Our proposal is structured around your Request For Proposal for Engineering Design and Bidding Services for Mushtown Road and Pike Lake Trail which is attached to this letter. To meet Prior Lake's needs for services, John Wingard would be assigned as the Project Manager. John has 20 years of experience with an extensive background of public government service and private consulting engineering service. John is very familiar with both projects and understands the design standards at Prior Lake. Doug Parrott would be assigned the Principal-in-Charge for RCM to oversee our work and lend support to John and the City. RCM is a Minnesota Corporation owned entirely by its employees. A feasibility report has been prepared for these projects and is enclosed. A Public Hearing on these projects is scheduled for April 7, 1997. At this meeting we will be asking the City Council to consider these projects and authorize the preparation of plans and specifications and engineering services. ScoDe of Senrices The project will be divided into two phases, Engineering Design, and Bidding. City records and information will be made available during all phases. During the Engineering Design phase, the proposer shall: 1. Perform all necessary preliminary surveying including but not limited to horizontal and vertical control, existing topography, cross sections, etc. 2. Prepare street and storm sewer construction plans and specifications. All plans shall be compatible with AutoCad version 13 in Widows 95. All specifications shall be compatible the Word 6.0 with Windows 95. 3. Prepare construction cost estimates based upon completed plans. 4. Provide a floppy disk (3 1/2") of all data and AutoCad drawings. During the bidding phase the proposer shall: 1. Prepare bid documents for public bidding process. 2. Submit and obtain approval of the plans and specifications from all required agencies. 3. Prepare the advertisement of bids, duplication and distribution of plans and specifications to bidders and respond to bidder inquiries. Attend the bid opening. All costs will be borne by the proposer. 4. Receive, analyze, and tabulate bids and make recommendations to the City for award ofbid(s). 5. Ensure proper contract execution to include insurance, bonds, etc. required by the contract specifications. ProDosal Contents Two copies of the proposal shall be received no later than 4:00 p.m. on Thursday, March 27, 1997. Submittals shall be addressed to: Greg Ilkka, P .E. Director of Public Works/City Engineer City of Prior Lake 16200 Eagle Creek Ave. Prior Lake, MN 55372-1714 Submittals are to be delivered in a sealed envelope marked "Proposal Mushtown Road and Pike Lake Trail". Respondents shall bear all costs and risks associated with preparing and submitting responses to this request for proposals. Proposals submitted for the City's consideration are required to include, but not necessarily be limited to, the information requested in the format outlined below: A. Project Understanding - A narrative which presents the firm's understanding of the project requirements and any ideas the firm may have regarding specific aspects of the project. B. Organization - Provide background of the firm with particular emphasis on its experience with projects of similar nature. C. Detailed Work Plan - A detailed work plan identifying the work tasks to be accomplished and the budget hours to be expended on each task of the two phases. The detailed work plan is to include: The firm's overall approach to the project in general terms, including a discussion of the project management philosophy of the firm and how it relates to the specific needs of the project, a detailed approach to each phase of the project, including a discussion of the tasks to be performed and; an identification of any disciplines that the firm intends to utilize. D. A detailed project schedule including: identification of key tasks required to complete the project, expected starting dates, milestone dates, and completion dates should be identified. E. Compensation - Compensation shall be classified into two categories. Engineering Design, and Bidding shall be those provided at a schedule of hourly rates and proposed with a not-to-exceed maximum project amount. An estimate of the hours required and project budget should be presented. The City reserves the right to reject any or all proposals at the full discretion of the City. A. PROJECT UNDERSTANDING The City of Prior Lake is contemplating upgrading Mushtown Road from approximately 1400 feet south of County Road 23 to the southeast for 2900 feet to provide a southerly access to the Pond's Athletic Field Complex. The Mushtown Road upgrading would include construction of storm sewer, grading, aggregate base, bituminous surfacing, concrete curb and gutter, bituminous trail, and other pertinent work. The City is also proposing to upgrade Pike Lake Trail from CSAH #42 to the south to the proposed Knob Hill development. The upgrading of Pike Lake Trail would involve the construction of an 8 inch sanitary sewer, trunk watermain, trunk storm sewer, grading of the street, placement of aggregate base, bituminous surfacing, construction of concrete curb and gutter, concrete sidewalk, bituminous path, and pertinent work. The public hearing for the two projects is scheduled to be held on Monday, April 7. If the projects are approved, the City Council would be selecting a consulting engineering firm to assist the City with the design of the two projects. RCM's personnel are readily available to assist the City of Prior Lake with the design of Mushtown Road and Pike Lake Trail. If the design of the two street projects is approved by the City Council, RCM will work quickly to prepare the plans and bid documents. Mushtown Road is a gravel road along the south edge of the city limits adjacent to Wood ridge Third Addition and the proposed Windstar Addition. The gravel road receives traffic from the township residents that travel northerly up to T.H. #13. The annexation agreement that was implemented with the Wood ridge Development requires that the City upgrade Mushtown Road to a bituminous surface during the last phase of the Wood ridge Development. Residents of the Woodridge Development whose property abuts Mushtown Road have complained in the past about dust problems and are most anxious to get the street upgraded. Some residents along Toronto Avenue might express concerns at the public hearing regarding the increased traffic on Toronto Avenue with the new connection to Mushtown Road. Toronto Avenue has been constructed to a 9-ton design to allow for the connection to Mushtown Road. Rieke Carroll Muller Associates, Inc. City of Prior lake The upgrading of Mushtown Road should include an analysis of future sanitary sewer and water extensions to the Spring Lake Township property that is adjacent to Mushtown Road. The design of the project should include sanitary sewer and watermain crossings to serve possible future annexation areas that are adjacent to Mushtown Road. The City is intending to upgrade Mushtown Road to the southeast to provide an alternate access to the Pond's Athletic Field Complex. The secondary access will help to relieve the congestion along the 170th Street access that is currently the only access to the athletic field. The soils in the area of Mushtown Road are a clayey type soil that can make construction of streets difficult and expensive. The Woodridge Development used a subcut of 1 to 3 feet and placement of 3 inch minus aggregate subgrade material to help support the normal 7 -ton or 9- ton design. The design of Mushtown Road will need to include some similar corrective work in the subgrade materials to allow the street to support truck traffic. RCM would recommend that the City hire a soil testing firm to help make recommendations to the pavement design thicknesses. The Pike Lake Trail project would involve the upgrading of a gravel road that would provide access to the Knob Hill Development, Holy Cross Church, Maple Hill Development, and the Wensmann Industrial Park. The design of Pike Lake Trail should include the extension of an 8 inch sanitary sewer from the 8 inch line that was installed previously by the church. The 8 inch sanitary sewer line will serve the Maple Hill Development and the Wensmann property and possibly some of the lots along the north edge of the Knob Hill Development. The upgrading of Pike Lake Trail would include a trunk watermain that would provide a northerly loop for the water system through the Knob Hill Development up to County Road #42. The County Road #42 upgrading project is intending to extend the trunk watermain to the east to Ferndale Avenue to complete the loop of the city's water system. The surface water runoff from Pike Lake Trail will drain at a northerly direction to the city's regional pond that is proposed to be constructed in the northwest corner of County Road #42 and Pike Lake Trail. The design of the upgrading of Pike Lake Trail will need to coordinate the Rieke Carroll Muller Associates, Inc. City of Prior Lake storm sewer sizing and pond layouts with the design of the regional pond and the design of the Wensmann Development. The street would be designed to a 9-ton design to handle the truck traffic from the Wensmann Industrial Park. The City has designated Pike Lake Trail to be a state aid street so the design should meet state aid standards. This work has been included in our fee. RCM feels that a copy of the plans should be sent to the state aid office for their review, even though the City is not intending to use MSA funds for the funding of the street work for Pike Lake Trail. The design of Pike Lake Trail should identify alternate access for the residents of Maple Hill Subdivision plus the visitors that attend the Holy Cross Church site. Pike Lake Trail is the only access for these two areas. The access will need to be maintained during the upgrading of Pike Lake Trail. Both projects will require additional right-of-way or easements to allow the improvements to be constructed. The grading that will be required to convert Mushtown Road from a rural design to an urban design will require slope easements. The construction of Pike Lake Trail will require the acquisition of additional right-of-way from the Wensmann property to allow the street and sidewalkltrail to fit into the steep slopes. History In 1955, Del Rieke started what is now known as Rieke Carroll Muller Associates, Inc. (RM) in Gaylord, Minnesota. Providing municipal engineering, surveying, and by establishing a good reputation, the firm flourished. Growth favored RCM. In 1972, with the increased demand for professional staff, the Corporate Headquarters was moved from Gaylord to Hopkins. In November 1978, both Rieke and Carroll died suddenly and unexpectedly. Rieke was 51, Carroll was 53, and RCM was suddenly a second generation firm. Troubleshooting Computer Applications RCM maintains a position on the leading edge of technology and technological tools for use in providing professional engineering services. Computer and software resources are used to provide our clients with effective engineering analysis, efficient designs, quality drawings and word processing products. The following is a listing of computer hardware and software utilized by RCM: Personal Computers (PC): IBM compatibles - 75 systems in-house. Networks: Novell's Netware for the Minnetonka office and Windows NT for the outstate offices. PC Peripherals: Text/graphics scanners, laser printers, color inkjet printers, dot-matrix printers, color inkjet plotters, modems, CD-ROM readers, erasable optical cd's. Rieke Carroll Muller Associates, Inc. City of Prior lake AUTOCAD by AUTODESK: A PC based computer aided drafting system by Autodesk, Inc. This is RCM's primary cad system. All of our offices have multiple installed licenses running on Pentium based PC's. SOFTDESK's AdCADD CIVIUSURVEY/GIS (DCA): This PC based design software is used in conjunction with AUTODESK AutoCAD. It is an integrated civil design package that allows the user to develop graphics from input from total station data and other methods. Modules that are used in house are COGO, Data Input and Reduction, Design, Advanced Design, DTM (Digital Terrain Modeling, Earthworks, Survey, and CAD Overlay GSX. CIVIL DESIGN: A mini-computer aided design and drafting system for every phase of a civil engineering project from surveying (total station survey data) to final design and quantity computations. The system's capabilities include topographic mapping, earthwork, combined coordinate geometry, roadway design, utility systems design, hydrology, hydraulics, and project quantity take-off assistance for cost estimating and unit price item definition. CYBERNET by HAYSTEAD METHODS: This is an extremely powerful AutoCad add-in program for the design and analysis of pressure flow pipe distribution systems. CYBERNET allows the user to construct a graphical representation of a pipe network from scratch, or convert an existing CAD drawing into graphical modeling data. With CYBERNET, your drawing is your data. The pressure network is solved using the built-in numerical modeling engine which features the new and advanced KYPIPE2 computational algorithms. Output options include reports, color coded network mapping, contouring, and profile/graph generation. Rieke Carroll Muller Associates, Inc. City of Prior lake Previous Experience HYDROLOGY TOOLS by Softdesk: This PC based design software is used in conjunction with AUTODESK AutoCad. The program offers powerful design tools for residential and commercial site design, subdivision, and site improvement projects. Comprehensive flow calculators handle sizing of channels, orifices, pipes, culverts and weirs. HEC-1: Hydrologic modeling package by the U.S. Army Corps of Engineers, Hydrologic Engineering Center (HEC). HEC-2: Hydraulic model for determining flood water elevations on rivers and streams. Developed by the HEC. TR-20: Hydrologic modeling package by the U.S. Department of Agriculture, Soil Conservation Services (SCS). TR-55: Hydrologic methodology and simplified modeling procedure. Developed by SCS. SWAMP: Hydrologic modeling system for interconnected reservoirs. Developed by SCS. PONDNET: Urban Storm Water Quality Model for predicting phosphorous removal in detention ponds. RCM provided planning, design, bidding and con- struction administration services for approximately $650,000 of CSAH, CR and utility improvements in the City of Silver Lake. CSAH 16/CR 92 Improvements McLeod County Silver Lake, Minnesota Part of the improvements included sanitary sewer and watermain service to a developed portion of the City of Silver Lake that was previously outside of the city limits. This developed area was discharging sewage directly into Silver Lake. The $1,600,000 project encom- passed a nine block area in the heart of the City's busi- ness district and seven blocks of storm sewer im- provements in surrounding residential areas. Downtown Improvement Project Glencoe, Minnesota - Proper communication, scheduling and coordina- tion were needed for the success of this project. Public hearings and meetings with city staff, busi- ness owners, and residents were held to discuss concerns and lessen impacts on businesses and homeowners. RCM was responsible for design of underground utilities and worked closely with the City Council, staff and residents to design the $1,500,000 project. The sanitary sewer line was made larger and deeper to eliminate sewer backups and provide service to future development areas. Watermain pipes were increased to provide a trunk water supply system. Storm sewer lines were made larger to address flooding problems along TH 13 and also in lateral lines which extend into the City. Special efforts were needed to continue sewer and water service to residents during construction and to address access across TH 13. As a result of new sanitary sewer construction, the City has reduced III flows to the wastewater treatment by 150,000 gallons per major rain event. Our experienced engineering and surveying staff can assist the City in water, sanitary sewer, storm sewer, storm water ponds, streets, parks, trails and other municipal improvement projects. Our staff includes registered professional engineers, registered land surveyors, and certified technicians to serve the City. We have trained people who understand their role in the process of planning, design and construction of municipal projects. Transporting people from home to work, and goods from manufacturer to consumer requires safe, durable and well-designed municipal streets, county roads, state highways, bridges, and airports. RCM has engineered such transportation systems in communities ranging in size from 200 to over 50,000 residents. RCM's experience and capability includes the planning and design of multi-span highway bridges, retaining walls, signalization, parking facilities, bike paths, intersection geometries, signage, and airport runways. Municipal State Aid (MSA), County State Aid Highway (CSAH), Federal Aid Urban (FAU) street projects, county roads, and trunk highways are a significant portion of the design service that we provide. Our engineers and technicians have the experience to plan and design quality yet economical transportation systems. To be successful, RCM and the City need to work together as a team. We also realize that other public agencies, developers, and contractors also need to work together as a team to allow the City to be successful. The RCM team is headed by the Project Manager who is responsible for overseeing the work of the team and providing an interface between the City of Prior Lake and the team from project conception to completion. City of Prior Lake The two projects will require a considerable amount of field survey work. RCM's survey crew would use its Geodimeter Total Station to cross section and topo the two sites. The information would then be downloaded into the computer for processing and layout for AutoCAD. All plans would be prepared using AutoCAD Version 13 in Windows 95. The specifications and proposal form would be prepared using Corel WordPerfect 7 for Windows 95, and sent to the City in Word 6.0 with Windows 95 format. RCM will prepare cost estimates of prior to the bid opening. Then, atter the bid opening, RCM will prepare the bid tabulation and assist the City in evaluating the bids. At the completion of project design and approval of plans, RCM will provide the City a computer disk of all the data and AutoCAD drawings on the City's format. r- Both projects will require the acquisition of additional right-of-way or easements to allow the improvements to be constructed. Our level of compensation includes preparing easement or right-of-way descriptions for the parcels to be acquired. We have also identified 8 hours of RCM staff time toward negotiations to acquire the easements or right-of-way. We feel that some of the property owners will ask for money from the City in exchange for the easementlright-of-way rights. Therefore, the City's staff should be involved in the negotiations. RCM's fees do not include any costs to conduct appraisals of property to be acquired. RCM's philosophy is to provide professional service at an economical price. We will do our best to satisfy the City to help build a lasting relationship. We feel that our familiarity with both projects will give us an advantage of being able to work efficiently and effectively. The TH 19 and TH 93 project is a $1.9M improvement involving a Cooperative Construction Agreement between the City and MnDOT. He also has responsibilities in providing assistance in the design, layout, construction staking, and RPR of municipal infrastructure improvements. As a surveyor/technician, his recent projects have included subdivision design and platting in the cities of Norwood, Glencoe, Plato, Lester Prairie, Winsted, Hutchinson, Heid~lberg and Elysian. As an engineering technician!draftsman, survey crew chief and resident project representative, he has participated in the drafting, design, construction, staking, and inspection of storm sewer improvements, sanitary sewer systems, watennain extensions and street improvements in the cities of Gaylord, Glencoe, Henderson, Norwood, Lester Prairie, Winsted, Winthrop, Stewart, Plato, Gibbon, and Silver Lake. Mr. Stearns' early experience as survey instrument man and survey crew chief was gained with construction of the Mankato and Waseca municipal airports, various street improvement projects, and mobile home parks in Mankato and Lake Crystal. Experience/Qualifications: Mr. Goetzman is on the professional staff of RCM/Gaylord serving as a Project Engineer responsible for work on projects from the initial planning stage through construction. Since joining RCM, Mr. Goetzman has been involved with the preparation of feasibility studies and the design of public works projects including sanitary sewers, watermains, and storm sewers. He has performed hydrology studies and HydroCAD storm water modeling/analysis for design of storm sewer systems, culvert crossings, and agricultural drainage projects. Mr. Goetzman is familiar with the requirements of the MnDOT Office of State Aid and MnDOT technical procedures, MPCA guidelines for storm water management, Watershed Management Organizational Rules and Objectives, the Minnesota Wetland Conservation Act (WCA) rules and wetland banking procedures, and Minnesota Department of Natural Resources (DNR) permitting procedures. He has designed and managed construction projects involving these and other local, State and federal agencies. Prior to joining RCM, Mr. Goetzman was employed by the Renville County Highway Department., where, he served as Assistant County Engineer/County Ditch Inspector. He assisted the County Highway Engineer in the management of the County's roads and County State Aid Highways, as well as approximately 110 County and Joint ditch systems. He was hired by the Renville County Board of Commissioners as the third member of Hwnan Resource Team in December, 1995, to assist with policy development and coordination of Renville County's hwnan resources activities. PINSKE, DRAf4"l'/DESIGN Experience/Qualifications: Mr. Pinske has been on the design and construction services staff of RCM/Gaylord since 1967 as a land surveyor party chief, design technician, and Resident Project Representative. His responsibilities primarily are providing assistance in the design, layout, and RPR of municipal infrastructure improvements. His design and administrative responsibilities have included numerous municipal engineering projects such as street improvements, county state aid highway projects, sanitary and storm sewer systems, watermain installations, elevated water storage tanks, wastewater pumping stations and wastewater stabilization ponds. Representative Projects Include: . Cooperative project with Mankato MnDOT on T.H. #13 through Montgomery. Provided assistance with design, plans, and served as Resident Project Representative on $1.5M worth of work to replace sanitary sewer, watermain, service lines, and storm sewer. Special efforts were required to provide utility service and street access to residents during construction. . Project design and Resident Project Representative for wastewater pumping station projects in the communities of Gaylord, Glencoe, Echo, Hamburg, New Auburn, Winsted, and Winthrop. . Assisted with engineering design and plans for cooperative projects with MnDOT on trunk highways which are routed through municipalities. The $3.5M project included construction of an 81 acre wastewater pond treatment facility utilizing insitsu clay material as a pond liner, and two pumping stations with 3 miles of forcemain piping.
