Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT APRIL 5, 2004 9F AL FRIEDGES, PARKS & FLEET MAINTENANCE SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF EQUIPMENT AND MATERIALS APPURTENANT TO THE FISIDNG IN THE NEIGHBORHOOD PROGRAM (FIN) History At the February 2,2004 City Council meeting, staff along with representatives from the Minnesota Department of Natural Resources (DNR) presented to Council the Fishing in the Neighborhood (FIN) program proposed for the pond adjacent to Kop Parkway at the entrance of Lakefront Park. The Council decided that this l3-acre pond would be an ideal location to stock fish and provide off shore and pier fishing for our youth. This program would also offer valuable aquatic educational opportunities for our residents and school age children. Cu"entCucumsmnces In order for this program to be successful, a fountain, aerator, ADA accessible octagonal fishing pier, shoreline fishing blocks and plant materials to restore shoreline habitat will need to be purchased. To make certain that this valuable program becomes reality, Norex of Prior Lake donated $20,000 for the purchase of the materials necessary for the project. The $20,000 donation was incorporated into the Capital Park Fund until further research and partnering could be completed between the DNR and the City of Prior Lake. Issues Staff is requesting authorization to utilize the funds that have been placed in reserve through the Norex donation in the C.I.P. as follows: Item Cost Otterbine Gemeni lighted fountain $7,364.55 Otterbine high volume aerator $5,098.26 Asphalt path $2,000.00 (estimate) Fishing blocks $1,500.00 (estimate) Electrical hook-up $1,525.00 (estimate) Plant materials $2,512.19 (estimate) Total $20,000.00 Note: Per request from Norex, some of the funds allocated for plant materials will be utilized to enhance the entry monument signs to the Business Office Park. Conclusion There is $20,000 in the C.I.P. for the completion of the F.I.N. Program, as well as enhancing the monument signs with plant materials at the Business Office Park. The alternatives are as follows: 1. Approve Resolution 04-XX authorizing staff to · Purchase equipment and materials to complete the F.I.N. Program. · Purchase plant materials for the entry monument signs to the Business Office Park for a total cost not to exceed $20,000. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. Prior Lake, MN 55372-1714 RESOLUTION 04-XX A RESOLUTION AUTHORIZATING THE PURCHASE OF EQUIPMENT AND MATERIALS APPURTENANT TO THE FISIDNG IN THE NEIGHBORHOOD PROGRAM MOTION BY: SECOND BY: WHEREAS, Norex of Prior Lake donated $20,000- for the Fishing in the Neighborhood Program and the enhancement of the entry monument signs to the Business Office Park; and The City of Prior Lake is committed to providing recreational activities for people of all ages; and The Fishing in the Neighborhood Program will provide fishing and aquatic educational opportunities for our youth The following list of items to be included to be purchased from the funding by the Norex donation: WHEREAS, WHEREAS, WHEREAS, Item Cost Otterbine Gemeni lighted fountain $7,364.55 Otterbine high volume aerator $5,098.26 Asphalt path $2,000.00 (estimate) Fishing blocks $1,500.00 (estimate) Electrical hook-up $1,525.00 (estimate) Plant materials $2,512.19 (estimate) Total $20,000.00 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. The recitals set forth above are incorporated herein. 2. The purchase of the above specified items, not to exceed each of the maximums set forth herein, is hereby approved. 3. Funds for such purchases shall be drawn from the Capital Parks Fund. 4. All purchases will be in accordance with Minnesota Statutes dealing with purchasing and procurement as well as the City's purchasing policy. Passed this sth day of April 2004.
