Subject: REQUEST FOR ADDITIONAL INFORMATION regarding plumbing at Mary's on Main, Unit
110 -A, 16154 Main Avenue SE, Prior Lake, Scott County, Minnesota, Plan No. PLB1109-00115
We are NOT able to grant approval at this ti e of the plans and specifications submitted for the above -
designated project. The following comment(s) o tline the changes and/or additional information that must be
submitted so that we can further evaluate the pl s and specifications for compliance with the standards of this
department:
1. Provide revised plans that show that the sanitary branch serving the two shampoo sinks, the pedicure spa,
the clothes washer, and the hand sink is at least 2 -1/2 inches in size (see Minnesota Rules, part 4715.2310).
A maximum of six drainage fixture units can be served by a 2 -inch sanitary branch.
2. The island vent shown on the waste and vent riser diagram does not match the design shown on the Typical
Island Vent Detail. Provide revised plans that clarify the intended design. Construction of the island vent
must include (see Minnesota Rules, part 4715.2655):
a. Drainage fittings must be used for all portions of the vent located below the floor.
b. The island vent must rise to a peak as high as possible beneath the fixture enclosure before turning
downward and connecting to the horizontal drain downstream of the vertical fixture drain. The detail
shows a connection to the sanitary piping at the fixture, but the waste and vent riser diagram does not
show any connection to the sanitary piping.
3. Adjustable tailpiece sink systems must corhply with ASME Standard A112.19.12 -2006. The tailpiece must
be of rigid construction (see Minnesota Rules, part 4715.1390, subpart 3). Since the manufacturer's data
sheet for the shampoo sinks shows a corrugated, flexible drain pipe serving the adjustable sink, it cannot be
used. Provide revised plans showing a code compliant shampoo sink.
4. Pedicure spas must discharge by gravity to the sanitary sewer through a direct connection. If the pedicure
spa cannot be directly connected to the sanitary sewer or if the drain branch from the pedicure spa cannot be
trapped and individually vented in accordance with Minnesota Rules, part 4715.2620, subpart 4, then the
pedicure spa cannot be used. Provide revised plans that show a code compliant installation.
The manufacturer's data sheet indicates that the pedicure spa includes a drain pump.
Please submit the requested information promptly so we may complete our plan review. No construction related
to the above - referenced plans shall begin until approval is provided by our office. When submitting additional
information, please refer to Plan No. PLB 1109- 00115.

SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The review is based upon the supposition that the data on which the design is
based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility
for the design of structural features and the effic1ency of equipment must be taken by the project designer.
Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care
should be taken to insure that the material and installation of the plumbing system are in accordance with the
provisions of the Minnesota Plumbing Code. A copy of the approved plans, specifications, and this Report on
Plans must be retained at the project location for future reference.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at
the time of the roughing -in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code. A
manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the finished
plumbing inspection. It is the responsibility of the contractor /installer to notify the Minnesota Department of
Labor and Industry when an installation for a state contract job, Minnesota Department of Health licensed
healthcare facility, or project in an area where there is no local administrative authority is ready for an inspection

REQUIREMENT(S):
1. All plumbing shall be installed in accordance with the Minnesota Plumbing Code (see Minnesota Rules,
part 4715.0320).
2. Verify that the existing water supply and waste systems are sized to accommodate the added fixtures (see
Minnesota Rules, part 4715.3800 and part 4715.2310).
3. The plans indicate that the shampoo sinks will be island vented. Island vents may only be installed when
structural conditions preclude the use of conventional vents. When required, island vents must be
constructed in accordance with Minnesota Rules, part 4715.2655. Construction of an island vent must
include:
a. The horizontal vent must be pitched at a 1/4 -inch per foot minimum to drain.
b. Drainage fittings must be used for all portions of the vent located below the floor. Tee fittings are not
allowed.

4. Verify that every sanitary building sewer is provided with a full -size vent stack (3 -inch minimum) that is
continuous in size from its base to its terminal (see Minnesota Rules, part 4715.2520, subpart 1).
5. Verify that the pedicure spa meets the following requirements:
a. If the water supply connections to the equipment have submerged inlets, or inlets below the spill line of
the fixture or equipment, each connection must be provided with an approved backflow preventer or
backflow preventer assembly as specified in Minnesota Rules, part 4715.2000 and part 4715.2010.
Check valves and double check valve assemblies are not approved as backflow preventers for this
installation.
b. The drain branch from the pedicure spa must be trapped and vented in accordance with Minnesota
Rules, part 4715.2620, subpart 4.
6. A water supply line to a spray /rinse hose on a shampoo sink shall be protected against backflow by the use
of an in -line vacuum breaker (see Minnesota Rules, part 4715.2110).
7. The water supply line to the automatic clothes washer must be protected against backflow by the use of an
air gap or approved vacuum breaker (see Minnesota Rules, part 4715.1230).
8. It is recommended that a cleanout be provided where new waste and vent piping connects with existing
plumbing to facilitate required testing of the new installation.
9. Cleanouts shall be of the same nominal size as the pipes they serve up to 4 inches in size (see Minnesota
Rules, part 4715.1010). A cleanout must be installed where there is an increase in pipe size from 2 inches to
3 inches and from 3 inches to 4 inches.
10. Shutoff valves shall be installed which permit the water supply to all equipment in each separate room or to
each individual fixture to be shut off without interference with the water supply to any other room or
portion of the building (see Minnesota Rules, part 4715.1800, subpart 6).
11. The water distribution system shall be disinfected in accordance with Minnesota Rules, part 4715.2250.
12. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820.
13. The hubless cast iron pipe used for the drainage, waste, and vent piping must comply with CISPI Standard
301 -05 or ASTM Standard A888 -07a (see Minnesota Rules, part 4715.0570 through part 4715.0600).
14. The copper water distribution piping must meet ASTM Standard B88 (see Minnesota Rules,
part 4715.0520). All solder and flux used for the potable water distribution systems shall contain less than

15. The installation of cross -link polyethylene (PEX) tubing was specified for the water distribution system. If
all of the following requirements cannot be met, a different material that complies with Minnesota Rules,
part 4715.0520 must be used:
a. The tubing system must comply with ASTM Standard F877 and F876.
b. When installed as a system in accordance with ASTM Standard F877, the system tubing and fittings
must be of the same manufacturer.
c. When other fittings are used with ASTM Standard F877 and F876 tubing, the fittings must comply and
be marked with ASTM Standard F 1807, F 1960, F2080, F2098 -01, or F2159. In addition, the tubing
must be marked to indicate the fitting standard and the corresponding tubing standard (e.g. ASTM
F877/F876/F 1960, F877/F876/F 1807, etc.).
d. The system must be installed by a factory trained installer of the particular PEX system to be installed.
Certain manufacturers require installation by licensed plumbers who have been trained to install their
material.
e. All persons installing PEX materials shall have a card on their possession documenting completion of
training by the manufacturer or his agent for the material to be installed.
f. The tubing and fittings must be marked as required by the applicable standard specification and with
the appropriate ASTM designations by the manufacturer.
g. The installation must be in accordance with the manufacturer's installation instructions.
16. The installation of chlorinated polyvinyl chloride (CPVC) pipe for water distribution systems must meet the
following requirements (see Minnesota Rules, part 4715.0520):
a. Pipes less than 2'A-inch in size must comply with ASTM Standard D2846.
b. Pipes 21/2-inch to 6 -inch in size must be schedule 80 and must comply with ASTM Standard F441.
c. Solvent weld joints must either include the use of a primer which is of contrasting color to the pipe and
cement or a one -step solvent cement complying with ASTM Standard F493 and ASTM Standard
D2846 (see Minnesota Rules, part 4715.0810, subpart 2).
d. The installation must be in accordance with International Association of Plumbing and Mechanical
Officials (IAPMO) Installation Standards 20 -98.
17. If PVC plastic pipe is used for the drain, waste and vent system:
a. It must comply with ASTM Standard D2665, D2949, or F891.
b. It must be installed in accordance with Minnesota Rules, part 4715.0580(F) and part 4715.0600.
Above -grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length.
Above -grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an
approved expansion joint is used.
c. Solvent weld joints in PVC pipe must include use of a primer which is of contrasting color to the pipe
and cement (see Minnesota Rules, part 4715.0810, subpart 2).
NOTES:
1. The scope of this project consists of the remodel of a salon. The plumbing includes three hand sinks, two
shampoo sinks, a pedicure spa, a clothes washer, a lavatory, and a urinal. The fixtures connect to the
existing sanitary sewer and to the existing water distribution system.
2. This facility is served by existing municipal sewer and existing municipal water service connections.

3. The plans and specifications were prepared by a licensed plumber. Only the plumber who has prepared the
plans may use the plans for construction. If another plumber is contracted to install the plumbing, they must
submit their own plans and specifications for the project.
Authorization for construction in accordance with the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean
that recommendations or requirements for change will not be made at some later time when changed conditions,
additional information, or advanced knowledge make improvements necessary.
