NOTICE OF PUBLIC ASSESSMENT HEARING
PUBLIC IMPROVEMENT PROJECT #95-02
CREEKSIDE CIRCLE
OVERLA Y/RECONSTRUCTION IMPROVEMENT PROJECT
GRADING, STORM SEWER, AGGREGAIE BASE, CONCRETE CURB
AND GUTTER, BITUMINOUS SURFACING, AND APPURTENANT WORK
IN THE
CITY OF PRIOR LAKE, SCO II COUNTY, MINNESOTA
Notice is hereby given that the City Council of the City of Prior Lake, Minnesota will meet in
the Council Chambers at Fire Station No.1, 16776 Fish Point Road, on Monday, the 18th of
September, 1995 at 7:45 P.M. to consider the assessment of the installation of grading, storm
sewer, aggregate base, concrete curb and gutter, bituminous surfacing, and appurtenant work for
the improvement of the following streets:
CREEKSIDE CIRCLE
The area proposed to be assessed is every lot, piece, and parcel benefiting from said
improvement, whether abutting or not, within the following described areas:
Creekside Circle from Trunk Highway 13, north to its terminus within the Jo-Anna Stepka Hi-
View 3rd Addition Subdivision in Section 1, Township 114 North, Range 22 West, Scott
County, Minnesota.
The estimated total of the Assessment roll is $98.200.00.
The Council proposes to proceed under the authority granted by Chapter 429 M.S.A.
The proposed assessment roll is on file in the City Manager's office and any written or oral
objections will be considered at the public hearing. No appeal may be taken as to the amount of
any assessment unless a signed, written objection is filed with the City Manager prior to the
hearing or presented to the presiding officer at the hearing. An appeal to district court may be
made by serving notice upon the Mayor or City Manager within 30 days after adoption of the
assessment roll and filing such notice with district court within 10 days after service upon the
Mayor or City Manager. The City also has adopted a deferred assessment ordinance whereby the
City Council may defer the payment of special assessments for those individuals who are
permanently disabled or have attained the age of 65 or older. Guideline criteria and applications

UTILITY IMPROVEMENTS ON RIDGEMONT AVENUE AND CREEKSIDE
CIRCLE
PROJECT #95-01 & 95-02
Dear Resident:
Due to an error in the mailing of the Assessments Notices for the Ridgemont A venue and
Creekside Circle, Project 95-01 & 95-02, the June 19, 1995 Public Assessment Hearing
WILL NOT BE CONDUCTED ON JUNE 19, 1995. A new Public Hearing will be
scheduled and new notices mailed and published in the local paper a minimum of 2
weeks prior to the hearing date.
The June 12, 1995 bid opening for these projects will be held as scheduled. The City
Council will consider awarding the contract for these projects at the June 19, 1995
council meeting. The actual bids for the construction will be received and used for the
Assessment Hearing. Each resident will be re-notified by mail 2 weeks prior to the
Assessment Hearing with the new assessments rates and totals.

Street reconstruction of Creekside Circle, including grading, aggregate
base, storm sewer, concrete curb and gutter, bituminous surfacing, and
appurtenant work.

II. PROJECT HISTORY
The City of Prior Lake initiated a street reconstruction program in 1985.
To date, four projects have been completed. A fifth project will be
completed in 1995.
This project was included in the 1995 Capital Improvement Program. If
approved by the City Council, this project will also be constructed in 1995.
The City Council approved the feasibility study for this project on
December 5, 1994.

IMPROVEMENT PROJECT
Dear Property Owner:
This letter is to correct the Public Hearing time shown on the Informational Meeting
letter for the Creekside Circle street improvement project. The Informational Meeting
notice stated that the Public Hearing will start at 8:15 P.M. and the attached Public
Hearing notice has the starting time for the Public Hearing at 8:00 P.M.
The correct starting time for the Public Hearing for Creekside Circle street improvement
project is 8:00 P.M. on the 6th of February, 1995, as shown in the Public Hearing notice.

RE: INFORMATIONAL MEETING ON STREET IMPROVEMENT ON CREEKSIDE CIRCLE
Dear Property Owner:
The City of Prior Lake's Engineering Department will be conducting an Infonnational Meeting on the
proposed improvements for Ridgemont Avenue, Titus Addition and Creekside Circle in the City of Prior
Lake to be held in the Council Chambers at City Hall on Monday, the 30th of January, 1995 starting at
6:30 P.M. for CREEKSIDE CIRCLE, 7: 15 P.M. for Titus Addition, and 8:00 P.M. for Ridgemont
Avenue. The Creekside Circle project is for the rehabilitation of the bituminous street pavement.
This Infon11ational Meeting is intended to provide a better understanding of the proposed improvements
prior to the Public Hearing to those affected property owners in the project area. A Public Hearing is
scheduled for Monday, the 6th of February, 1995 starting at 8:15 P.M. for the Creekside Circle street
improvement. A Public Hearing notice is enclosed which indicates the time and place of the hearing,
general nature of the improvement. estimated cost, and the area proposed to be assessed.

Informational Meeting - January 30, 1995 @ 6:30 P.M.
Public Hearing Meeting - February 6, 1995 @ 8: 15 P.M.
The Informational Meeting will be an infonnal meeting in which engineering personnel will explain the
scope of the project, estimated costs of the improvements. the special assessment process and answer any
questions in regard to the project. No decision or approval will be made at this meeting. The Public
Hearing meeting on February 6, 1995 will be when the City Council will consider the proposed public
improvement project.

CITY OF PRIOR LAKE, SCOTI COUNTY, MINNESOTA
Notice is hereby given that the City Council of the City of Prior Lake. Minnesota will meet in the Council Chambers
in City Hall on the following dates and times to consider the improvement for the following project areas:

PROJECT DESCRIPTION
Area 1 - Rid'lemont Avenue
Ridgemont Avenue from the existing concrete curb and gutter to Rutledge Street. including sanitary sewer,
watermain. storm sewer. grading, aggregate base, concrete curb and gutter. bituminous surfacing, and
appurtenant work.
Area 4 - Construction of Restrooms/Storav-e in Memorial Park
Construction of restrooms/storage beneath the grandstand in Memorial Park.
Area 5 - CSAH 18 From Citv Limits to CSAH 42
CSAH 18 from the City limits to CSAH 42 by the construction of storm sewer. utility crossings. concrete
curb and gutter. sidewalk. landscaping. and appurtenant work.
Area 6 - CSAH 44 From T.H. 13 to East Citv Limit Line
CSAH 44 from T.H. 13 to east City limit line by the construction of storm sewer, concrete curb and gutter,
sidewaLk. trail. lighting. landscaping. traffic control signal, and appurtenant work.
Area 7 - Countv Road 83 From County Road 82 to CSAH 42
County Road 83 from County Road 82 to CSAH 42 by the construction of storm sewer. concrete curb and
gutter, trail. landscaping. traffic control signal, and appurtenant work. .
Area 8 - Construction of Restrooms/Shelter in Grainwood Park
Construction of restrooms and shelter at Grainwood Crossing Park.
The area proposed to be assessed is every lot, piece and parcel benefitting from said improvement. whether abutting
or not. within the following described areas:

The south half of Secribns 35 and 36, Township 115 north, Range 22 west, Scott County, Minnesota.

Subdi vision. In addition, work includes the reconstruction of Martindale at Pike Lake Trail, including
grading, aggregate base, bituminous curb, bituminous surfacing, and appurtenant work.
Area 4 - Construction of RestroomslStora~e in Memorial Park
Construction of restroomslstorage beneath the grandstand in Memorial Park.
Area 5 - CSAH 18 From Citv Limits to CSAH 42
CSAH 18 from the City limits to CSAH 42 by the construction of storm sewer, utility crossings, concrete
curb and gutter, sidewalk, landscaping, and appurtenant work.

within the area known and platted as Titus 1 st Addition.
The Council proposes to proceed under the authority granted by Chapter 429 M.S.A.
The total estimated cost of such improvements for Areas 1 through 8 is $1,297,968.00.
