REPORT AND SCHEDULING A PUBLIC HEARING TO CONSIDER THE
MAPLEWOOD STREET IMPROVEMENT PROJECT
DISCUSSION: Introduction
The purpose of this agenda item is to accept the Feasibility Report and schedule a
Public Hearing to be held on November 25, 2013 for the Maplewood Street Im-
provement Project.
Histo
Each year the City reconstructs street segments that are scheduled for reconstruc-
tion as part of its Capital Improvement Program (CIP) and have exceeded their
useful design life. The City uses the Capital Improvement Program and its Pave-
ment Management Program to plan for infrastructure improvements and the fi-
nancing for capital improvements. At its September 9, 2013 meeting the City
Council adopted Resolution 13-128 authorizing staff to prepare a Feasibility Re-
port for the Maplewood Street Improvement Project as outlined in the CIP.
The M.S. Chapter 429 process applies to all projects that will be financed in whole
or in part through special assessments or bond proceeds.
The Maplewood Street neighborhood is considered in the report and includes im-
provements to JoAnna Stepkas 4th Addition, Brooksville Center 1St, Brooksville
Center 2"d, and S 02, T 114, R 22 1.19A in E1/2 SW1/4. These properties were
platted and developed in 1973. A map of the project area (Figure 1) is included in
the Feasibility Report. The proposed improvements include street reconstruction,
storm sewer, storm water quality, concrete curb and gutter, and appurtenant work.
City utilities under the street are also proposed to be repaired or reconstructed
base on need. Watermain is proposed to be replaced for the entire segment of
Maplewood Street.
Current Circumstances
The Feasibility Report includes total estimated costs, preliminary assessment
amounts, and a project financing summary. Also included in the report are design
criteria, estimates and information on watermain, sanitary sewer, storm sewer, and
streets. Details on each can be found in the Feasibility Report.
Conclusion
A public hearing is proposed for November 25, 2013. At that meeting the pro-
posed improvements, project schedule and assessments will be presented to resi-
dents.
The attached Feasibility Report outlines which portions of the cost for the above
project will be assessed to the benefiting properties. If the Council approves the
Feasibility Report, the Chapter 429 special assessment statute requires a public
hearing be conducted prior to proceeding with the project to determine if it is to
move forward.
In summary, the project is feasible from an engineering and economic standpoint.
Approval of the Feasibility Report does not grant final approval of the project.
ISSUES: The Assessment Review Committee met on October 24th, 2013, at which time the
assessment map, assessment method and various voluntary programs were dis-
cussed and recommendations made. Results of the discussion and recommenda-
tions will be shared with the Council.
FINANCIAL The Maplewood Street Improvement Project is proposed to be financed by Special
IMPACT: Assessments, tax levy, and Sewer & Water Fund. Funding sources and amounts
are as shown below:

ALTERNATIVES: 1. Approve Resolution 13-XX accepting the Feasibility Report and establish a Pub-
lic Hearing date as per the attached Resolution Table the Resolution for a spe-
cific reason.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item until some date in the future.
RECOMMENDED Staff recommends alternative #1.

A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND CALLING FOR A PUBLIC HEARING
FOR THE MAPLEWOOD STREET IMPROVEMENT PROJECT, CITY PROJECT #14-012

WHEREAS, Pursuant to Resolution 13-128, the City Council, on September 9, 2013 ordered a
Feasibility Report to be prepared by the City's Engineering Department with reference to
the Maplewood Street Improvement Project; and
WHEREAS, The Feasibility Report for the Maplewood Street Improvement Project dated October 2013
contains information that the proposed project is necessary, cost effective, and feasible;
and
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council hereby accepts the Feasibility Report as submitted.
3. The Council will consider the improvement of such streets and areas in accordance with the Report and
the assessment of property as described in the Report for all or a portion of the cost of the
improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the
improvements of $478,540.
4. A Public Hearing shall be held on such proposed improvements on the 25� of November, 2013 at Prior
Lake City Hall, with the address of 4646 Dakota Street SE, City of Prior Lake, Minnesota at 7:00 p.m.
statutory notice and publication requirements shall be followed.
