Tlr'E OF WORK The improvements proposed for construction during 1994 include sanitary sewer, watermain, storm sewer, sidewalk, bikepath, bituminous overlayment, and street reconstruction, including grading, concrete curb and gutter, and boulevard restoration. The proposed project locations within the city limits of Prior Lake are shown by Exhibit 1. A brief description of the improvements shown by Exhibit 1 is as follows: AREA 1 - Prior South Subdivision Street reconstruction of Brunswick Avenue, Erin Circle, Dublin Road, and Lyons Avenue, including sanitary sewer repair, storm sewer, grading, aggregate base, concrete curb and gutter, bituminous surfacing, and appurtenant work. AREA 2 - Creekside Circle Street reconstruction of Creekside Circle, including grading, aggregate base, storm sewer, concrete curb and gutter, bituminous surfacing, and appurtenant work. AREA 3 - Fish Point Road Bituminous resurfacing of Fish Point Road from County Road 44 to Glory Circle and retaining wall replacement. AREA 4 - Northwood Road Street reconstruction of Northwood Road from County Road 12 to Island View Road, including grading, aggregate base, concrete curb and gutter, concrete sidewalk, storm sewer, bituminous surfacing, and appurtenant work. AREA 5 - Rid~emont Avenue Ridgemont Avenue from the existing concrete curb and gutter to Rutledge Street, including sanitary sewer, watermain, storm sewer, grading, aggregate base, concrete curb and gutter, concrete sidewalk, bituminous surfacing, and appurtenant work. FEAS-I02.02S -2- 102-025-10 AREA 6 - Carriale Hill Road Carriage Hill Road from Pike Lake Trail to approximately 1,500 feet east within the Novak/Fleck property, including sanitary sewer, waterrnain, storm sewer, grading, aggregate base, concrete curb and gutter, bituminous surfacing, sidewalk, bikepath, landscaping, and appurtenant work. ll. LOCATION OF l.n~ PROJECTS The six projects shown by Exhibit 1 are located in the following areas: AREA 1 - Prior South Subdivision Brunswick Avenue from Franklin Trail to Lyons Avenue; Dublin Road from Brunswick Avenue to Lyons Avenue; Erin Circle from Dublin Road to End Terminus; and Lyons Avenue from Franklin Trail to Brunswick Avenue, within the Prior South subdivision in Section 2, Township 114 north, Range 22 west, Scott County, Minnesota. AREA 2 - Creekside Circle Creekside Circle from Trunk Highway 13 to the cul-de-sac within Jo-Anna Stepka Hi- View 3rd Addition in Section 2, Township 114 north, Range 22 west, Scott County, Minnesota. AREA 3 - Fish Point Road Fish Point Road from County Road 44 to Glory Circle, portions of the improvement are within the following subdivisions: The Trees rvIiller's 1st and 2nd Addition Hidden Oaks 1st and 2nd Addition in Section 36, Township 115 north, Range 22 west, Scott County, Minnesota. AREA 4 - Northwood Road Northwood Road from County Road 12 to Island View Road within the Northwood subdivision in Section 36, Township 115 north, Range 22 west, Scott County, Minnesota. AREA 5 - Rideemont Avenue Ridgemont Avenue from approximately 300 feet north of Trunk Highway 13 to Rutledge Street within the following subdivisions: The Oaks Edwards 1st Addition Hannen 2nd and 3rd Addition FEAS-I02.025 -3- 102-025-10 Widerstrom 1st Addition Mitchell Pond Calvin Erbele IS 1 st Addition in Sections 35 and 36, Township 115 north, Range 22 west, Scott County, Minnesota. AREA 6 - Carria:e Hill Road Carriage Hill Road from Pike Lake Trail to approximately 1,500 feet within the Novak/Fleck property in Section 26, Township 115 north, Range 22 west, Scott County, Minnesota. ill. DESCRtr lION OF PI<.O.TECT Project descriptions for the various areas are as follows: AREA 1 - Prior South Subdivision The streets shown by Exhibit 2 within the Prior South subdivision have severely deteriorated. The pavement has experienced frost heave in excess of six inches in some areas. The pavement also has extensive cracking and has had bituminous patches in numerous locations. Currently, the street does not have curb and gutter. The proposed improvement includes reconstruction of the existing street with new bituminous surfacing, including concrete curb and gutter, storm sewer replacement, and sanitary sewer repair. Watermain valve housings will also be replaced as necessary. This project consists of approximately 7,300 linear feet of concrete curb and gutter and 3,300 linear feet of bituminous surfacing. The proposed typical section is shown by Exhibit 3. The project will be assessed to the benefitting property owners and included in the 429 bond issue. AREA 2 - Creekside Circle Creekside Circle is shown by Exhibit 4. The pavement on this street has pot holes and has been patched in several locations. There is extensive alligator cracking. Currently, stormwater runoff is conveyed by existing ditches to the cul-de-sac where a catch basin collects the runoff and discharges it to the creek. The north end of the road has a bituminous berm that will be replaced with concrete curb and gutter. Other improvements include street reconstruction with new bituminous surfacing and storm sewer improvements. The proposed typical sections consist of both an urban and rural section as shown by Exhibit 5. The rural portion will remain as is in order to maintain adequate cover over the existing watermain. This project consists of approximately 800 linear feet of concrete curb and gutter and 1,100 linear feet of bituminous surfacing. The project will be assessed to the benefitting property owners and included in the 429 bond issue. FEAS-I02.025 -4- 102~-lO AREA 3 - Fi5h Point Road Fish Point Road is shown by Exhibit 6. This street is a Municipal State Aid (MSA) collector that currently has concrete curb and gutter. This street has numerous cracks and needs resurfacing. The proposed resurfacing is shown by Exhibit 7, and includes milling the existing bituminous, cold-in-place recycling, followed by an overlay in order to seal the pavement. The project consists of resurfacing approximately 3,000 linear feet of bituminous pavement and replacement of existing timber retaining walls. The project will be financed by MSA funds and assessed to benefitting property owners. Any ineligible costs will be included in the 429 bond issue. AREA 4 - Northwood Road Northwood Road is located north of County Road 12, and follows Upper Prior Lake to the north for almost a mile. The section of road proposed for improvement is shown by Exhibits 8-10. The portion south of Fremont Avenue will be designated as a Municipal State Aid route. Northwood Road is rural in nature with no curb and gutter. Stormwater runoff flows overland to either Upper Prior Lake or the existing wetlands shown on the exhibits. The wetland shown on Exhibit 9 is a DNR protected water, which also acts as a Northern Pike spawning pond. Any stormwater improvements involving the DNR spawning pond must be approved by their Fish and Wildlife Division. The pavement condition of Northwood Road has severely deteriorated and extensive cracking exists. Proposed improvements include street reconstruction with bituminous surfacing, concrete curb and gutter, and storm sewer. It is also proposed that sanitary sewer leads be placed under Northwood Road as shown by the exhibits. The leads can be used to serve future development of the Dunn property located west of Northwood Road. As shown on the exhibits, right-of-way for the road and drainage easements must be acquired. Costs for acquiring any right-of-way or easements are included in the project cost for Northwood Road. The proposed typical sections are shown by Exhibit 12. Northwood Road, south of Fremont, will be designated as a ~funicipal State Aid route; therefore, some of the project will be financed by City MSA funds. Benefitting property owners will be assessed, and the ineligible portion of the project costs included in the 429 bond issue. AREA 5 - Rideemont A venue It is proposed that Ridgemont Avenue be reconstructed from the existing concrete curb and gutter north to Rutledge Street as shown by Exhibit 12. Ridgemont Avenue has been patched in numerous locations and has extensive cracks. The portion of road proposed for improvement does not have concrete curb and gutter. Reconstruction of the existing road to an urban section with concrete curb and gutter and minor storm sewer improvements is proposed. The typical street section is shown by Exhibit 13. Street reconstruction provides the opportunity to extend a lateral sanitary sewer line south in order to provide service to the two existing homes on the east side of Ridgemont and FEAS-I02.025 -5- 102-025-10 undeveloped parcels. In addition, the wat:.uuain will be extended south also." The proposed utility improvements are shown by Exhibit 14. The project consists of 3,200 linear feet of concrete curb and gutter, 1,600 linear feet of bituminous surfacing, and 900 feet of sanitary sewer and watermain. The project will be assessed to the benefitting property owners and included in the 429 bond issue. AREA 6 - Carriare J:JilI Road The extension of Carriage Hill Road was initiated by a developer, and would involve construction of an MSA collector from Pike Lake Trail to the east. Carriage Hill Road would provide access to the proposed plat called Knob Hill located within the Novak/Fleck property. The street would be a parkway with concrete sidewalk, bituminous bikepath, and have a landscaped median. The proposed typical section is shown by Exhibit 15. The project will be financed mainly with City MSA Funds. The project costs which are noneligible for MSA Funding will be paid for by the street collector fund. IV. l1~ASmILIl i From an engineering standpoint, this project is feasible and can be accomplished as proposed and not in conjunction with any other project. V. ES lli\IIA 1.MJ COST The following costs were prepared based upon an Engineer's Estimate and are subject to change. depending on the final design of the project, bids received, and actual work performed. The method of assessment and rate will be determined at the Assessment Hearing. The estimated project cost for each project is for the installation of associated improvements and includes indirect project costs. Project costs in Areas 1-5 include special assessments. AREA 1 - Prior South Subdivision The south half of Section 2, Township 114 north, Range 22 west, Scott County, Minnesota. Specific property descriptions included in the above-described area, but not inclusive, are as follows: Property abutting Brunswick Avenue, Dublin Road, Erin Circle, and Lyons Avenue north of Brunswick Avenue in Blocks 1, 2, 3, 4, and 6 within the area known and platted as Prior South. The area platted and known as Colonial Estates 1st and Colonial Estates 2nd. AREA 2 - Creekside Circle The south half of Section 4, Township 114 north, Range 22 west, Scott County, Minnesota. Specific property descriptions included in the above-described area, but not exclusive, are as follows: Property abutting Creekside Circle including Lots 1-16 of the area known and platted as la-Anna Stepka Hi-View 3rd, and the properties south of Lot 16 and Lot 2. This park is a high use facility and paving would reduce the dust and enhance the park area. Cost of project will be included in the 429 bond issue. AREA R - RE$TRQ()MSLSTQRAGE CONSTRUCTION IN MEMORIA~ PARK This project would enhance the Memorial Park ball field which is a high use facility during the spring, summer, and fall times of year. Restrooms and additional storage is needed and would enhance the ball park. The cost of the project will be included in the 429 bond issue. AREA 9 - CSAH 18 FROM THE CITY LIMITS TO CSAH 42 This project is for the improvements associated with the County Road construction in which approximately 1,900 lineal feet of roadway is in the Prior Lake city limits. City improvements to be considered are concrete curb and gutter, storm sewer, walks, utility crossings, and landscaping. Included in this Feasibility Report are the City's participating costs within the County project. Page 2 AREA 10 - BIIlJMINOUS SEAL COAT OF (..:11 Y S l KEElS. Several existing bituminous paved streets are in need of a bituminous seal coat. Seal coating extends the life of the pavement by rejuvenating the old bituminous wearing surface. The cost of the project will be included in the 429 bond issue. IV. uASIB.ILlTY From an engineering standpoint, this project is feasible and can be accomplished as proposed and not in conjunction with any other project. v.
