HomeMy WebLinkAbout120893 Public HearingMINUTES OF THE crrY COUNCIL PUBUC HEARING WEDNEgDAY, DECEMBER 8,1983 8:00 p.m. . , , CALL TO ORDER - Mayor Andren called the Public Hearing of the Common Council to order on Wednesday, December 8, 1993 at 8:30 p.m. in the City Council Chambers. Present were: Ma~'or Andren, Councilmernbers Fitzgerald, Kedrowski and White, City Manager Boyles, Planning Director Graser, Parks and Recreation Director Mangan, Building Inspector Staber, Planning Director Graser, Finance Director Teschner, Lieutenant Schmidt and Recording Secretary Bimh. PLEDGE OF ALLEGIANCE - Mayor Andren led the Pledge of Allegiance and welcomed everyone to the meeting. PUBUC HEARING ON THE PROPOSED 1994 BUDGET - Mayor Andren explained that the procedure for the meeting would be that the proposed 1994 Budget would be presented by the City Manager, then the meeting would be opened for public comment. City Manager Boyles then presented several overheads consisting of a several charts and graphs and explained details of the 1994 Estimated Property Tax Increase. Mayor Andren then opened the meeting for public discussion. The following residents addressed the Council: David WatzI - 15608 Red Oaks Road, expressed concern over the increased valuation of his home, the condition of the lake water and the proposed tax increase. Mr. WatzI also inquired into the cost of Fire and Rescue Calls to Mystic Lake. Mayor Andren explained that the City is being reimbursed for those calls and that the City and the Dakota Community have a Fee In Lieu of Taxes Agreement. John Champaine - 3191 Buttemut Cimle - inquired into the expected growth population for Prior Lake in the future. He also expressed interest in seeing a comparison between the 1993 and the proposed 1994 Budget and inquired as to the proposed increase in staff and suggested Council consider freezing salaries. Rick Renslow- 15616 Freemont Avenue N.W., expressed concern regarding the proposed increase. Mr. Roy inquired as o whether the city had ever considered contracting services out to private industry. Nick Nichols - 6597 Harbor Beach, was concemed over the increase in valuation of his property, the percent of increased taxes, retirement period of the City's bonds and suggested that the trail system be postponed. Council were encouraged to be more fiscally responsible. Wayne Mofey- 14524 Glendale Ave- unhappy with local govemment and encouraged the Council to do a better job running the City. Oliver Kaldahl- 6500 Glasgow Trail, complimented Public Works maintenance for repair work and quick response time of the Police, but was concerned over the proposed increase in taxes and wanted to know what he was receiving for his taxes? Bob Eastling - 5171 Hope Street - expressed concem over the proposed increase in city and property taxes and requested that a copy of all the transparancies be distributed to the audience. Mr. Eastling encouraged staff to use cost control and building utilization. Ken Johnson - 6590 Harbor Beach Trail - expressed concern over the rising cost of taxes, and encouraged staff to distribute more information on the budget. Allie Hafez 5983 Harbor Place - was concemed over the rapid rise of taxes in general and encouraged staff to defer improvements and show more restraint for 1995. Mannie Russo - 5384 160th Street SE - Discussed his role in the community, proposed construction and the proposed tax increase, salary freeze, utilization of present buildings and reduction of costs. John Ellis - 6594 Harbor Beach - was concemed over the valuation of his property, the proposed tax increase and urged Council to use restraint in future decisions. -2- Prior Lake City Coundl Minutes December 8, 1993 City Manager Boyles read a letter Martha Bonneau - who expressed concem over the proposed budget increase and requested that the letter be placed in the record since she was unable to attend the meeting. There being no further public comment Council discussed the many comments they had heard. Mayor Andren stated that she appreciated everyone's comrna~ts and that every effort will be made by Council to trim the budget as much as possible. Council concurred that the budget hearing Should be adjourned until time certain (Wednesday, December 15 at 8:00 p.m. MOTION BY KEDROWSKI, SECONDED BY FITZGERALD TO CONTINUE THE PUBMC HEARING ON THE PROPOSED BUDGET TO WEDNESDAY, DECEMBER 15, 1993. Upon a vote taken, ayes by Andren, Fitzgerald, Kedrowski, Scott and White, the motion passed unanimously.
