RE: Bluff impact assessment for - 4931 Beach Street, Prior Lake, Scott County, Minnesota
Dear Greg:
At your request, a site visit was conducted on May 17, 2000 to evaluate the. subject lake shore
property for the proposed garage addition to an existing single family residence. A building permit
survey, dated April 7, 2000 as prepared by Valley Surveying Co., P.A. was provided by you prior to
the investigation. The proposed construction will provide a 483 square foot addition to the existing
attached garage at the northwest comer of the residence. The elevation of the new construction is
approximately 28.5 feet above the level of the lake, indicated on the survey at 901.6.
Based upon information provided within the survey, the topographic feature "top of bluff', as defined
by city ordinance, varies from 917.4 to 923.3 as determined by spot elevations on the survey. Our
findings indicate that the proposed minimum setback for the proposed garage addition at 78 feet, is
within general compliance with the bluff impact zone requirements.
A hand auger probe conducted within the proposed construction area, indicated a stiff, sandy clay
loam, with increased granular at depth. We would anticipate that the proposed addition and any
appurtenant structures will lie in competent bearing soil having low erosion characteristics. Based
upon the data provided to us, and our visual observations, we were able to establish that the soil and
general topography is acceptable for the proposed construction and consistent with adjacent
residences.
It is our further opinion that the construction, including proposed retaining wall and landscaping
improvements will not compromise any slope by imposing loads or unstable conditions that may affect
the safety of structures or slopes. Also, the proposed site development has minimal affect on existing
drainage and will not obstruct, damage, or adversely effect existing sewer or drainage facilities, will
not adversely affect the qualities of storm water runoff, will not adversely affect downstream
properties, wetlands, or bodies of water or result in erosion or sedimentation.
Sensitive watershed areas require provision for erosion control, positive surface drainage and site
restoration in compliance with established engineering practices and city codes.
The aforementioned observations and opinions represent our recommendations for construction,
based upon current building plans provided by you the owner, and compliance with Prior Lake city
codes and zoning ordinances.
