Histo Watersedge Marina requested an additional 46 slips be added to its existing dock. As a result of the staff conditional use permit research and the citizen input at the public hearing, it became apparent that the Prior Lake City Code should be refined in that area. To do so, the staff recommended that a six- month interim ordinance be adopted and that during that time period, a task force be crated to collect information, analyze and ultimately recommend the specific zoning ordinance changes which should be made. ', At the November 12, 2013 meeting the City Council concurred that a task force should be crated which includes a wide range of community representatives and stakeholders. Current Circumstances The staff has been assembling a list of potential task force members intended to include a broad range of representatives. The recommendation was to keep the task force to nine members, but the Council could modify the number. Below is a list of potential candidates and the organizations they represent. None have been formally asked if they wish to serve. Council members may be aware of equally qualified candidates representing stakeholders. The Council should determine the following: 1. How many people should serve on the task force and from which interest areas? 2. Will one or two councilors serve; are they members or liaisons; and who should they be? ISSUES: Once these decisions are made, the staff can confirm interest and availability and schedule an organizational meeting. Some of the questions raised will be legal in nature, so the City Attorney's office will be asked to attend certain meetings. For example, the first meeting should summarize the legal environment in which the task force will operate both on a State and local level. The task force should also receive a"charge" from the City to direct them in their efforts. The staff presumes that the City Council desires to keep the task force focus narrow in scope. Without a specific charge the Council could receive recommendations from the task force on unwanted items. It would be staff's intent to work with the councilors who are assigned to this topic to prepare a charge for the task force. If the Council disagrees, alternate direction would be appropriate. 2 Finally, the task force should develop a process for completing its work. This process can be contracted or expanded as desired by the task force, but does provide a blue print to complete the effort. FINANCIAL There will be some expense in supporting the task force and completing the IMPACT: directed work. Costs may include supplies, per diems, staff and City Attorney costs. In the aggregate, they are not expected to be extensive. ALTERNATIVES: 1. Clarify who and how many should participate. 2. Provide direction on preparing a change. 3. Provide input on the process proposed. 4. Other direction as appropriate. RECOMMENDED Alternatives #1 through #3. MOTION: 3
