On October 28, 1993, Staff conducted a meeting concerning sanitary sewer, watermain, and
street improvements to Pike Lake Trail. The following people were in attendance at the
meeting:
Robert Novak and Jack Hunter; Holy Cross Lutheran Church, Kelly Murray and Herb
Wensmann; Wensmann Homes, Wayne Fleck; Gold Nugget Development, Paul Cherne;
Pioneer Engineering, Jim Boerhave; Maple Hill Homes, Tim Erkkila; Westwood
Professional Services, Horst Graser; Director of Planning, Gina Mitchell; Planning
Intern, Larry J. Anderson; Director of Public Works, and Ralph Teschner; Director of
Finance representing the City of Prior Lake.
Horst Graser, Director of Planning, made a basic presentation outlining the improvements
necessary to provide sanitary water and sewer and street access to the Wensmann plat and Knob
Hill plat. Those improvements included the extension of sanitary sewer to the south from the
south property line of Holy Cross Lutheran Church to the Knob Hill plat and the extension of
watermain from the south boundary of the Knob Hill plat along Prior Lake northerly to the south
plat line of the Wensmann plat and continuing north to CSAH 42.
After a discussion with all representatives, the developers of Wensmann Homes, and Gold
Nugget Development (Knob Hill) concluded that the two developers would pay for the total
costs of the improvements of sanitary sewer, watermain, and street from plat line to plat line of
each of their developments. The City of Prior Lake will review and determine the width of the
street needed for Pike Lake Trail and whether sidewalk and bikeway is necessary along Pike
Lake Trail and what size watermain is necessary to provide capacity for Wensmann Homes.
Larry Anderson, Director of Public Works, indicated that the extension of the water line from the
lake up to Wensmann Hill may not be adequate and a trunk watermain may be necessary to be
extended westerly from Ferndale Avenue. The City of Prior Lake will address what size and
what is necessary for water service to provide service to the plat The determination of capacity
will be based on 3 1/2 units per acre for the forty acre parcel and 3.5 people per unit for domestic
and fire flow purposes. Jim Boerhave representing the Maple Hill plat that they were interested
in sanitary sewer only and not the extension of watermain and streets. Larry Anderson and
Ralph Teschner both stated that it is City policy that if improvements are to be made, all the
improvements of sewer, water and street will be made at one time and not just sewer only. Mr.

Boerhave plans on pursuing the sewer extension only and will request the Council considering
sewer only and that will be determined at a later date.
Jim Erkkila, from the Westwood Professional Services, will detc,11uine if a street can be extended

regular wood fiber blanket with a net backing conforming with MNDOT Specification 3885 be

Dear Mr. Loney:
There are three discharge points for sanitary sewer within the study area. The area was
evaluated to determine the service area boundary of each outlet point. The peak flow rate for
each outlet was calculated based upon 2.1 residential equivalent connection per gross acre at 275
gpd/REC with a peaking factor of 4.0. The service area boundaries and flow rates are shown
on the attached figure.
The Carriage Hills Parkway outlet to County Road 21 of an 8" at 0.40% at invert 884.34 is
adequate for the planned service area.
Two connections to the MWCC sanitary sewer that cross 140th Street are planned. The
connection 1,400' west of Pike Lake Road would be an 8" extended at minimum slope from just
above the flow line of the MWCC facility (834.5 8" invert). The Pike Lake Road connection
would be an 8" line with a drop manhole up to about elevation 838 crossing 140th Street.
The projected peak outflow rates are sufficiently less than the capacity of 8" main at 0.4% (350
gpm) so that the analysis is not particularly sensitive to minor changes in tributary area as
development proceeds.

adjacent to the above referenced location.

to a tour lane divided roadway within the next tew years. This roadway will
require a 75 toot halt right-ot-way dedication trom the section line.

Dear Ms. Maiers-Atakpu:
This letter is in response to ~our meeting with Gary Staber,
Building Official for the c~ty of Prior Lake, on the proposed
building of the above church and location. Previously, a letter
dated December 15, 1992 was sent to you by Director of Public
Works, Larry Anderson in regards to the estimated assessments on
the project. At the time of building permit issuance, the
charges/assessments for sanitary sewer, street collector, and
storm water management would be approximately $72,000.00 and
payable at this time. Upon receipt of the assessment/charge
monies, the City will commence with the design and construction
of the Pike Lake sanitary sewer extension to serve the site. In
a conversation with the City's Finance Director, Ralph Teschner,
the City of Prior Lake would consider placing the sanitary sewer
trunk and lateral charges of approximately $17,000.00 over a 5
year recovery period at 8% interest. All other charges would be
payable at the time of building permit issuance.
The City has entered into an agreement for consulting engineering
services with Maier stewart & Associates, Inc. They included in
their proposal a design cost of $3,040.00 for the Pike Lake
sanitary sewer extension project. All other charges would be
payable at the time of building permit issuance. The City
Council has not authorized the City'S consultant to proceed with
the design, and approval by the Council is required. After
approval by the Council, the project design can commence.
It would be best to start the design process as soon as possible.
Reasons being are that permits need to be obtained from Scott
County Highway Department and the MWCC. Also the public building
process requires a thirty day advertisement period for bids. To

meet your September 1, 1993 building completion timeline, it is
imperative that the sanitary sewer extension project be
authorized by Council no later than the June 7, 1993 Council
Meeting.
I have also talked with you in regards to the City's requirements
on a site construction plan. I would advise you to meet with
Joel Rutherford, Water Resources Coordinator, to discuss the
requirements.

This letter is to inform you that Holy Cross Lutheran Church plans to con-
struct our First Phase Church on a parcel of property located at the south-
east quadrant of Pike Lake Trail and CSAH 42.
In a letter to our architect on December 15, 1992 you indicated that a san-
itary sewer would be extended south of the proposed CSAH 42 right-of-way
line to serve our building.
The purpose of this letter is to formally request sanitary service for our
building which should be completed in August of 1993.

As requested, a site investigation was completed by the Scott
SWCD on the Holy Cross Lutheran Church property located in the NW
1/4, NW 1/4, SE 1/4, section 26, City of Prior Lake.
Enclosed is an aerial photo showing the location of the area
reviewed. A soil map is attached with the parcel boundary
outlined in red.
There are no wetlands within the project area which meet the
definition of a wetland according to the 1989 Federal Manual for
Identifvina and Delineatina Jurisdictional Wetlands. It is
important to note that there are two culverts which discharge
water under County Road #42. These culverts provide a discharge
point for the land draining from the south and east. Arrangements
should be made to allow for the continued proper functioning of
these outlets.
The enclosed information is on record at the Scott Soil and Water
Conservation District Office in Jordan. You
