HomeMy WebLinkAbout9A Mushtown, Maple, Panama Feasibility O� P ��� � � v � 4646 Dakota Street SE `y� Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: NOVEMBER 12, 2013 AGENDA #: 9A PREPARED BY: SENG THONGVANH, PROJECT ENGINEER PRESENTED BY: SENG THONGVANH AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND SCHEDULING A PUBLIC HEARING TO CONSIDER THE MUSH- TOWN ROAD, MAPLE LANE, AND PANAMA AVENUE STREET IMPROVE- MENT PROJECT DISCUSSION: Introduction The purpose of this agenda item is to accept the Feasibility Report and schedule a Public Hearing to be held on December 9, 2013 for the Mushtown Road, Maple Lane, and Panama Avenue Street Improvement Project. Hi StOry Each year the City reconstructs street segments that are scheduled for reconstruc- tion as part of its Capital Improvement Program (CIP) and have exceeded their useful design life. The City uses the Capital Improvement Program and its Pave- ment Management Program to plan for infrastructure improvements and the fi- nancing for capital improvements. At its September 9, 2013 meeting the City Council adopted Resolution 13-126 authorizing staff to prepare a Feasibility Re- port for the Mushtown Road, Maple Lane, and Panama Avenue Improvement Pro- ject as outlined in the CIP. The M.S. Chapter 429 process applies to all projects that will be financed in whole or in part through special assessments or bond proceeds. The Mushtown Road / Maple Lane / Panama Avenue neighborhood is considered in the report and includes improvements to Maple Acres, O'Rourke Addition, Parts of S 11, T 114, R 22 and Parts of S 2, T 114, R 22. These properties were platted and developed in the 1950's and 1960's. A map of the project area (Figure 1) is included in the Feasibility Report. The proposed improvements include street re- construction, sewer and water construction, storm sewer, storm water quality, con- crete curb and gutter, and appurtenant work. Current Circumstances � The Feasibility Report includes total estimated costs, preliminary assessment amounts, and a project financing summary. Also included in the report are design criteria, estimates and information on watermain, sanitary sewer, storm sewer, and streets. Details on each can be found in the Feasibility Report. Conclusion A public hearing is proposed for December 9, 2013. At that meeting the proposed improvements, project schedule and assessments will be presented to residents. The attached Feasibility Report outlines which portions of the cost for the above project will be assessed to the benefiting properties. If the Council approves the Feasibility Report, the Chapter 429 special assessment statute requires a public hearing be conducted prior to proceeding with the project to determine if it is to move forward. In summary, the project is feasible from an engineering and economic standpoint. Approval of the Feasibility Report does not grant final approval of the project. ISSUES: The Assessment Review Committee met on November 6th, 2013, at which time the assessment map, assessment method and various voluntary programs were dis- cussed and recommendations made. Results of the discussion and recommenda- tions will be shared with the Council. � FINANCIAL The Mushtown Road, Maple Lane, and Panama Avenue Street Improvement Pro- IMPACT: ject is proposed to be financed by Special Assessments, tax levy, Street Oversize Fund and Water Quality Fund. Funding sources and amounts are as shown below: Assessments $1,217,294 Street Oversize Fund $56,152 Water Qualit Fund $30,000 Tax Lev $437,300 Pro'ect Total Cost $1,740,746 ALTERNATIVES: 1. Approve Resolution 13-XX accepting the Feasibility Report and establish a Pub- lic Hearing date as per the attached Resolution. 2. MOTION: 2 O� P ��1P ti � 4646 Dakota Street SE `�rNxESO� Prior Lake, MN 55372 RESOLUTION 13-xxx A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND CALLING FOR A PUBLIC HEARING FOR THE MUSHTOWN ROAD, MAPLE LANE, AND PANAMA AVENUE IMPROVEMENT PROJECT, CITY PROJECT #14-011 Motion By: Second By: WHEREAS, Pursuant to Resolution 13-126, the City Council, on September 9, 2013 ordered a Feasibility Report to be prepared by the City's Engineering Department with reference to the Mushtown Road, Maple Lane, and Panama Avenue Improvement Project; and WHEREAS, The Feasibility Report for the Mushtown Road, Maple Lane, Panama Avenue Improvement Project dated November 2013 contains information that the proposed project is necessary, cost effective, and feasible; and NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council hereby accepts the Feasibility Report as submitted. 3. The Council will consider the improvement of such streets and areas in accordance with the Report and the assessment of property as described in the Report for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvements of $1,740,746. 4. A Public Hearing shall be held on such proposed improvements on the 9th of December, 2013 at Prior Lake City Hall, with the address of 4646 Dakota Street SE, City of Prior Lake, Minnesota at 7:00 p.m. statutory notice and publication requirements shall be followed.
