Prior Lake, MN 55372-1714 April 5, 2004 @ 10B Frank Boyles, City Mana~ CONSIDER APPROVAL OF A RESOLUTION ESTABLISHING POLICIES TO DIRECT THE TRAFFIC SAFETY COMMITTEE. Historv: The City Council has created a Traffic Safety Committee (TSC) to evaluate citizen requests for no parking, stop signs, children at play, and a variety of other traffic control issues. The committee consists of Councilmembers Blomberg and Petersen, and the following staff members: City Manager Frank Boyles, Public Works Director Bud Osmundson, Public Works Coordinator Makenzie McCormick, the City Engineer, Police Chief O'Rourke, and a Scott County representative. Current Circumstances: The committee conducted its first meeting to consider a traffic request. As the committee deliberated, it became clear that its efforts could be more effective if the City Council established policies or guidelines for the committee to follow. This agenda item requests that the CityCouncil discuss and adopt policies for the TSC. There are three issues for which direction is sought: 1. Off-Street Parkina - The primary objective of the TSC is to determine to the maximum extent possible, how parking may be moved from the street to off- street locations. Only when all reasonable steps have been taken will the committee consider on-street parking. 2. On-Street Parkina - The TSC will establish and enforce parking standards for various sizes and classes of roadways. All parking request will be evaluated by these standards. Exceptions may be approved in extenuating circumstances. 3. Process for Reviewina ReQuests- Attached is a flow chart which sets forth the process for reviewing each request to assure that necessary decision- making information is available and the opportunity for public input is provided. These policies would be incorporated into the TSC materials. The Council should determine if it is comfortable with each. These guidelines will help direct the TSC activities. Motion and Second to approve these policy guidelines. Take no action and direct staff to provide additional information. Prior Lake, MN 55372-1714 A RESOLUTION ESTABLISHING POLICIES TO DIRECT THE TRAFFIC SAFETY COMMITTEE Motion By: Second By: WHEREAS, the City of Prior Lake is experiencing rapid urbanization which affects the City's transportation system; and WHEREAS, the Prior Lake City Council places a high priority on transportation and related safety issues; and WHEREAS, in an effort to establish a consistent process to review traffic safety requests, the City Council has established a Traffic Safety Committee; and WHEREAS, the Traffic Safety Committee has requested that the City Council consider policies which will help direct the deliberations of the Traffic Safety Committee. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. The "General Procedures Flow Chart" identified as Exhibit I to this resolution sets forth the general process to be followed by the Traffic Safety Committee in considering Traffic Safety requests. 3. Off-Street Parking - The primary objective of the Traffic Safety Committee is to encourage to the extent reasonably possible, off-street rather than on-street parking. Only when a petitioner has demonstrated reasonable efforts to solve parking problems off-street, will the Committee consider on-street parking requests. 4. Under State Statute, a fire road must be a minimum of 20 feet wide. Accordingly, this is considered the minimum drive aisle required to allow public safety access for residential roadways. Therefore, the following general standards are established to achieve consistency in on-street parking for various residential street widths: Street Width in Feet On-Street Parking Allowed s 24 none 28 - 31 one-side 32~ two sides 5. The Committee may consider other factors affecting residential on-street parking such as, but not limited to, current and/or future average traffic volume, general topography of the area, road conditions including visual obstructions, vertical and horizontal road curves, number and location of residential accesses, density of development of the neighborhood, and any other factorswhich the Traffic Safety Committee deems appropriate in making their recommendations. 6.
