Prior Lake, MN 55372-1714 April 5, 2004 100 (\ ^ Frank Boyles, City Manager i ~ \ CONSIDER APPROVAL OF ESOLUTION ENCOURAGING THE YMCA TO COMPLETE A FEASIBILITY STUDY TO DETERMINE WHETHER A YMCA FACILITY SHOULD BE CONSTRUCTED IN PRIOR LAKE. History: Over the past few months, the Mayor and I have had the opportunity to meet with Shepherd's Path and YMCA representatives. The YMCA is considering whether they should construct a YMCA in Prior Lake on the campus of Shepherd's Path. The purpose of the meetings has been to discuss the feasibility of such a proposal. Current Circumstances: Before determining whether to initiate a construction project, the YMCA typically conducts a feasibility study. The study includes a variety of data gathering techniques. Input is solicited from various sources including the City Council, staff, School District, and church. Based upon the results of the study, the YMCA can determine the timing for a construction project and the services and facilities which the YMCA should offer. Conclusion: In order to determine whether a YMCA should be constructed, the feasibility report must be prepared. The YMCA and church have asked that the City Council consider adopting a resolution which encourages the completion of a feasibility study. The resolution would be forwarded to the YMCA President for consideration by the Board of Directors. The adoption of the resolution does not commit the City to any financial assistance or in any other way. Rather it simply encourages the completion of the feasibility study and a commitment from the YMCA to include City input and participation. Another concern is whether a YMCA could have a negative impact upon the Dakotah Sport and Fitness. We have discussed this question with the Tribal Council and staff. Both have confirmed that the YMCA is not a direct competitor and will not negatively impact them. ALTERNATIVES: (1) Adopt the resolution as prepared or amended for submission to the YMCA. (2) Take no action and direct the staff to prepare additional information. Prior Lake, MN 55372-1714 A RESOLUTION ENCOURAGING THE YMCA TO COMPLETE A FEASIBILITY STUDY TO DETERMINE WHETHER A YMCA FACILITY SHOULD BE CONSTRUCTED IN PRIOR LAKE. Motion By: Second By: WHEREAS, Prior Lake is located in Scott County, the fastest growing County in the region and the 8th fastest growing County in the nation; and WHEREAS, the pace of development creates the need for expanded recreational, social and community education programs which governments and organizations such as the YMCA have traditionally fulfilled; and WHEREAS, research to better identify these needs and alternative ways of fulfilling each should be conducted; and WHEREAS, the City of Prior Lake acknowledges that its constituents may be better served with the development of a YMCA within the community. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. The City Council hereby requests that the YMCA Board of Directors direct that the necessary investigation and feasibility report regarding constructing a YMCA within Prior Lake be completed. 3. Such studies should determine the need for a YMCA, the type of services needed, best location and the general characteristics of any building to be constructed. 4. The City Council expects and is committed to being an active participant in said studies. 5. The City Council is committed to work in partnership with the YMCA, School District, Shepherd of the Lake Church and others to facilitate the completion of this important project.
