Historv As part of the RidgemonUMain project the two metal out buildings left on the Kop farm were removed. The Quonset building housed the Prior Lake Savage Hockey Association's (PLSHA) Zamboni which is used to maintain the ice rinks in Lake- front Park. Staff worked with PLSHA to explore options for the future storage of the Zamboni. At the January 7, 2013 work session staff presented the concepts for a new stor- age building as part of the Ridgemont/Main project for review. The council provid- ed feedback to staff to mimic the aesthetics of the Lakefront Pavilion and to ex- plore partnerships with other community associations for potential storage needs and funding. Staff approached other community organizations for inclusion in the project. The following groups indicated an interest and initial commitment: • Prior Lake Savage Hockey Association � Prior Lake Athletics for Youth • Prior Lake Savage Soccer Association • Prior Lake Rotary • Prior Lake Chamber of Commerce Current Circumstances The attached plan shows the layout of the building based on the requested space needs. Due to the additional interest and space provided in the building, the size requires a footed foundation versus a slab on grade that was originally planned. The cost of the foundation will be $37,000 or $25.26 per square foot. Each organization will contribute funding to the project based on the space provid- ed on a per square foot cost. In addition, PLSHA will contribute funds for the gar- age door and water heater that are unique to their needs. The table below shows the estimated contributions. This is esti- mated to be $30,000 which will be drawn from our park maintenance budget. This work is possible if we undertake the construction after the busy summer season but before winter season appears. Due to the phased approach of the develop- ment of Enclave Park, this project if possible. The organizations have requested to enter into a use agreement that would pay the city cash in advance for guaranteed use of space in the building for a minimum of 10 years. Staff will bring these agreements back to the City Council for approv- al once the project costs are finalized. Conclusion Approval of the Lakefront Storage Building will allow construction to commence immediately and the building to be ready to locate the Zamboni in the facility be- fore the ice season. The work will commence with pouring the footing foundation. At this time the organizations who have occupied the building are in the process of obtaining final approval of the use agreements. The approval of the use agree- ments will allow the City to confidently move forward with the project with commit- ments from the partnering organizations with invoicing of funds by the end of the year. We would not proceed beyond footing foundation stage until we have the prerequisite use agreement commitments. ISSUES: Ideally all use agreements would be signed before construction begins. Unfortu- nately not all of the organizations have an expeditious approval process. In other cases organizations have concluded they needed even more room than we origi- nally allocated. That has affected the size and cost of the building. All of the or- ganizations have provided approvals to the original costs. The cost differential is roughly $17,000 which the City would have potential exposure. This is primarily due to the addition of the footing foundation and increase in size for two of the us- ers. We are working under a time crunch. This project must be done by ice making season. It could not be started until the RidgemonUMain Project had completed grading which has now occurred. It also had to be timed during the small break in our work season as we transition from summer to winter. Taken together, these conditions dictate that we move forward with construction of the footing foundation. 2 FINANCIAL The City will contribute the project management and most of the labor in an IMPACT: amount estimated to be $30,000. The material costs, including the footing, are es- timated to be $89,560 and will be reimbursed by the funds contributed by the us- ers of the facility in a lump sum amount before the end of the year. Any shortfall will have to be absorbed by the parks budget. The approving resolution also pro- vides for a budget amendment to include the expenditures in the General Fund Parks budget (101-45200-530) and the General Fund revenues (101-34760). ALTERNATIVES: 1. Approve the construction of the Lakefront Storage Building and allocated fund- ing therefore to be reimbursed through use agreements with the building users. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. RECOMMENDED Staff recommends alternative #1. Motion By: Second By: WHEREAS, The Quonset hut that provides storage for the Prior Lake Hockey Association's Zamboni was removed to allow safety improvements at the intersection of Ritlgemont Avenue, Main Street, TH13 and CASH 44; and WHEREAS, Prior Lake Hockey Association, Prior Lake Athletics for Youth, Prior Lake Savage Soccer Association, Prior Lake Rotary, and the Prior Lake Chamber of Commerce have expressed interest in a shared storage building at Lakefront Park; and WHEREAS, The cost of the building will be paid by the project partners based on a square foot cost. The contribution amount will be based on the final cost of the building; and WHEREAS, The City will provide project management and act as the general contractor for the completion of the construction; and WHEREAS, The City will enter into a use agreement with the project partners to pay the costs of > construction materials and guarantee space in the building for a minimum of 10 years. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council authorizes the construction of the Lakefront Park Storage Building for an estimated amount of $89,560. 3. The General Fund Parks budget, 101-45200-530, is amended to include the expenditure funds for construction of the building estimated to be $89,560. 4. Contributions from project partners are intended to offset city costs and will be deposited into General Fund revenue account #101-34760.
