A RESOLUTION ESTABLISHING POLICIES TO DIRECT
THE TRAFFIC SAFETY COMMITTEE

WHEREAS, the City of Prior Lake is experiencing rapid urbanization which affects the City's
transportation system; and
WHEREAS, the Prior Lake City Council places a high priority on transportation and related safety
issues; and
WHEREAS, in an effort to establish a consistent process to review traffic safety requests, the City
Council has established a Traffic Safety Committee; and
WHEREAS, the Traffic Safety Committee has requested that the City Council consider policies which
will help direct the deliberations of the Traffic Safety Committee.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that:
1. The recitals set forth above are incorporated herein.
2. The "General Procedures Flow Chart" identified as Exhibit I to this resolution sets forth the general
process to be followed by the Traffic Safety Committee in considering Traffic Safety requests.
3. Off-Street Parkinq - The primary objective of the Traffic Safety Committee is to encourage to the
extent reasonably possible, off-street rather than on-street parking. Only when a petitioner has
demonstrated reasonable efforts to solve parking problems off-street, will the Committee consider
on-street parking requests.
4. Under State Statute, a fire road must be a minimum of 20 feet wide. Accordingly, this is considered
the minimum drive aisle required to allow public: safety access for residential roadways. Therefore,
the following general standards are established to achieve consistency in on-street parking for
various residential street widths:

5. The Committee may consider other factors affeicting residential on-street parking such as, but not
limited to, current and/or future average traffiic volume, general topography of the area, road
conditions including visual obstructions, vertical and horizontal road curves, number and location of
residential accesses, density of development of the neighborhood, and any other factors which the
Traffic Safety Committee deems appropriate in making their recommendations.
6. No parking requests for non-residential roadways shall be considered on a case-by-case basis.
