This memorandum is to summarize the costs to construct the
sidewalk and trail improvements proposed this year by the Parks
Department.
On July 1, 1992, bids were received and opened for the concrete
walk construction along Franklin Trail. The Base Bid is for the
walk from T.H. 13 (south intersection) to CSAH 44. The Alternate
Bid is for the walk from CSAH 44 to T.H. 13 (north intersection).

The Engineer'S Estimate for the base bid and the total bid (Base
& Alternate) was $52,675.00 and $60,870.00 respectively.
On July 6, 1992, quotes were received from two (2) contractors
for the bituminous paving of trails along Main Avenue and the
park entrances for Oakland Beach and Fish point Park. The quotes
received were as follows:

The Engineer's Estimate for Main Avenue bituminous trail was
$5,500.00 and paving of Oakland Beach and Fish Point Park
entrances was $8,000.00 for a total of $13,500.00. The original
estimate did not include paving of the trail within Oakland Beach
Park. This additional cost is estimated to be $1,850.00.
On July 15, 1991, the City Council approved a General Fund
Balance transfer of $75,000.00 to construct the walk along
Franklin Trail. The cost of the walk and trails from the lowest
bidders along with the costs of the work to be done by the Parks
Department is as follows:

Previous Council Agenda #7 from May 18, 1992 mentioned three (3)
alternatives to consider in proceeding with this year's Park
Trail Improvement Project. The alternatives with the costs from
the bids being utilized is as follows:
1. Install the Franklin Trail concrete walk from T.H. 13
(south) to T.H. 13 (north) and the bituminous trails
along Main Avenue and the park entrances to Fish Point
and Oakland Beach Parks. Cost based on bids received is
projected to be $82,164.45.
2. Install the Franklin Trail concrete walk from T.H. 13
(south) to T.H. 13 (north). Cost based on bids received
is projected to be ~66,210.80.
3. Install the Franklin Trail concrete walk from T.H. 13
(south) to CSAH 44 and the bituminous trails along Main
Avenue and the part entrances to Fish Point and Oakland
Beach Parks. Cost based on bids received is projected
to be $72,869.65.
with this information, the Council can decide how much of the
Park Trail Improvement project to do this year and at what cost.

SPECIAL PROVISIONS
1. SPECIFICATIONS WHICH APPLY. All Work under this contract
shall conform to ~he requirements of the General Conditions,
Supplementary Conditions, and the following standard
Specifications:
A. Minnesota Department of Transportation (MnDOT) standard
s~ecifications for Highway construction, latest edition,
D1visions II and III, available in saint Paul,
Minnesota.
2. GENERAL CONDITIONS., The following re~irements are special
provisions regarding the General Cond1tions and supplementary
Conditions of this contract.

Properties. It will be the CONTRACTOR'S
responsibility to contact and notify the City of
Prior Lake to obtain locations of any existing
water boxes, curb stops, manholes and catch basins
and any other structures, pi~es, etc., above or
below ground which might 1nterfere with Work
proposed in the quote proposal. COh~KACTOR shall
have full responsibility in the safet~ and
protection of Underground Facilities as prov1ded in
paragraph 6.20 of the standard General Conditions
and repair any damage resulting from the Work until
the ENGINEER has issued a notice of acceptance in
accordance with paragraph 14.13 of the Standard
General Conditions and special provisions. It will
also be the CONTRACTOR'S responsibility to contact
the gas, cable T.V., telephone and power companies,
and obtain the locations of all ~as mains, house
connections and underground condu1ts. The existing
utility locations shown on the Drawings do not
guarantee the locations, existence, or
non-existence of these utilities. It is the

CONTRACTOR'S responsibility solelf to obtain all
locations from the utility compan1es. It shall be
understood that no additional compensation shall be
due the CONTRACTOR for damage sustained by him due
to any interference from those utilities and

SP-5.3 CONTRACTOR'S Liability Insurance
The CONTRACTOR shall indemnify and hold harmless
the OWNER and the ENGINEER against liability,
claims and lawsuits of any kind, arising directly
or indirectly from any act of the CONTRACTOR, its
agents, suppliers, employees or Subcontractors in
the course of the Work.
The CONTRACTOR shall not commence Work under this
contract until he has obtained all insurance
required herein and such insurance has been
approved by the OWNER. All such insurance
contracts shall be maintained throughout the life
of this contract and shall be evidenced by
carrier's certificates filed with the ENGINEER.
The COh~MCTOR shall not allow any Subcontractor to
commence Work on his subcontract until such
Subcontractor has obtained satisfactory insurance
coverage as to compensation, public liability,
property damage and automobile insurance.
SP-5.3.1 Compensation Insurance. The CONTRACTOR shall
maintain such insurance 'as will protect him from
claims under workmen's compensation acts, and from
any other claims for damages for personal injury,
includin9 death, which may arise from operations
under th1S contract, whether such operations be by
himself or by any Subcontractor or anyone directly
or indirectly employed by either of them.

and maintain during the life of the contract,

Contractual Liability Insurance
Public Liability and Property Damaqe Insurance. The
CONTRACTOR shal take out and maintain during the
life of this contract such Comprehensive Public
Liability Insurance, Property Dama~e Insurance and

shall protect him and any Subcontractors performing
Work covered by this contract from claims for
damages for personal injury, including death, as

The CONTRACTOR shall take out and maintain dur~ng

Contingent Liability Insurance with the OWNER as
named insured and with the ENGINEER as an
additional named insured and in amounts as
specified for CONTRACTOR'S Liability Insurance for
personal injury, including death, and for property
damage which shall be provided and paid for by the
CONTRACTOR. The policy shall be delivered to the
OWNER after its approval by the ENGINEER.

SP-5.6 Property Insurance
SP-5.6.1 Fire Insurance and Extended Coveraqe. The
CONTRACTOR shall carry fire and extended coverage
insurance including also vandalism and malicious
coverage on the Work included in this contract from
the beginning of the Work until final acceptance of
the completed Project. The policies shall cover

all Work incorporated in the Project and all
Materials for same on or about the premises. The
OWNER, ENGINEER, CO~'.1'.KACTOR and all Subcontractors
shall be named as co-insured as their respective
interests may appear. Use the "Complete Value"
form.
The fire insurance need not be furnished provided
the CONTRACTOR does not ask for payments of
Material stored on the site. If the CONTRACTOR
expects to receive payment for Material stored on
the site, then he must carry fire insurance and
extended coverage in the amount of 60% of the
contract in order that insurance protection will be
provided against vandalism and malicious mischief.

Testinq. All testing called for in the
Specif1cations shall be paid for by the OWNER
except that retesting of original test failures to
be paid by the CONTRACTOR.
Maintenance Durinq Construction. The CONTRACTOR
shall notify the pro~erty owner before any driveway
is blocked and prov1de sufficient time to move
their vehicles. No driveway shall be blocked for
more than 24 hours without written authorization of
the ENGINEER.
Safety and Protection.
Protection and Restoration of Property. The
CONTRACTOR's operations shall be confined to the
areas covered in Right-of-way and Easements granted
to the OWNER. Any procedures by the CO~~KACTOR of
any sort beyond the limits indicated shall be the
sole responsibility of the CO~~KACTOR who shall
save the OWNER harmless from any claim for damages
due to trespassing.
CONTRACTOR shall inspect the Project site prior to
performing the Work and notify the ENGINEER in
writin9 if there is any damage, injury, or loss to
the C1ty's Under9round Facilities, such as
manholes, catch bas1ns, gate valve boxes, curb stop
boxes, hydrants and existing sewer lines. Failure
to report deficiencies in writing, and have such
deficiencies acknowledged in writing by the
ENGINEER, will be cause for any required repairs
and/or cleaning to be charged to COh~KACTOR.
All property owners whose fences, mail boxes, or
similar private property extend in the area where
the construction Work occurs, shall be notified one
week in advance of the commencement of the
CONTRACTOR'S construction Work. The notification

shall be made by the COh'.1'MCTOR. The COh~MCTOR
will be required to remove the fence and/or mail
boxes and will relocate the mail boxes
temporarily at a location agreed to by the ENGINEER
and the u.s. Post Office. Themail boxes shall be
replaced to their original location as soon as is
practicable. The CONTRACTOR will be required to
replace any private fence which he may have to
remove from public property, providing it
interferes with his construction operations. The
fence shall be replaced at the property line or as
directed by the ENGINEER. An~ removal, relocation
and replacement shall be cons1dered incidental to
the contract unless so allowed in the Proposal.
Trees and paved surfaces not designated by the
ENGINEER for removal shall be protected and saved
from damage during construction. Should any damage
happen to occur to the trunks and branches of trees
along the pro~ect, the damage shall be treated in
accordance w1th nursery-a~proved methods. Any
broken branches shall be tr1mmed as per ENGINEER'S
direction. All bruise and cut wounds shall be
treated with asphalt base tree paint.
Restricted Use of the Street by Traffic. The
CONTRACTOR shall notify the City of Prior Lake
Police and Fire Departments prior to commencing
construction that will restrict traffic on a
traveled roadway and shall again notify upon
reopening the roadway to traffic.

SP-14.11 Final Inspection. After the ENGINEER is notified
by the CONTRACTOR that the Work is ready for final
inspection, the ENGINEER and his assistants shall
inspect the Work and assemble a punch list stating
any needed corrections or additions which are
necessary to make the Work fully acceptable to the
OWNER. After notification by the CO~~AACTOR that
all corrections or additions have been com~leted,
the ENGINEER and his assistants shall re-1nspect
the Work. If the re-inspection reveals that the
corrections or additions have not been made, or
have not been made properly, making necessary
additional inspections and assembly of punch lists,
the OWNER shall be entitled to recover as damages
and may deduct the unpaid part of the contract and
the cost of the ENGINEER and his assistants while
engaged in the additional inspections assembly of
punch lists.
SP-14.13 Final Payment and Acceptanc~
Final ~ayment will be made upon completion of all the
Work l1sted in the Bid Proposal.

SECTION 01011
LOCATION AND DESCRIPTION OF THE WORK,
1. THE GENERAL CONDITIONS, SUPPLEMENTARY CONDITIONS AND SPECIAL
PROVISIONS apply to 'this and every section of the
Specifications.
2. SCOPE. Under this section of the Specifications the Work
contemplated consists of furnishing all labor, Materials,
skills and facilities required to:
A. Prepare the subgrade on Main Avenue for the placement of
the 4" depth of aggregate base for the bituminous
trail. Place the aggregate base and then place the 2
1/2 inch bituminous pavement mat for the trail.
B. Prepare the surface of the existing aggregate base on
the park entrances as shown on the attached location
maps. Place the 2 1/2 inch bituminous pavement mat for
the park entrances which vary in widths from 6' to 10'.

of Prior Lake, Minnesota.

SECTION 01025
MEASUREMENT AND PAYMENT
1. THE GENERAL CONDITIONS, SUPPLEMENTARY CONDITIONS AND SPECIAL
PROVISIONS apply to this and every section of the
Specifications.
2. SCOPE. This section covers method of measurement and payment
for the Items of Work under this contract.
3. GENERAL. The Bid Proposal shall cover all Work shown on the
contract Drawings and/or required by the Specifications. All
costs in connection with the Work including furnishing of all
Materials, providing all construction plant and equipment,
and performing all necessary labor, coordination,

3. 01 CONS'~'.KUCTION. This Work shall consist of shaping and
compacting the trail subgrade to the required grade and
cross section as directed by the Engineer. The trails
within the Base Bid have been rough graded by the Parks
Department. The required grade shall consist of a
smooth subgrade surface with uniform tangent grades and
uniform parabolic vertical curves for the trail's
profile.
The required cross section for the trails shall include
grading of cross slopes for horizontal curves, for
drainage at low or high points on vertical curves or to
fit the existing topography as determined by the
Engineer. The subgrade preparation Work shall be
accepted by the ENGINEER prior to placing aggregate
base.
The Contractor shall scarify, dry the material or apply
water as may be necessary to obtain the required density
and stability. The "required density" shall be ordinary
compaction (Visual Ins~ection) Method as per MnDOT
2105.3F2 where the mater1al is compacted until there is
no evidence of further consolidation. The "required
stability" shall be such that when any material for base
or surface courses is deposited on the subgrade, no
rutting or displacement of the subgrade will occur.

If any area of the trail is too unstable for aggregate
base and bituminous pavement placement, the CONTRACTOR
shall notify the ENGINEER immediately of its condition.
The unstable area shall then be corrected by City
Maintenance workers or by the CONTRACTOR as extra Work
as determined by the ENGINEER.
Excess material from subgrade preparation Work, if any,
shall be disposed of as directed by the ENGINEER at no
additional compensation.

PART 3 - EXECUTION
3.01 The bituminous mix may be designed using either MnDOT
2331.3E2a or CONTRACTOR 2331.3E2b trial mix designs.
The proposed Job Mix Formula for each type of
bituminous mixture specified shall be MnDOT approved
prior to placement of mixture and shall be submitted to
the ENGINEER, five working days prior to placement for
approval.
Mixture evaluation will be based on the trial mix tests
and the corresponding requirements listed in Table
2331-1 in the Supplemental specifications.
3.02 COMPACTION REQUIREMENTS
A pneumatic tired roller shall be available for
compaction operations within 24 hours after request by
the Engineer.
If the compaction shall be obtained by the Ordinary
Compaction Method, the minimum laydown temperature (as
measured behind the paver or spreading machine) of the
bituminous mixture shall be in accordance with the
temperature requirements specified herein:

The Engineer may modify (in writing) the m1n1mum laydown
temperature and specify additional rollers or roller
when, in his opinion, weather, roadbed, placement,
mixture and/or equipment conditions warrant change.
The bituminous mixture shall be placed on the compacted
aggregate base as indicated in the Plans so as to give
the required thickness. Compaction shall be the
Ordinary Compaction Method where each course is
uniformly com~acted until there is no further evidence
of consolidat10n and all roller marks are eliminated and
as deemed satisfactory by the ENGINEER.
3.03 THICKNESS AND SURFACE REQUIREMENTS,
The bituminous mixture may be placed with a
self-propelled paver or by truck tail gate paver or by
manual means if acceptable results per the
specifications can be obtained as determined by the
ENGINEER. If acceptable results are not being obtained
with the truck tail gate paver or by manual methods, the
Engineer can require that the self propelled track paver
be utilized at no additional compensation to the
CONTRACTOR. Placement of bituminous mixture by manual
means may be necessary in some areas as determined by
the Engineer.

beyond the 11m1ts indicated shall be the sole
responsibility of the CONTRACTOR who shall save the
OWNER harmless from any claim for damages due to
trespassing.
All property owners whose fences, mail boxes, or similar
private ~roperty extend in the area where the
construct10n Work occurs, shall be notified one week in
advance of the commencement of the CONTRACTOR'S
construction Work. The notification shall be made by
the COh'J:'.t<ACTOR. The CONTRACTOR will be required to
remove the fence and/or mail boxes and will relocate the
mail boxes temporarily at a location agreed to by the
ENGINEER and/or the U.S. Post Office. The mail boxes
shall be replaced to their original location as soon as
is practicable.
The CONTRACTOR will be required to replace any private
fence which he maf have to remove from public property,
providing it 1nterferes with his construction
o~erations. The fence shall be replaced at the property
11ne or as directed by the ENGINEER. Any removal,
relocation and replacement shall be considered
incidental to the Contract Price unless so allowed in
the Bid Proposal.
Trees and paved surfaces not designated by the ENGINEER
for removal shall be protected and saved from damage

and any other structures, pi~es, etc., above or
below ground which might 1nterfere with Work
proposed in the quote proposal. COh'.1MCTOR shall
have full responsibility in the safetI and
protection of Underground Facilities as prov ded in
paragraph 6.20 of the Standard General Conditions
and repair any damage resulting from the Work until
the ENGlh~ has issued a notice of acceptance in
accordance with paragraph 14.13 of the Standard
General Conditions and Special Provisions. It will
also be the COh.1'MCTOR'S responsibility to contact
the gas, cable T.V., telephone and power companies,
and obtain the locations of all ~as mains, house
connections and underground condu1ts. The existing
utility locations shown on the Drawings do not
guarantee the locations, existence, or
non-existence of these utilities. It is the

locations from the utility compan es. It shall be
understood that no additional compensation shall be

the OWNER and the ENGINEER against liability,
claims and lawsuits of any kind, arising directly

agents, Suppliers, employees or Subcontractors in
the course of the Work.
The CO~~KACTOR shall not commence Work under this
contract until he has obtained all insurance
required herein and such insurance has been
approved by the OWNER. All such insurance
contracts shall be maintained throughout the 'life
of this contract and shall be evidenced by
carrier's certificates filed with the ENGINEER.
The CONTRACTOR shall not allow any Subcontractor to
commence Work on his subcontract until such
SUbcontractor has obtained satisfactory insurance
coverage as to compensation, public liability,
property damage and automobile insurance.
SP-5.3.1 Compensation Insurance. The CO~~.t<ACTOR shall
aaintain such insurance as will protect him from
claims under workmen's compensation acts, and from
any other claims for damages for personal injury,
includin9 death, which may arise from operations
under th1S contract, whether such operations be by
himself or by any Subcontractor or anyone directly
or indirectly employed by either of them.
SP-5.3.7 Automobile Insurance. The CONTRACTOR shall take out
and maintain during the life of the contract,
Comprehensive Automobile Public Liability Insurance
on all automotive equipment owned, rented or
borrowed by CONTRACTOR or any Subcontractor with
respect to the Work, in the minimum amount of
$500,000.00 for injuries including accidental death

all Work incorporated in the Project and all
Materials for same on or about the premises. The
OWNER, ENGINEER, CO~'J.J:<ACTOR and all Subcontractors
shall be named as co-insured as their respective
interests may appear. Use the "Complete Value"
form.
The fire insurance need not be furnished provided
the CONTRACTOR does not ask for payments of
Material stored on the site. If the CONTRACTOR
expects to receive payment for Material stored on
the site, then he must carry fire insurance and
extended coverage in the amount of 60% of the
contract in order that insurance protection will be
provided against vandalism and malicious mischief.

Specifications shall be paid for by the OWNER
except that retesting of original test failures to

Maintenance Durinq Construction. The CONTRACTOR
shall notify the pro~erty owner before any driveway
is blocked and prov1de sufficient time to move
their vehicles. No driveway shall be blocked for
more than 24 hours without written authorization of
the ENGINEER.
Safety and Protection.
Protection and Restoration of Property. The
CONTRACTOR's o~erations shall be confined to the
areas covered 1n Right-of-way and Easements granted
to the OWNER. Any procedures by the CO~J..KACTOR of
any sort beyond the limits indicated shall be the
sole responsibility of the COh~~CTOR who shall
save the OWNER harmless from any claim for damages
due to trespassing.
COh~AACTOR shall inspect the Project site prior to
performing the Work and notify the ENGINEER in
writin~ if there is any damage, injury, or loss to
the C1ty's Under~round Facilities, such as
manholes, catch bas1ns, gate valve boxes, curb stop
boxes, hydrants and existing sewer lines. Failure
to report deficiencies in writing, and have such
deficiencies acknowledged in writing by the
ENGINEER, will be cause for any required repairs
and/or cleaning to be charged to COh~.t<ACTOR.
All property owners whose fences, mail boxes, or
similar private property extend in the area where
the construction Work occurs, shall be notified one
week in advance of the commencement of the

compacting the trail subgrade to the required grade and
cross section as directed by the Engineer. The trails
within the Base Bid have been rough graded by the Parks
Depa4L.ent. The required grade shall consist of a
smooth subqrade surface with uniform tangent grades and
uniform parabolic vertical curves for the trail's
profile.
The required cross section for the trails shall include
grading of cross slopes for horizontal curves, for
drainage at low or high points on vertical curves or to
fit the existing topography as determined by the
Engineer. The subgrade preparation Work shall be
accepted by the ENGINEER prior to placing aggregate
base.
The Contractor shall scarify, dry the material or ap~ly
water as may be necessary to obtain the required dens1ty
and stability. The "required density" shall be ordinary
compaction (Visual Ins~ection) Method as per MnDOT
2105.3F2 where the mater1al is compacted until there is
no evidence of further consolidation. The "required
stability" shall be such that when any material for base
or surface courses is deposited on the subgrade, no
rutting or displacement of the subgrade will occur.

If any area of the trail is too unstable for aggregate
base and bituminous pavement placement, the CONTRACTOR
shall notify the ENGINEER immediately of its condition.
The unstable area shall then be corrected by City
Maintenance workers or by the CONTRACTOR as extra Work
as determined by the ENGINEER.
Excess material from subgrade preparation Work, if any,
shall be disposed of as directed by the ENGINEER at no
additional compensation.

The ~roposed Job Mix Formula for each type of
bitum1nous mixture specified shall be MnDOT approved
prior to placement of mixture and shall be submitted to
the ENGINEER, five working days prior to placement for
approval.
Mixture evaluation will be based on the trial mix tests
and the corresponding requirements listed in Table
2331-1 in the Supplemental Specifications.
3.02 COMPACTION REQUIREMENTS
A pneumatic tired roller shall be available _ for
compaction operations within 24 hours after request by
the Engineer.
If the compaction shall be obtained by the Ordinary
Compaction Method, the minimum laydown tem~rature (as

bituminous mixture shall be in accordance with the

The Engineer may modify (in writing) .the minimum laydown
temperature and specify additional rollers or roller
when, in his opinion, weather, roadbed, placement,
mixture and/or equipment conditions warrant change.
The bituminous mixture shall be placed on the compacted
aggregate base as indicated in the Plans so as to give
the required thickness. Compaction shall be the
Ordinary Compaction Method where each course is
uniformly com~acted until there is no further evidence
of consolidat10n and all roller marks are eliminated and
as deemed satisfactory by the ENGINEER.
3.03 THICKNESS AND SURFACE REQUIREMENTS
The bituminous mixture may be placed with a
self-propelled paver or by truck tail gate paver or by
manual means if acceptable results per the
specifications can be obtained as determined by the
ENGINEER. If acceptable results are not being obtained
with the truck tail gate paver or by manual methods, the
Engineer can require that the self propelled track paver
be utilized at no additional compensation to the
CONTRACTOR. Placement of bituminous mixture by manual
means may be necessary in some areas as determined by
the Engineer.

3.04 CONSTRUCTION JOINTS
Joints shall be thoroughlf compacted producing a neat,
tightly bonded joint meet1ng surface tolerances as per
MnDOT 233l.3K.
PART 3 - EXECUTION
3.01 CONSTRUCTION The bituminous Material shall be an asphalt
cement with an 85-100 penetration range. The asphalt
content shall be determined by a certified trail mix
from the Supplier which is re~resentative of the
aggregate Materials actually used 1n the mix for this
Project. This shall be reported to the ENGINEER prior
to the start of Work.

3.01.PROTECTION AND RESTORATION OF PROPERTY
The COh~KACTOR'S o~erations shall be confined to the
areas covered in R1ght-of-way and Easements granted to
the OWh.e.l(. Anf ~rocedures by the CONTRACTOR of any sort
beyond the l1m1ts indicated shall be the sole
responsibility of the CONTRACTOR who shall save the
OWNER harmless from any claim for damages d~e to
trespassing.
All property owners whose fences, mail boxes, or similar
private ~roperty extend in the area where the
construct1on Work occurs, shall be notified one week in
advance of the commencement of the COh.LdCTOR'S
construction Work. The notification shall be made by
the CONTRACTOR. The COh~~CTOR will be required to
remove the fence and/or mail boxes and will relocate the
mail boxes temporarily at a location agreed to by the
ENGINEER and/or the u.s. Post Office. The mail boxes
shall be re,laced to their original location as soon as
is practicaJle.
The CONTRACTOR will be required to replace any private
fence which he maf have to remove from public property,
providing it 1nterferes with his construction
oierations. The fence shall be replaced at the property
1 ne or as directed by the ENGINEER. Any removal,
relocation and replacement shall be considered
incidental to the Contract Price unless so allowed in
the Bid Proposal.
Trees and paved surfaces not designated by the ENGINEER
for removal shall be protected and saved from damage
during construction. Should any damage happen to occur

the damage shall be treated in accordance with
nursery-approved methods. Any broken 'branches shall be

This letter is to advise you that beginning Monday, June 22, the
City of Prior Lake will begin construction of the five foot wide,
concrete sidewalk along Franklin Trail. This is a project that
has been approved by the Prior Lake City Council as part of the
citywide trail system. The project will be funded by the City at
an estimated cost of $75,000.
The timeframe for this project is as follows:
June 22
July 1
July 6
July 15
August 15
October 1
Begin excavation of sidewalk
Open bids for construction
Take bids to City Council for action
Contractor starts sidewalk installation
Sidewalk construction completed
Restoration completed
The project will start on the west side of Franklin Trail, south
of C.R. 21. It is anticipated that grading on the east side of
Franklin Trail, north of C.R. 21 will not begin until after July
4th.
The most obvious inconvenience to be expected during construction
will be the installation of the concrete sidewalk through the
bituminous driveways. A three day period for the curing of
concrete is needed before vehicles can cross the sidewalk without
damaging the structural integrity of the concrete. During these
three days, the City requests that you park on Franklin Trail or
neighboring streets. Contract specifications require the
contractor to inform residents twenty four (24) hours in advance
when driveway access will be restricted.

trail along Main Avenue (600' in length) and paving existing
aggregate surfaced park entrances to Fish Point Park, Oakland
Beach, and Glendale Avenue's park entrance. The cost of this
work is estimated as follows:

$85,700.00. The Council authorized on July 15, 1991 a $75,000.00
transfer from the General Fund balance for trail improvements. A

this year or obtain additional funds from the Council to do all

On April 22, 1992, Bill Mangan, Al Friedges, and Bruce Loney met
to discuss the project referenced above. Topics discussed
centered on the project limits, financing, Park De~artment's work
versus contractor's work, and construction schedul1ng.
Regarding the ~roject limits, it was decided to include the
sidewalk sect~on from CSAH 44 north to T.H. 13 as an Alternate
Bid Item and to place the sidewalk on the east side of CSAH 44
due to the cost of the right-of-way. The property owners on the
west side should be contacted to see if they would stronglr be in
favor of a sidewalk on their side and willing to prov1de the
necessary easements.
The project work to be done by the Park's Department will be all
the rough grading for sidewalk placement except through
driveways, and all of the restoration work which includes
backfilling and turf establishment. The contractor will do the
concrete walk ~lacement including sand cushion, sawcutting and
removal of dr~veway pavement, sawcutting and removal of concrete
curb and gutter, and concrete curb and gutter placement.
The construction scheduling of the project was discussed and
tentative dates were as follows:
1. May 18 Council Approval of Plans and
Authorization for Advertisement for Bids
2. July 6 Award br Council
3. July 15 All s1dewalk areas graded by Park's
Department ready for sidewalk
4. August 15 All concrete work completed by
Contractor
5. August 15 - 31 Park's Department to complete backfilling
of yards
6. September Park's Department to complete placement
of sod.
It was agreed upon that to install and complete the project in a
timely fashion, as it is important to minimize the construction
inconvenience to the residents.

Traffic Signal Project
CSAH 21' & CSAH 39
Dear Ron:
As discussed in our February 18, 1992 phone conversation,
the following are the concerns from the preliminary plan
review and meeting:
1) Traffic turning movement counts
Scott County will provide these counts to OSM in the
near future.
2) Intersection lighting, 2-250 watt VB. 4-200 watt
Scott County historically uses a 2-light system in this
type of intersection.
OSM will send the County lighting patterns overlayed
with the intersection showing the need for the four
light system.
3) Opticon wiring
Scott County would require a prior agreement between
the County and the Cities (Prior Lake, Savage,
Shakopee). The Cities are currently considering this
issue.
The cost for opticon wiring would be the obligation of
the cities.

4) Speed advisory on CSAH 39 due to vertical alignment
Scott County will take care of this item.
5) Signal design speed
A 1991 speed zoning study-shows 50 MPH, as is currently
posted.
Design for 50 MPH
6) Pedestrian ramps
Scott County and the city of Prior Lake will discuss
this issue as it relates to the proposed CSAH 39
sidewalk to be installed to determine where pedestrian
ramp placement 1's most appropriate.
Pedestrian ramps will be required and should be shown
on your plan. However, these may be part of the city
of Prior Lake's sidewalk project.
7) Controller location
Scott County has no problem moving. the controller
further north as proposed by OSM.
8) Signing detail
A signing detail is required in the plans.

9) Existing lighting
OSM should determine if any existing light poles need

Gentlemen:
This letter is being sent to you in reference to the proposed "Bike/
Walking Path" proposed for the east side of Franklin Trail.
We just purchased this home in August of this year and surprised when the
neighbor came to call explaining the proposal (we did not receive a letter)
much to our dismay. We did attend the meeting on October 7 and had some of
our questions answered and a good many of them not.
Why was this planned for the east side of Franklin Trail when there are
many more single family homes on this side of street, all of them with the
front yards facing the street, all the fire hydrants are on this side along
with the electrical boxes.
Childrens safety was an issue that was brought up. If it is to be on the
east side everyone will have to cross the street to get to the park. If it
is to be an 8 foot wide asphalt path the snowmobilers will use it in the
winter which I do not consider safe. If we have any accumulation of snow
it will make the path a good spot for kids to play, sliding down the hills
into the street.
Has there been an alternate route even discussed? What is wrong with the
path going along highway 13? As far as traffic goes it is probably safer
to walk along 13 than Franklin Trail. Come and sit on a side street some
evening and watch the flow of traffic and the speed and safe driving habits
they use.
We will be attending the next city council meeting and hope you will give
us some of your time to address these questions and any others the
residents may have.
