The purpose of this report is to detennine the feasibility of upgrading the existing gravel surface
portion of Mushtown Road to a bituminous surfaced roadway.
This project is necessary to provide an extension of the existing paved surface to the Woodridge
Estates development. A meeting with the Developer and City staff was held, and it was
determined that the Developer will contribute a minimum of $50,000 or 50%, whichever is
higher, of the project cost for the portion adjacent to the plat of Woodridge 3rd Addition.
Soil borings were taken by Allied Test Drilling Company for the Developer. The soils report
indicated that lean clay and sandy lean clay materials are present below the existing Class 5
aggregate base. An estimated R-value of 12 was determined and a 9-ton pavement design
recommended providing a minimum of 16 for the Granular Equivalent (GE), which consisted of
7.5 inches of Class 5 aggregate base and 4 inches of bituminous. Although a soils investigation
was performed, the moisture contents were not determined. Without the moisture content of the
soil, it is not possible to ensure that the existing soil will be stable for the placement of the
~(;gate base; therefore, we A~~mmend that additional soils work be preformed during the final
design.
The developers engineer for the Woodridge Estates development, Hansen Thorp Pellinen Olson,
Inc., y~vvided a }I~~liminary survey of the road alignment with cross sections at 200 foot intervals.
This was used to determine proposed rural and urban road designs.

Mushtown Road has a 24-foot wide bituminous surface from Panama Avenue (CSAH 23) south
1,250 feet to al!l!~vximately the south plat line of Maple Acres, and a 3Q-foot wide gravel surface
from the bituminous terminus, approximately 2,300 feet south to the City limit line. The gravel
road continues south to serve the Township. The locations of the proposed improvements are
shown by Exhibit 1. Currently, Mushtown Road has shallow ditches and isolated wetlands
adjacent to the road. During the spring, the road becomes soft and unstable due to frost action.
There are at least three wetlands adjacent to the road that are shown on the National Wetlands
Inventory map, and one man-made pond. Stormwater runoff is currently conveyed by ditches
overland to the wetlands adjacent to the road.
PROPOSED IMPRO\' ~S
It is proposed that Mushtown Road be upgraded to a bituminous surface with a width
approximately the same as what exists, and designed for 30 mph. A traffic count was done by
the City in August 1995, and an ADT (average daily traffic) of 554 resulted. Mushtown Road
is not expected to have a significant increase in traffic volume, since the City limit/Township line
is at the end of the proposed improvements. Future development of the area outside the City
limits is not planned at this time, except that there is a potential to annex the nine acres directly
across the road from Woodridge Estates 3rd Addition to the southwest. In anticipation of future
development, sanitary sewer at Toronto Avenue and wa~uuain at Toronto Avenue and Ridgewood

Court will be stubbed out under Mushtown Road by the Developer from Woodridge Estates 3rd
Addition.
Two options were explv~~ for the street section-a rural section with ditches, and an urban section
with concrete curb and gutter. The urban section would require less disruption to adjacent
Pro~4 Lf since ditches would not have to be constructed. The urban design would provide the best
uy}lOrtunity to preserve any desired trees along the development side of the road and would create
a street consistant with City development. Both options would be designed to a 9-ton pavement
strength based on the existing traffic volume and MnDOT design standards. The street section
will include a 12" granular borrow layer, 6" of ~c.gate base, 2.5" of bituminous base, and 1.5"
of bituminous wear. The granular borrow will improve the sub grade drainage conditions, and
could be eliminated during design if the additional soils investigation shows that the granular
bouvN is not required. The existing Class 5 aggregate base may be salvageable for re-use on the
project if not too contaminated from spring frost heaving. The street width will remain the same
in order to minimize wetland disruption. The typical street sections for both options are shown
by Exhibit 2.
The developer indicated he has access to P4Vperty adjacent to the project site which can be utilized
as a disposal area for any excess excavated material. This will help to keep the cost down for the
earthwork construction item. The developer will provide a letter from the adjacent property
owner confirming this agreement.
Storm drainage improvements for a rural section will include culverts under existing driveways
and under the proposed streets to Woodridge Estates 3rd Addition. If the urban section is
constructed, storm sewer will be installed to convey runoff to the existing wetlands and the man-
made pond. The storm sewer could alternately bypass Wetland No.3 and be routed to the City
Park pond via storm sewer pipes within Woodridge &tates 3rd Addition. An outlet from Wetland
No. 3 to the storm sewer within the development is not feasible. The proposed storm sewer
improvements for either option will include an outlet to the existing pond for high water that will
be trapped within Wetland No.2 on the east side of the road. The proposed storm sewer
improvements are shown by Exhibits 3 and 4. A permit from the Prior Lake/Spring Lake
Watershed District will be required for the storm sewer improvements. If any filling of the
wetlands are done, permits from the Minnesota Department of Natural Resources and the U.S.
Corps of Engineers will be required.
EASEMENTS
A review of Scott County records shows no defined right-of-way for Mushtown Road except
within platted areas adjacent to the road. The platted section adjacent to Woodridge Estates has
a 50-foot right-of-way, but the remaining area must be acquired. The City can claim prescriptive
rights since the road has been maintained by them; however, additional right-of-way will still be
required outside of the traveled surface. It is recommended that the City acquire a 66-foot wide
right-of-way over the entire length of the project. If an urban section was constructed, the
right-of-way requirements may be able to be reduced, since the ditches would not be required.

COST OF IMPRO~ ~vuNrS
The estimated costs for both Option 1, the urban section and Option 2, the rural section are
provided in Table 1 and Table 2 below. These costs include 6~Clding of the existing roadway
surface, placement of ag6~...gate base, bituminous surfacing, and storm sewer installation for
Option 1; and grading of the existing roadway surface, placement of ag6l.(.,gate base, bituminous
surfacing, ditch construction, and culvert placement for Option 2. These estimates include
$20,000 for purchase of easements outside the prescriptive rights if they need to be purchased.
If land owners will give the needed right-of-way, the project costs could be reduced. The
estimated costs include 30 % for overhead and a 5 % contingency.

It is proposed to finance the proposed improvements with both City funds and assessments to the
adjacent i"J.v~rties. The J:lJ.uject will not be assessed to properties within Spring Lake Township.
The proposed improvements have been discussed with the Developer of Woodridge Estates 3rd
Addition. It is proposed to assess the plat for 50 % of the improvement costs which correspond
to the frontage adjacent to Mushtown Road. The Developer's assessment will be $85,177 for the
urban section and $63,786 for the rural section.

CONCLUSION
The total estimated cost of the proposed improvements is $303,290 for Option 1, the urban
section, and $231,660 for Option 2, the rural section. The project cost is proposed to be assessed
to the benefitting property owners and paid for with City funds. The project is feasible from an
engineering standpoint, and will benefit the properties proposed to be assessed.

Dear Mr. Wingard:
Thank you very much for offering us the opportunity to provide you with this estimate of
engineering services as may be required to prepare the Mushtown Road feasibility study.
MSA has conducted some preliminary research and a windshield survey. Our
understanding of the project is summarized below:

.At present, Mushtown Road is paved from the intersection with Scott County Road 23
south to the a~.lc;gate surfaced section which is to be improved. It is MSA I S understanding
that the improvement is to extend approximately 2,500 linear feet to the south past the
Wood ridge Estates, Third Addition. Further, it is our understanding that the existing paved
section of Mushtown Road is to remain as-is.
The 2,500 linear foot section of Mushtown Road that is to be improved is currently an
aggregate-surfaced, rural section roadway approximately 24 feet wide. Follo\ving
improvement, the improved section will be an urban section with curb and gutter, storm
sewer and bituminous pavement. Although the curb opening width is yet to be detennined,
~fSA anticipates a curb opening width compatible with a collector street.

~lSA will meet with City staff to discuss the Mushtown Road project and further retl~le the
scope of the project as outlined above. MSA will obtain and review the preliminary
surveying information. ~lSA will also review the soil borings that have been taken .tvlSA
will conduct additional field surveys for preliminary design purposes as necessary.

Following review of the soil borings and preliminary field surveys, MSA will complete
preliminary design of the street improvements, as well as required storm sewc:.r. The
preliminary designs will then be used to prepare cost estimates for the projxt. MSA
understands that the City of Prior Lake wishes to have cost estimates that are accurate to
:t: 10% of the actual final project costs.
Following completion of the preliminary cost estimate, ~fSA will prepare a detailed draft
final report. The draft fmal report will be submitted to City staff for review. Following
a review meeting with City staff, comments received will be incorporated into the draft
report) and a final feasibility report will be issued. The final feasihility report will be
complete with cost estimates, exhibits, and sketches.
~{SA will present the feasibility study report to the City Council and at public hearing(s).
Presentation graphics will be prepared for the presentations.

It is MSA' s understanding that City staff will research property records and take the lead
in preparing preliminary assessment roles. MSA will assist City staff in this effort by
providing construction and engineering cost estimates.

MSA anticipates that record drawings are available for the existing paved portion of
Mushtown Road. The record drawings will be used to minimize the field surveying
necessary for preliminary design.
It is anticipated that little record drawing information will be avai1able for the aggregate-
surfaced portion of Mushtown Road.
SOil Rnrings
~ISA has obtained the logs of auger borings that have been taken. However, there is no
geotechnical interpretation of the soil borings. Our proposal includes a $500 allowance for
geotechnical interpretation of the auger borings. Geotechnical interpretation will be billed
at ~1SA' s cost with no mark-up.

MSA anticipates that only prescriptive rights exist for Mushtown Road and not dedicated
right-or-way or roadway easement. Prescriptive rights are limited to only the existing
traveled surface. Therefore, additional right-of-way will be rr.quired. In addition,
easements for storm sewer may be required. We have included 8 hours of land surveyor
time to research the existing right-of-way and to define additional rlght-of..way/easement
needs.

MSA anticipates that the City of Prior Lake will undertake the development of the 429
notices, mailings, and public hearing notices.
