A feasibility report has been prepared for these projects and is enclosed. A Public Hearing on these projects is scheduled for April 7, 1997. At this meeting we will be asking the City Council to consider these projects and authorize the preparation of plans and specifications and engineering services. Scone of Services The project will be divided into two phases, Engineering Design, and Bidding. City records and information will be made available during all phases. During the Engineering Design phase, the proposer shall: 1. Perform all necessary preliminary surveying including but not limited to horizontal and vertical control, existing topography, cross sections, etc. 2. Prepare street and storm sewer construction plans and specifications. All plans shall be compatible with AutoCad version 13 in Widows 95. All specifications shall be compatible the Word 6.0 with Windows 95. 3. Prepare construction cost estimates based upon completed plans. 4. Provide a floppy disk (3 1/2") of all data and AutoCad drawings. During the bidding phase the proposer shall: 1. Prepare bid documents for public bidding process. 2. Submit and obtain approval of the plans and specifications from all required agencies. 3. Prepare the advertisement of bids, duplication and distribution of plans and specifications to bidders and respond to bidder inquiries. Attend the bid opening. All costs will be borne by the proposer. 4. Receive, analyze, and tabulate bids and make recommendations to the City for award ofbid(s). 5. Ensure proper contract execution to include insurance, bonds, etc.. required by the contract specifications. Compensation - Compensation shall be classified into two categories. The following summarizes the comments received: A) Pike Lake Trail · Request from church for a set of the Plans. . . Sprinkling may be necessary in new church addition for sanctuary. Modify plans to provide 6" ductile watermain, not 2" copper. . Questions were ra;sed by church regarding their assessments for this project, answered by City staff. The church also requested consideration for credits relating to existing sanitary sewer. City staff reviewed policies on standard. rates for sewer charges. . We are submitting the following narrative and supporting information in response to your Request For Proposals (RFP). We believe that our experience in Prior Lake, and the investigation that we have made in regard to these particular projects, allow us to completely understand the work that will be entailed to successfully complete the projects in partnership with your staff. As directed in the RFP, we will organize our discussions and proposals in the format specified. A. Project Understanding We perceive these street segments to have much in common with others we have done in Prior Lake and other settings. They are both existing rural sections that we will be converting to improved urban sections. Both segments will include provisions for mixed modal uses, with sidewalks and bituminous trails. While the design should be fairly straightforward, no two projects are exactly alike, and both of these segments present some challenges unique to their settings. Both will involve coordinating street work with pipe work. In addition to the storm sewer that will be constructed with the streets, sanitary sewer will be extended to Embassy Circle by others on the Pike Lake Trail segment. This means that we will need to not only coordinate the construction scheduling on this work, but also make sure that adequate provisions are made by those others for acquiring proper trench density and exact locations of the constructed facilities. This will be particularly important here since our contract will also be for extending watermain along the same corridor. The utility issues on Mushtown Road are much less significant, but there will still be a need for coordinating with adjacent developers and the Township representatives. We will want to make sure we fully understand the right-of-way that the Township presently has. If additional action is necessary on right-of-way, this will really put our schedule at risk. 9OO/252-2602.mar An Equal Opportunity Employer Mr. Greg Ilkka March 27, 1997 Page Two The N ationallnventory shows wetlands in the area of Mushtown Road. Although we do not necessarily see their presence as a major stumbling block to implementing the project, we believe that early on in the process we need to delineate them and to do enough detail design to quantify any encroachments. It seems unlikely at this point that major mitigation will be necessary, but we need to lay that issue to rest very soon in the process and to get any permit applications submitted as soon as possible. Processing time on the permit applications poses a threat to the very aggressive schedule that we are working toward. It is conceivable that we will be working with several agencies in this regard, including the Minnesota Pollution Control Agency, the Minnesota Depalllllent of Natural Resources, the Prior Lake/Spring Lake Watershed District, and the U.S. Corps of Engineers. The wetlands in the vicinity also raise our concerns slightly about soils in the area. We are very pleased that the feasibility report recognizes this possibility by including an allowance for subcutting and for the possible usage of lateral drain tile. Design on the Pike Lake Trail segment will need to be very senSItIve to minimizing slope and vegetation disruption. Fortunately, the report recognizes the need for retaining walls. We will also need to define how we will handle the slopes in more detail, early on in the process, to identify possible needs for additional right-of-way. If additional right-of-way is needed, this also puts our aggressive schedule at risk. Since both segments are existing traveled roadways, maintenance of traffic will be a concern. We will need to devise appropriate temporary measures for keeping local access in place to the maximum extent possible and practical. This will be particularly of concern on Pike Lake Trail since the ongoing work on CSAH 21 and CSAH 42 will influence travel patterns in the area. We will need to coordinate very closely with the Scott County Highway Department in this regard. Aside from these special considerations, we will need to implement the preparation of the plans and specifications following City standards . We are very familiar with City standards and procedures, so we are confident that we can complete the design and bidding process very successfully for the City. MSA will provide the plans and specifications in compatible formats. B. Organization Pursuant to our conversation of yesterday, we will not clutter this submittal with a long discussion of our experience. As you know, I am the designated principal- in-charge for Prior Lake and will have an active role in the work. Tom Kaldunski will be our project manager . The Statement of Qualifications that we recently submitted discusses our experience in some detail. We would be happy to supplement that information if you feel it is necessary. c. Detailed Work Plan We have attached a detailed listing of the various work tasks that we see in the project and the hours that we estimate it will take us to complete them. This is the same list that we used on the Fish Point Road submittal. It provides a lot of detail as to the steps which we think are critical to any project, including this one. In general, our approach is to foster good communication throughout the process. We appoint one person to be our primary contact for a client. That person is responsible for making it easy for the client to get the information they need. Sometimes that means getting information themselves, or it involves facilitating direct contact with other MSA staff members. There are always back- up personnel familiar with Prior Lake. The primary contact person needs to make sure that the best arrangements are made for keeping the information flow successful. I am the primary contact person for Prior Lake on all projects. MSA has become very adept at communications with affected residents during design and construction phases of the projects. We envision our role here as assisting the City staff in supplemental meetings with land owners, since the preliminary hearing process will be complete when we become involved with the work. We have communication specialists who work with our engineers on these kinds of effort. We have previously discussed several design issues under Section A. We will give careful attention to these design issues. We have recently implemented a strengthened QA/QC process. That process involves coordination with City staff at appropriate intervals throughout the design process. It also provides for internal quality initiatives involving peer review engineers and construction inspectors for constructablility reviews. Dave Thompson will be valuable here because of his familiarity with the City and its standards. Because of the potential wetlands issues, we expect that Dave Nyberg, our water resources engineer, will also be heavily involved. Tom Kaldunski has served as the LGU representative in Farmington and he will assist with wetland issues. We believe we have all of the necessary disciplines in-house necessary to do the work. We do not envision the need to partner with any outside companies. Assuming there are not any unforeseen factors which delay the construction bid solicitation process, we envision that we will be bidding the work in a time of 900/252-2602. mar Mr. Greg Ilkka March 27, 1997 Page Four year that is not always conducive to competitive bidding. Because of that, we foresee that we may need to make special efforts to attract the interest of qualified construction contractors . We will also need to make sure we do a good job of bidder question follow-up. We may need to "sell" this job a little. Additionally, we will need to carefully scrutinize the bids that are submitted to make sure the bidders are qualified and can do our work, and that the prices bid are the best we can get. MSA has the necessary experience to ensure proper contract administration. D. Schedule The feasibility report lays out the general schedule requirements. We will work within them to the greatest extent possible. Although the schedule is very tight, we can complete the plans and specifications by the June target date. The concern will be that unforeseen right-of-way or permitting issues delay the construction bid target date. We have attached a more detailed Gantt Chart to further clarify our intent. E. Compensation The attached spreadsheet sets forth the time estimates that we have made for the various work tasks along with the hourly rates used to establish them. We think that those estimates are aggressive. In summary we propose to complete the Design Phase for a total cost to the City not to exceed $26,400. We propose to complete the Bidding Phase for a total cost to the City not to exceed $4,000. This figure does not include permit and advertising fees which we would pass through to the City at no mark-up. It does, however, include all costs for plans and specs reproduction and distribution. Brink Land will be responsible to pay a minimum of $50,000.00 dollars or 1/2 of the cost of the improvement, whichever is greater if the City takes over the Mushtown Road project. We are requesting that we are allowed to construct the final plat of Woodridge Estates Third Addition this year without construction of Mushtown Road and barricade the two ends which connect to Mushtown Road until the City completes the road. Brink Land Company also requests that the City of Prior Lake improve Mushtown Road and that the project be incorporated into the 1996 CIP. Brink Land Conlpany would provide a Letter of Credit for it's share of the cost for improvement of Mushtown Road, ($50,000.00 or 1/2 of the cost, whichever is greater).
