Notice is hereby given that the City Council of the City of Prior Lake, Minnesota will meet in
the Council Chambers at Fire Station No.1, 16776 Fish Point Road, on Monday, the 3rd of
November, 1997 at 7:30 P.M. to consider, and possibly adopt, the proposed assessment of the
installation of grading, storm sewer, aggregate base, concrete curb and gutter, bituminous
surfacing, sanitary sewer, watermain, and appurtenant work for the improvement of the following
streets:
MUSHTOWN ROAD
The area proposed to be assessed is every lot, piece, and parcel benefiting from said
improvement, whether abutting or not, within the following described areas:
Part of the Northwest 1/4 of Section 11, Township 114 north, Range 22 west, Scott
County, Minnesota.
Specific property descriptions included in the above described area, but not inclusive, are
as follows:
Lot 1, Block 2, Windstar Addition
W oodridge Estates 3rd Addition
PIKE LAKE TJ<AIL
The area proposed to be assessed is every lot, piece, and parcel benefiting from said
improvement, whether abutting or not, within the following described areas:
Part of the North half of Northeast 1/4 of Section 26, Township 115 north, Range 22
west, Scott County, Minnesota.

The Council proposes to proceed under the authority granted by Chapter 429 M.S.A.
The proposed assessment roll is on file for public inspection in the City Manager's office and any
written or oral objections will be considered at the public hearing. No appeal may be taken as to
the amount of any assessment upJess a signed, \vritten objection is filed with the City' tvfanager
prior to the hearing or presented to the presiding officer at the hearing. An appeal to district
court may be made by serving notice upon the Mayor or City Manager within 30 days after
adoption of the assessment roll and filing such notice with district court within 10 days after
service upon the Mayor or City Manager. The City also has adopted a deferred assessment
ordinance whereby the City Council may defer the payment of special assessments for those
individuals who are permanently disabled or have attained the age of 65 or older. Guideline

NATURE OF IMPROVEMENT: As described in previously enclosed Public Hearing notice
AREA TO BE ASSESSED: As described in previously enclosed Public Hearing notice.
TOTAL AMOUNT OF ASSESSMENT ROLL: $95,302.00
You may pay the total amount of your Statement of Special Assessments within 30 days after the assessment
hearing without interest. Partial prepayments of assessments will also be accepted, but only within the 30 days
following the hearing date. Otherwise the total amount will be certified to the Scott county Auditor at Shakopee and
an annual installment will appear on your tax statement. All prepayments must be submitted to the Finance Office
of the City. The City also has adopted a deferred assessment ordinance whereby the City Council may defer the
payment of special assessment for those individuals who are permanently disabled or have attained the age of 65 or
older. Guideline criteria and applications are available at City Hall. Application must be made within 30 days
following the adoption of the assessment roll by the City Council.

This letter is to notify you that your property is proposed to be assessed for the improvements of
Mushtown Road. Please find enclosed an Assessment Hearing Notice for Public Improvement
Project #95-07. This notice will be published in the October 18 and October 25, 1997 Prior Lake
American and describes the notice of improvements and the area to be assessed.
The Assessment Hearing is scheduled to be held on November 3, 1997. To provide 14 days
notice on the assessments to the property owners, we have prepared the assessments based on the
actual bid amount received for this project. The proposed front footage rate of $67.50 for the
street has been established.

Mushtown Road - Project 95-07

This letter is to notify you that your property IS proposed to be assessed for the
improvements of Mushtowm Road.
Per the enclosed notice the Public Hearing for Public Improvement Project #95-07 -
Mushtown Road, is scheduled to be held on Monday, April 7, 1997 at 7:45 p.m.
All persons desiring to be heard with reference to the proposed improvements will be
heard at this meeting. Written or oral comments will be considered. Please note that this
hearing is not the Assessment Hearing. This meeting is to consider the improvement
project. A separate assessment hearing will be held after the bids are received which will
occur in late June or early July, 1997, and all pertinent assessments information will be
mailed to each affected property owner prior to the assessment hearing.
We would like to meet with you to provide a better understanding of the proposed
improvements prior to the Public Hearing, give the property owners a chance to look at
the plans, and answer any questions you might have on the proposed improvements.
