AGENDA ITEM: DISCUSSION RELATED TO CONDITIONAL USES ALLOWED IN THE
GENERAL INDUSTRIAL (I-1) ZONE, AND DISCUSSION RELATED TO
COMMERCIAL LAND USES AT THE COUNTY ROAD 12/17 INTERSECTION
DISCUSSION:
Introduction
The purpose of this agenda item is to discuss two topics, including: (1) whether
the existing list of CUP’s should be expanded for the General Industrial District;
and (2) whether commercial land uses should be considered near the County
Road 12/17 intersection.
Current Circumstances
City Staff has been discussing possible amendments to the General Industrial
(I-1) District in the Zoning Ordinance in order to address some uses that are not
currently permitted at all in Prior Lake. For example, Outside Storage was
amended to be a “Permitted Use with Conditions” rather than a “Conditional Use”
in 2012. One of the conditions for this use states that outdoor storage shall
occupy an area no larger than 50% of the floor area of the principal structure. If
a business desires outside storage more than that limit, then maybe it should be
allowed under the Conditional Use category.
The city annexed land area in 2012 that included the Sailer’s Greenhouse at the
northeast intersection of County Roads 12 and 17. At that time, the City Council
asked staff to further evaluate whether any of the land around that intersection
should be guided in the Comprehensive Plan to commercial. It is now guided
for urban low density residential.
ISSUES: This agenda item is for discussion only. The Planning Commission may want to
have staff return with further information before it is ready to initiate a public
hearing process on one or both of these topics.
CONCLUSION:
City Staff will bring additional information to the meeting, and staff will lead the
discussion on the two topics noted under the Introduction section of this report.
