HomeMy WebLinkAbout9B Rolling Oaks Circle Feasibility and Schedule Public Hearing O� P ���P ti � v � 4646 Dakota Street SE Prior Lake_ MN 55372 �NNES�� CITY COUNCIL AGENDA REPORT MEETING DATE: OCTOBER 28, 2013 AGENDA #: 9B PREPARED BY: SENG THONGVANH, PROJECT ENGINEER PRESENTED BY: SENG THONGVANH AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND SCHEDULING A PUBLIC HEARING TO CONSIDER THE ROLL- ING OAKS CIRCLE IMPROVEMENT PROJECT DISCUSSION: I ntroduction The purpose of this agenda item is to accept the Feasibility Report and schedule a Public Hearing to be held on November 25, 2013 for the Rolling Oaks Circle Im- provement Project. His tOry The City uses the Five Year Capital Improvement Program to plan its infrastruc- ture improvements and the financing for capital improvements. The Rolling Oaks Circle Improvement Project proposes to extend utility connections to properties on Rolling Oaks and plan for future needs of adjacent properties. Rolling Oaks Circle is currently a gravel roadway that experience erosion of the gravel roadbed during rain events and requires additional maintenance. The M.S. Chapter 429 process applies to all projects that will be financed in whole or in part through special assessments or bond proceeds. At the September 9, 2013 meeting, the City Council authorized the City to prepare the Feasibility Re- port for this project. The Rolling Oaks Circle neighborhood is considered in the report and includes , improvements to Eagle Ridge Acres. These properties were platted and devel- oped in 1959. A map of the project area (Figure 1) is included in the Feasibility Report. The proposed improvements include the extension of sanitary sewer and watermain, street reconstruction, storm sewer, storm water quality, concrete curb and gutter, and appurtenant work. Current Circumstances The Feasibility Report includes total estimated costs, preliminary assessment amounts, and a project financing summary. Also included in the report are design criteria, estimates and information on watermain, sanitary sewer, storm sewer, and streets. Details on each can be found in the Feasibility Report. Conclusion A public hearing is proposed for November 25, 2013. At that meeting the pro- posed improvements, project schedule and assessments will be presented to res- idents. The attached Feasibility Report outlines which portions of the cost for the above project will be assessed to the benefiting properties. If the Council approves the ' Feasibility Report, the Chapter 429 special assessment statute requires a public hearing be conducted prior to proceeding with the project to determine if it is to move forward. In summary, the project is feasible from an engineering and economic standpoint. Approval of the Feasibility Report does not grant final approval of the project. ISSUES: The Assessment Review Committee met on October 24th, 2013, at which time the assessment map, assessment method and various voluntary programs were dis- cussed and recommendations made. Results of the discussion and recommenda- tions will be shared with the Council. Due to the limited number of homes on Rolling Oaks, The assessments are large. However, many of these properties have the ability to be subdivided. FINANCIAL The Rolling Oaks Circle Improvement Project is proposed to be financed by Spe- IMPACT: cial Assessments, Sewer Fund, Street oversize Fund, and the Water Quality Fund. Funding sources and amounts are as shown below: Assessments $819,431 Sewer Fund $8,000 Street Oversize Fund $60,000 Water Qualit Fund $25,000 Pro'ect Total Cost $912,431 ALTERNATIVES: 1. Approve Resolution 13-XX accepting the Feasibility Report and establish a Public Hearing date as per the attached Resolution Table the Resolution for a specific reason. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. RECOMMENDED Staff recommends alternative #1. MOTION: 2 o � Pxr ti � u r � 4646 Dakota Street SE '�INxESO'��' Prior Lake, MN 55372 RESOLUTION 13-xxx A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND CALLING FOR A PUBLIC HEARING FOR THE ROLLING OAKS CIRCLE IMPROVEMENT PROJECT, CITY PROJECT #14-013 Motion By: Second By: WHEREAS, Pursuant to Resolution 13-127, the City Council, on September 9, 2013 ordered a Feasibility Report to be prepared by the City's Engineering Department with reference to the Rolling Oaks Circle Improvement Project; and WHEREAS, The Feasibility Report for the Rolling Oaks Circle Improvement Project dated October 2013 contains information that the proposed project is necessary, cost effective, and feasible; and NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. , 2. The City Council hereby accepts the Feasibility Report as submitted. 3. The Council will consider the improvement of such streets and areas in accordance with the Report and the assessment of property as described in the Report for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvements of $912,431. 4. A Public Hearing shall be held on such proposed improvements on the 25� of November, 2013 at Prior Lake City Hall, with the address of 4646 Dakota Street SE, City of Prior Lake, Minnesota at 7:00 p.m. statutory notice and publication requirements shall be followed.
