Prior Lake, MN 55372-1714 MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT APRIL 5, 2004 10C DONALD RYE, PLANNING DIRECTOR CONSIDER PROCESS AND TIMELINE FOR COMPREHENSIVE PLAN UPDATE History One of the most important activities presently underway is the update of the City's 2020 Comprehensive Plan. Significant time and money will be required to complete this effort. Once completed, the updated Comprehensive Plan will identify in very specific ways how the City will develop through 2030.Because of the importance of this effort, we are aggressively seeking public input at the beginning of the process (now) and will continue to do so throughout the planning process, including circulation of the draft plan when completed in August. This is primarily an information item to share this important process with the City Council and the public. Current Circumstances The process being followed in the development of the Comprehensive Plan update is a combination of staff work and extensive use of consultants. The use of consultants is necessitated both by the timeline we are holding to and the degree of complexity of several of the components, such as the surface water management chapter, water supply and traffic and transportation. The attached table shows the major work elements and the estimated completion date of each. In addition to the ongoing work by the consultants, staff has scheduled 4 public information meetings. Three of the meetings will be targeted for particular areas in the community that will likely be most affected by the changes in the Plan. The fourth meeting is a general meeting intended for residents throughout the City. The four public meetings are scheduled as follows: . April 13-County Road 42 area . April 15- Orderly Annexation area . April 21- Downtown area . May 4- General meeting All meetings will be held at the Fire Station starting at 6:30 PM. Individual notices are being mailed for the three area meetings and the fourth meeting will be publicized in the newspaper, Web site and cable TV. Each meeting will consist of a presentation by staff highlighting some of the preliminary ideas that have been proposed to date followed by a question and answer period and an opportunity for those in attendance to express their views and opinions. Information from these meetings will be provided to the consultants and staff and factored into final plan proposals as appropriate At the end of the process, further opportunity for citizen reaction will occur through the mandatory public hearing process to be conducted by the Planning Commission when a draft report has been prepared. Staff will also be open to comments and opinions as the work progresses into the summer. With the exception of the Surface Water Management chapter, the work of each consultant is scheduled for completion by the first week in July. Conclusion Work is progressing on the various elements of the Comprehensive Plan update and the Council will be informed of progress on a periodic basis.
