PREPARED BY: Casey McCabe, Community Development Specialist AGENDA ITEM: BUSINESS RETENTION AND EXPANSION SURVEYS DISCUSSION: Introduction One of the duties and responsibilities assigned to the EDAC is to make rec- ommendations to the Economic Development Authority regarding economic development issues, strategy development, implementation and other initia- tives to expand and strengthen business in the community. As part of its mission, the EDAC conducts face -to -face business retention and expansion (BR & E) visits with local company officials. Through these visits the EDAC is able to identify challenges and opportunities for businesses in our community. The results of the BR & E surveys should not only collect im- portant information but provide opportunities for EDAC and city staff members to follow -up with expansion and development assistance. History The EDAC has previously identified Prior Lake's Deerfield Industrial Park, Wa- terfront Passage, and Welcome Avenue Industrial Park as the primary target for 2011/2012 business retention and expansion surveys. The EDAC reviewed the results of the 2012 surveys during the October 2012 meeting and members were not satisfied with the number of surveys complet- ed. Throughout the past few meetings, members have discussed the im- portance of completing the remaining surveys. EDAC members have also re- viewed and evaluated the current survey form in an effort to promote more of a conversation with the business rather than simply completing a questionnaire. During the January meeting, EDAC members discussed whether or not to ap- point a subcommittee to complete the remaining surveys or ask all members to participate. It was noted there are 25130 remaining businesses to survey in the target area and if every member completed two or three surveys, all business- es in the target area will be contacted. Current Circumstances On February 22"', representatives from GREATER MSP presented a business retention and expansion survey they produced to the SCALE (Scott County Association for Leadership and Efficiency) Technical Team. GREATER MSP is a public /private non - profit partnership committed to accelerating job growth and capital investment in Minnesota's 13- county MSP metro area. GREATER MSP strives to provide value added resources to all economic development organizations in the Greater MSP region. During the meeting with SCALE, GREATER MSP indicated they developed the reporting form, which they are asking all metro communities to use, to provide a consistency in reporting throughout Scott County and the entire metro area. All information gathered will be submitted to GREATER MSP and results will be compiled for the entire metro area. Members of the SCALE Technical Team reviewed and endorsed the attached reporting form, which will replace the current business retention and expansion survey. Conclusion The EDAC has previously identified a short timeline of two months to complete the remaining surveys in the Deerfield, Waterfront Passage Welcome Avenue industrial parks. EDAC members felt the surveys should be completed prior to the spring 2013 Meet -N -Greet event so the results can be shared and dis- cussed with the business community. ISSUES: EDAC members should review the attached reporting form and discuss the process for gathering information. Members may elect to complete the form with the identified businesses or may wish to request the form be completed by the business prior to the BR & E interview. The EDAC may also choose to add additional questions or discussion topics not included on the current re- porting form. BR & E surveys should be completed by April 15 2013 to allow time to com- pile and report results to the business community during the Meet -N -Greet event. City staff has assigned each member two or three businesses to contact and complete the survey. Some members may not be able or comfortable com- pleting the surveys. The committee should discuss which members are not able to complete the surveys and which members are willing to complete addi- tional surveys. if members are not comfortable completing a one -on -one sur- vey, they may ask an experienced committee member to attend their BR & E visits.
