The purpose of this agenda item is to ac- cept the Feasibility Report and schedule a Public Hearing to be held on De- cember 9, 2013 for the Maplewood Street Improvement Project. His tOry Each year the City reconstructs street segments that are scheduled for recon- struction as part of its Capital Improvement Program (CIP) and have exceeded their useful design life. The City uses the Capital Improvement Program and its Pavement Management Program to plan for infras4ructure improvements and the financing for capital improvements. At its September 9, 2013 meeting the City Council adopted Resolution 13-128 authorizing staff to prepare a Feasibil- ity Report for the Maplewood Street Improvement Project as outlined in the CIP. The M.S. Chapter 429 process applies to all projects that will be financed in whole or in part through special assessments or bond proceeds. The Maplewood Street neighborhood is considered in the report and includes improvements to JoAnna Stepkas 4th Addition, Brooksville Center 1 Brooks- ville Center 2"d, and S 02, T 114, R 22 1.19A in E1/2 SW1/4. These proper- ties were platted and developed in 1973. A map of the project area (Figure 1) is included in the Feasibility Report. The proposed improvements include street reconstruction, storm sewer, storm water quality, concrete curb and gut- ter, and appurtenant work. City utilities under the street are also proposed to be repaired or reconstructed based on need. Watermain is proposed to be re- placed for the entire segment of Maplewood Street. Current Circumstances The Feasibility Report includes total estimated costs, preliminary assessment amounts, and a project financing summary. Also included in the report are de- sign criteria, estimates and information on watermain, sanitary sewer, storm sewer, and streets. Details on each can be found in the Feasibility Report. Conclusion A public hearing is proposed for December 9, 2013. At that meeting the pro- posed improvements, project schedule and assessments will be presented to residents. The attached Feasibility Report outlines which portions of the cost for the above project will be assessed to the benefiting properties. If the Council ap- proves the Feasibility Report, the Chapter 429 special assessment statute re- quires a public hearing be conducted prior to proceeding with the project to de- termine if it is to move forward. In summary, the project is feasible from an engineering and economic stand- point. Approval of the Feasibility Report does not grant final approval of the project. ISSUES: The Assessment Review Committee met on October 24th, 2013, at which time the assessment map, assessment method and various voluntary programs were discussed and recommendations made. Results of the discussion and recom- mendations will be shared with the Council. FINANCIAL The Maplewood Street Improvement Project is proposed to be financed by Spe- IMPACT: cial Assessments, tax levy, and Sewer & Water Fund. Funding sources and amounts are as shown below: Assessments $127,070 Sewer & Water Fund $160,866 Tax Lev $190,604 Pro"ect Total Cost $478,540 ALTERNATIVES: 1. Approve Resolution 13-XX accepting the Feasibility Report and establish December 9 as the Public Hearing date as per the attached Resolution. 2. Table the Resolution for a specific reason. 3. MOTION: 2 O � PRIp H � U tr� 4646 Dakota Street SE ` �INNES�� P Prior Lake, MN 55372 RESOLUTION 13-xxx A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND CALLING FOR A PUBLIC HEARING FOR THE MAPLEWOOD STREET IMPROVEMENT PROJECT, CITY PROJECT #14-012 Motion By: Second By: WHEREAS, Pursuant to Resolution 13-128, the City Council, on September 9, 2013 ordered a Feasibility Report to be prepared by the City's Engineering Department with reference to the Maplewood Street Improvement Project; and WHEREAS, The Feasibility Report for the Maplewood Street Improvement Project datetl October 2013 contains information that the proposed project is necessary, cost effective, and feasible; and NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council hereby accepts the Feasibility Report as submitted. 3. The Council will consider the improvement of such streets and areas in accordance with the Report and the assessment of property as described in the Report for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvements of $478,540. 4. A Public Hearing shall be held on such proposed improvements on the 9� of December, 2013 at Prior Lake City Hall, 4646 Dakota Street SE, City of Prior Lake, Minnesota at 7:00 p.m. Statutory notice and publication requirements shall be followed.
