HomeMy WebLinkAbout5G Trail and Sidewalk Study Agreement o� P � O �P � � v � 4646 Dakota Street SE Prior Lake, MN 55372 � CITY COUNCIL AGENDA REPORT MEETING DATE: October 28, 2013 AGENDA #: 5G PREPARED BY: Frank Boyles, City Manager PRESENTED BY: Frank Boyles AGENDA ITEM: Consider Approval of a Resolution Authorizing the City Manager to Execute the City's Standard Professional Agreement with Hoisington, Koegler Group, Inc. for the Completion of the Trail and Sidewalk Study DISCUSSION: Introduction The purpose of this agenda item is to obtain City Council approval for a sidewalk and trail study and authorize the City Manager to execute a Standard Professional Agreement for the study. Hi StON For over 20 years, the City has assured that trails and sidewalks are constructed throughout the City, typically in conjunction with private developments. Today it is estimated that the City has approximately 80 miles of trails and sidewalks. Current Circumstances The construction of trails and sidewalks has taken place over a 20-year period or more, and on an incremental and patchwork basis across our 18.3 square-mile community. We lack a comprehensive GIS mapping of the trails. Nor is there an inventory of gaps that need to be constructed to make our trails continuous. Finally, we do not have an estimate of the cost of the trail improvements or the priority for completing each. To complete this work we solicited a proposal from Hoisington Koegler Group, Inc. Hoisington has done a number of these studies for other communities. Most recently one was done for Inver Grove Heights. The total cost proposed to complete the study is $15,000 plus mileage and printing. The work would be undertaken this fall and completed in three months, weather permitting. If physical inspection of the trails is delayed due to weather conditions, the work will continue in the spring of 2014. A copy of the proposal is attached. ISSUES: The staff has considered conducting this study itself for some years now. The problem is that other business has been more important. Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com The reason for doing this study now is so the results can be built into our Capital Improvement Program next spring when the CIP is updated. The study results will show those trail segments that are as of yet undone and need to be done. It will also show those segments which are cracking excessively or have sustained root or erosion damage. With this information, we can schedule the trails for repair or replacement in the CIP and/or operating budgets. One of the most common complaints we have about the trail system is the dead ends. Where possible we will allow trail segments in the future to be completed as part of a development. In those places where no development would occur, the trail section would be programmed as part of the CIP. FINANCIAL The funding source for this study will be the $150,000 SMSC donation that IMPACT: was deposited in the Capital Park Fund. These funds were donated to the City for use on projects that will benefit the entire community. Staff believes this is an appropriate project, since the information generated will result in overall improvements to the park system. HKGi has discounted the cost of this study by $1,000 since we will also be entering into an agreement with them to complete the Park Dedication Fee Evaluation and Update. ALTERNATIVES: 1. Adopt a resolution authorizing the City Manager to execute the Standard Professional Agreement with Hoisington Koegler Group, Inc., for the completion of a sidewalk and trail gaps study. 2. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The consulting firm of Hoisington Koegler Group, Inc. is hereby selected to complete the Trail and Sidewalk Study at a cost of $15,000. 3. The City Manager is authorized to execute a standard professional services contract. 4.
