Wetland Delineation Procedure First, the site history was reviewed. Maps of the area, including USGS Quadrangle, and Scott County soil maps all indicate the presence of wetlands on the site. The next step is to verify the accuracy of the maps with site visits, and delineation of the wetland boundaries. The 1987 Federal Manual for Identifying and Delineating Jurisdictional Wetlands was used as a guide for identifying wetlands on the site. For an area to be a wetland, it must possess three essential characteristics: Hydrophytic vegetation, hydric soils, and wetland hydrology. All three must be met for the area to be classified as a jurisdictional wetland. Other published reports or written material may be helpful in making a determination. The project area contained four wetlands and each wetland had at least two sample points -- one inside the wetland boundaries and one outside the boundaries. These sample points are used to collect data about the soils, wetland hydrology, and vegetation of the area. B. Vegetation Vegetation was identified using several field guides. These were : Newcomb's Wildflower Guide, by Lawrence Newcomb; Grasses, by Lauren Brown; and Trees of North America, by Brockman and Merrilees. The predominate vegetation within the wetlands on the site are reed canary grass, common cattail, red osier dogwood and late golden rod. Other common vegetation helpful in identifying the wetland boundaries include willows and lesser bur reed. Upland species of the area included sumac, blood root and other upland grasses. C. Soils Soils were inspected during a site visit and compared to the Scott County soil survey. The soil profile was examined and classified using a Munsell Soil Color Chart. Other parameters, such as texture, grain size, moisture presence, organic matter, and mottling characteristic were also recorded for each soil sample. Wetland areas at the site belong to the Hayden Loam and Webster Glencoe Silty Clay Loam series. The Hayden Formations of the area are characterized by light colors and well drained horizons. They are usually lower in organic matter and slightly more acidic than the other soil formations of the area. The Webster Glencoe Formations are typically poorly drained soils with high organic matter. In the 14-20" depth. The color classifications can be examined in the attached data sheets. 073-0611.jun D. Hydrologic Conclusions Based on the circular 39 wetland classification system the project area has three different types of wetlands. The three wetlands present are type 1, type 2/3 and type 2/4. Type 1 wetlands are characterized by having soils that are well drained for most of the growing season, but may be saturated or covered with water during variable seasonal periods. Type 2/3 wetlands are characterized by having both in-land fresh meadow and inland shallow fresh marsh characteristics. The inland fresh meadow areas may have soils that are saturated or near saturation during most of the growing season. These types of wetland usually are waterlogged within a couple of inches of the surface. The shallow fresh marsh areas are usually wet for most of the growing season and may be covered with as much as 6" or more of water. The type 2/4 wetlands are similar to the type 2/3 but they differ in that they usually are covered with 6" -3' or more of water during the growing season. Along with the circular 3A wetland typing, there is a National Wetlands Inventory System for classifying wetlands. In the attachments I have included a table that displays the wetlands as they were documented in the field (A,B,C,D) and the two types of classifications that are associated with those wetlands. F . Wetland Impacts Of the wetlands identified in the project area, only 2 will be directly effected. Wetlands Band D, (Type 2/3 and Type 1 respectively) will be partially filled to accommodate the street and storm sewer improvements . Wetland B will receive 4,476 square feet of fill and Wetland D will receive 2,427 square feet of fill.
