AGENDA ITEM: RECOGNITION OF PRIOR LAKE-SAVAGE SCHOOL DISTRICT FOREIGN
EXCHANGE STUDENTS AND HOST FAMILIES.
PRESENTATION: Each year, students from around the world have the opportunity to spend an
academic year in Prior Lake living with a local host family. The students benefit
from both their social and academic experiences. The families benefit through the
sharing of their family traditions and homes. The community benefits as persons
from different cultures learn to better understand each other and their respective
cultures.
Programs of this type are not possible without many partnerships - with
participating countries, the School District, Prior Lake students and Prior Lake
host families. This evening the City Council will recognize some of the host
families and exchange students who are visiting Prior Lake and provide them with
souvenirs.

AGENDA ITEM: McCOMB STUDY PRESENTATION (John Sullivan)
PRESENTATION: The City Council has authorized two significant actions to fortify the City's
community development efforts. The first was the funding of the replacement
Community Development Director position beginning on January 1, 2004. The
second was the completion of the McComb Study. John Sullivan, the City's
Community Development Director will present the results of the McComb Study.
This study was intended to (1) determine potential acreages for
commercial/industrial and residential development; (2) predict the timing and
magnitude of various kinds of development; and (3) make general
recommendations regarding the most appropriate locations for various types of
developments.
John will summarize the study results for each of these areas. Attached for City
Council information is a summary of the study results.

Multi-Family - There is
an anticipated demand
of 1 200 additional units
by 2025 which trans-
lates to an additional 50
to 60 acres. The City's
existing 2020 Comp
Plan designates 636
acres for multi-family.
The new plan will de-
crease the multi-family
designation by 580
acres.
Commercial - Uses
(including retail, services,
health care, etc.) are
anticipated to triple be-
tween 2005 and 2025
from approximately
300,000 sq. ft. today to
900,000 sq. ft. by
2025. This will mean the
addition of 62 acres of commer-
cial usage City-wide.
Business Park - At present, the
City has approximately 200,000
sq. ft. of business park uses (office,
warehouse, showroom, manufac-
turing, etc.). By 2025, there will be
an increase to 2 million sq. ft.
which will require an additional
135 to 185 additional acres for
development.

The population within the
trade area is younger than
the Minnespolis / St. Paul
metro area with those under
17 years of age making up
29% of the population, and
those over 65 year old mak-
ing up 4.8%. This compares
to the MSP area at 24.5%
and 9.7% respectively.
From 0 household income
perspective, the trade area
has an average of $97,304
which is expected to increase
to $11 2,025 by 2007. This
average household income is
34% higher than the overage
for the Metro area at
$71,000. By 2007, over
1 8% of the households in the
Prior Lake trade area will
have an income of greater

Those areas presently designated as multi-family in the 2020 Comp Plan which exceed
proiected needs are most likely to be designated low or medium density residential. The
additional 62 acres to be developed as commercial are most likely to be concentrated in
the three existing nodes including: Downtown Prior lake, Gateway, and Priordale. The
additional 1 35-1 85 acres of business park are most likely to be located in the Deer-
field Business Park (30 acres), the Vierling property (40 acres) at CSAH 21 and CSAH
42, and the remainder north of CSAH 42 iust west of Crest Avenue.

AGENDA ITEM: RECEIPT OF $15,000 DONATION FROM SHAKOPEE MDEWAKANTON
SIOUX COMMUNITY FOR CAPITAL EQUIPMENT FOR TRI-CITY SPECIAL
RESPONSE TEAM.
PRESENTATION: The Shakopee Mdewakanton Sioux Community has established a reputation of
social responsibility. There are numerous examples in which the SMSC has
donated services, products or money for the betterment of our Prior Lake
community.
The cities of Shakopee, Savage and Prior Lake have joined together to form the
Tri-City Special Response Team (TSRT). This team was initially intended to serve
only the three member communities. However, the Scott County Response Team
has been disbanded leaving the Townships and other Scott county cities who are
not members of the TSRT without this critical emergency service.
Recognizing that this is an unacceptable situation, the TSRT members and the
County have been working to re-cast the TSRT so that it can serve the entire
community. In order for this to happen, a $30,000 investment in materials is
needed. Specifically, the 15 members of the TSRT need new ballistic vests with
rifle panels and ballistic helmets. The total cost of these materials is $30,052. Last
year, the TSRT asked the SMSC to make a contribution to assist in this
acquisition. They agreed to provide a matching grant up to $15,000. The
remaining $15,052 will be split equally by the participating communities.
On Monday, April 5, 2004, representatives of the SMSC will present their
contribution to the Prior Lake City Council. It would be appropriate for the City
Council to recognize the many contributions of the SMSC to the Prior Lake
Community.
