AGENDA ITEM: CONSIDER APPROVAL OF RESOLUTIONS APPOINTING PERSONS TO
SERVE ON CITY ADVISORY COMMITTEES
DISCUSSION: introduction
The purpose of this agenda item is to request Council adoption of resolutions
making appointments to various advisory committees pursuant to the provi-
sions of the city council bylaws.
Histo
The City Council's various advisory committees operate in accordance with
adopted bylaws. The bylaws provide that committee members may serve
three year consecutive terms subject to nine-year term limits. Each October,
incumbent committee members whose three-year term is scheduled to expire
are asked if they are interested in re-appointment. If so, they submit a new ,
application and participate in an interview. At the same time, staff recruits new
applicants for vacant advisory body positions using the Prior Lake American,
City Website, City Newswire and other communication venues.
Current Circumstances
Existing advisory committee members have been asked to reapply if they de-
sire. New applicants have been recruited. Pursuant to the bylaws, the respec-
tive advisory committee's interview teams composed of the appropriate repre-
sentatives have been constituted and interviews conducted. Applications and,
where applicable, resumes are included for City Council review.
The remainder of this report summarizes the recommendations of the interview
committees:

Conclusion
The Council should determine if it concurs with the recommendations of its in-
terview teams.
ISSUES: Appointment recommendations continue the objective of moving to a one per-
son — one committee relationship. Such action reduces the likelihood of burn-
out with any of our advisory body members. It also maximizes the number of
residents who can become meaningfully involved in their government. Kris
Pauna has confirmed that his schedule will only allow him to serve on the
Technology Board of Directors and so he has resigned from the EDAC.
The Community Safety Advisory Committee amended its bylaws in 2011 to in-
clude a student of ISD 719 to serve on the Committee. The student member-
ship is for one year. This year Emily Gulstad will serve in that role. The City
Council may recall that having a student member has been an ongoing objec-
tive of the committee. Accordingly, while the bylaws do not reflect this change,
the committee has appointed a student member for one year. This year's ap-
pointment marks the second year having a youth representative on the CSAC.

The Technology Village Board of Director candidates are brought forward by
the recommendation of the Economic Development Authority. The EDA acted
on its recommendation at the October 21, 2013 meeting.
The EDAC appointments are made by the Economic Development Authority
but are shown in this report for information purposes. No resolution for their
appointment is included. The EDA acted on the appointments at the October
21 meeting.
If Council members have questions about the proposed appointments, the
Council liaisons to each committee participated on the interview teams and will
be prepared to respond.
An interview is scheduled with a Lakes Advisory Committee candidate and it is
anticipated that a recommendation for appointment will be brought to the City
Council at the November 12, 2013 meeting.
FINANCIAL There is a cost or at least a potential of cost for the staff to provide administra-
IMPACT: tive support to the committees on an ongoing basis and for City Council mem-
bers to attend the meetings as liaisons. On the other hand, local government
benefits from having the input of residents to accomplish the many goals and
objectives identified in our 2030 Vision and Strategic Plan.
ALTERNATIVES: 1. Adopt each resolution of appointment as recommended or with amend-
ments.
2. Refer the recommendations back to the interview committees.

What skills do you possess which will be beneficial in serving on this advisory body?
I have technical video knowledge. I am very familiar with various A/V equipment.
One of my duties is to write, shoot, and edit promotional material for the two cities
and their different departments. I am also very familiar with the assorted issues
that face the Burnsville/Eagan Telecommunications Commission. I love to go out
and talk to people and find out what they are thinking.
Briefly describe your interest in this position and how you can serve the community:
I believe the City of Prior Lake does a fine job in communicating with residents and
I would like to help make sure that citizens continue to stay well informed as the
2030 Vision becomes a reality. Communication is a two way street and I would like
to help staff understand the expectations residents have of a communication plan by
listening to people and see what they have to say about their community. It is vital
that we expand the awareness of the 2030 Vision and get individuals, as well as
communities involved. I feel I could bring a partnership to this committee with the
ability to bring new ideas from two neighboring cities.

I have a Bachelor of Arts degree from Augsburg College. I have 20 years of experience working in the construction
industry, mostly residential, some commercial. I spent 10 years as a home exteriors contractor and another 10 as a
general contractor. As a general contractor I had the opportunity to work with many different municipalities and
have pulled hundreds of permits over the years. I'm familiar with surveys, soil testing, land acquisition, and many
other matters that arise when building homes, buying, selling or dividing land. My currentjob as an Editor has
improved my communication skills and taught me how to work better in a collaborative fashion with my coworkers. I
have volunteered my time at our church and am currently a member on the Economic Development Advisory
Committee.

I have experience and am reliable. I'm analytical and have strong communication skills.

I have always been interested in, and informed on political and civic issues. My kids are older now, and I'm not under
