credit River Township and Spring
Lake Township have requested to be part of our Clean-Up Day again this year. By
allowing their residents to participate, the City of Prior Lake will receive an
additional $2,055.00 from Scott County to offset the cost of adding the township
residents. With Credit River and Spring Lake Township's contribution, Prior
Lake's total grant funding will be $6,610.00.
Issues
To secure these grant funds, the City must enter into an agreement with Scott
County expressing an interest in the funding. In February, a grant request was
submitted to the Scott County Environmental Health Department requesting funding
assistance for this year's recycling/clean-up day. This grant was pursued for the
purpose of having a mechanism for funding, in the event that the City Council
approves a recycling/clean-up day for 2004, as it has done for the past 15 years.
Conclusion
This is a very popular program that residents look forward to each year. This year's
recycling/clean-up day is proposed to be held on Saturday, April 24th from 8:00AM
to 12:00 noon. The event will once again take place in the parking lot ofOakridge
Elementary School formerly known as the Prior Lake High School.
This year's recycling/clean-up day will also include the "Bridging" program jointly
sponsored by the Prior Lake Lions and Rotary. The Bridging program is designed

Budget Impact
The County has set aside a grant of up to $6,610.00 for the City of Prior Lake to
host a Clean-Up Day for its residents and the residents of Spring Lake and Credit
River Townships. During the event, City staff also collects a $5 gate fee (other fees
may apply with certain items or large loads) from each car load. These user fees
and the grant funding offset most of the expenses of the event. For the remaining
expenses, the Parks budget includes $12,000 for the annual clean-up day to contract
with the necessary haulers.
To help make the event successful and have the day run smoothly for the residents,
we need several City staff members working at the event. Approximately eight
maintenance workers are needed to help load the material into the trailers, collect
gate fees, woodchip the brush/trees that are collected, and sweep/clean-up the high
school parking lot when the event is completed. This equates to approximately 40
hours of overtime, which comes out of the parks and streets department budgets.
Overall in 2003, the City spent $10,852.69 in dumping/hauling fees, $2,467.50 in
Public Works Maintenance overtime costs, plus advertisement costs, for a total
expenditure of $14,604.05. The revenue generated from the 2003 clean-up day
included the County grant of $6,973.00, plus the gate fees of $3,698.95, for a total
income of $10,491.95. The City needed to subsidize a total amount of $4,112.10
for this event.
The Annual Clean-Up Day provides the residents with a valuable service from the
City. Approximately 500 vehicles attended last year's event, demonstrating a great
number of residents participated. For that reason, City staff requests that the City
Council approves the resolution accepting the grant agreement and approving the
16th Annual Clean-Up Day to be held on Saturday, April 24th, 2004.
The alternatives are as follows:
1. Authorize Mayor and City Manager to execute grant agreement with Scott County.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.
Staff recommends alternative number 1.

RESOLUTION APPROVING SCOTT COUNTY RECYCLING GRANT FUNDING FOR
THE 2004 ANNUAL CLEAN-UP DAY

WHEREAS,
The City has sponsored a Clean-Up/Recycling Day for the past fifteen years; and
WHEREAS,
Scott County has provided grant funding to assist with City-sponsored recycling
events; and
WHEREAS,
Scott County has set aside a grant of up to $4,555.00 for the City of Prior Lake to
operate a recycling day for 2004; and
WHEREAS,
Credit River Township and Spring Lake Township have requested to be a part of
the City's recycling day; and
WHEREAS,
The City will receive an additional $2,055.00 to offset the cost of adding Credit
River and Spring Lake township residents, making the total grant funding
$6,610.00; and
WHEREAS,
The 2004 Annual City Clean-Up Day will be held Saturday, April 24th, 2004.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to execute the attached Recycling
Program Agreement with Scott County.
