DISCUSSION:
History In 2002, the City'Council authorized the use of up to $150,000
from Downtown TIP accounts to fund a fa~ade improvement program
in the Downtown area. An additional $100,000 was recently
authorized by the Council as the original $150,000 was nearly gone
and the program has sparked considerable storefront renovation in the
Downtown area. The Council has already approved grants for 6
properties in the Downtown and two applications are in hand. An
additional Downtown business has expressed strong interest in the
program as well.
To date, a total of $141,565 in grants have been authorized by the
Council. The balance remaining is $108,435.
Current Circumstances Mr. Casey has submitted plans and a
$21,000.00 cost estimate for the proposed fa9ade improvement. The
improvements consist of a new window on the north side of the
building and a stone wainscot on the north and east sides of the
building. The stone will match that being applied to the Ace Hardware
building adjacent to Viking Liquor and the two projects will be done
concurrently.
The Tactical Action Plan portion of the 2020 Vision contains an item
that says "Work with identified businesses to complete fa~ade
improvements". This application is in direct support of that element.
Issues The primary issue is whether the Council wishes to provide the
requested assistance which, in this case, will total $10,500. The second
issue deals with cost increases. As part of the procedural review
directed by the Council at the April 5th meeting, staff is suggesting that
increases in proj ect costs could be approved by staff up to a maximum
of a 20% increase or an additional $2,100.00. Of course, the $25,000

maximum per property could not be exceeded. Weare seeking Council
direction on this issue.
Staff believes the proposed improvements are consistent with the
Downtown design guidelines and previously approved projects.
Conclusion Staff has concluded this project meets the applicable
criteria and recommends approval of the requested funding levels.
The City Council has the following alternatives:
1. Approve the funding assistance as requested.
2. Approve a level of funding assistance different than the level
requested.
3. Deny the request for funding assistance.
4. Continue this case to a date certain.
Alternative 1. Motion to adopt attached resolution authorizing grant of
fac;ade improvement funds to John R. Casey in an amount not to
exceed $10,500.

RESOLUTION OF THE PRIOR LAKE CITY COUNCIL APPROVING FA<;ADE
IMPROVEMENT FUNDS FOR JOHN R. CASEY

SECOND BY:
WHEREAS: On June 17th, 2002, the City Council adopted resolution 02-99 establishing
a matching grant program to encourage Downtown building fayade improvements and
providing funds for the program, and
WHEREAS: The City Council has determined there is a need for a program of
incentives to encourage businesses in the Downtown area of the City to renovate building
facades, and
WHEREAS: The City Council has determined such a program is in the public interest
and serves a public purpose by encouraging the revitalization of the Down town
commercial area, and
WHEREAS: The City Council has adopted design guidelines for Downtown
development in the City's zoning ordinance, and
WHEREAS: Projects to be funded with the grant funds must be consistent with the
design guidelines, and
WHEREAS: John R. Casey has applied for a grant not to exceed $10,500 and has
submitted plans to the City for the improvements, and
WHEREAS: The City has reviewed the plans for the improvement and has found them
to be in compliance with the design guidelines in the City's zoning ordinance and
consistent with, and supportive of the applicable sections of the City's 2020 Vision and
Strategic Plan, and
WHEREAS: There are adequate funds available to fund the application.
THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PRIOR LAKE, MINNESOTA,
1. The recitals set forth above are incorporated herein.
2. The grant amount of up to $10,500 for John R. Casey is hereby approved for the
properties at 16290 Highway 13 SE.
3. The grant amount is to be paid in an amount up to 50% of demonstrated costs
related directly to fayade construction. In any case, the amount paid to the

applicant shall not exceed the amount listed in 2. above. The City shall reimburse
the applicant for actual costs incurred as demonstrated by paid invoices, cancelled
checks, lien wavers or such other evidence of payment of eligible costs as the City
in its sole discretion may require.
