CALL TO ORDER - Mayor Andren called the public hearing to order on Wednesday, December 15, 1993 at 8:00 p.m. in the City Council Chambers. Present were: Mayor Andren, Councilmembers, Fitzgerald, Kedrowski, Scott and White, City Manager Boyles, Public Works Director Anderson, Finance Director Teschner, Parks and Recreation Director Mangan, Police Chief Powell City and Recording Secretary Birch. PLEDGE OF ALLEGIANCE - Mayor Andren led the Pledge of Allegiance and welcomed everyone to the meeting. PUBLIC HEARING (Continuation) of the proposed General Operating Budget for 1994 - Mayor Andren reviewed the process from the public hearing on December 8, and discussed some of the comments received from the residents. City Manager Boyles discussed the debt portion of the budget of which the City has no control. Discussion occurred regarding the recommended budget cuts to reduce the the operating levy. Extensive discussion occurred regarding the watershed District contribution for eurasian milfoil control, miscellaneous conference expense, experiment on longer retention of police cars. Council directed a total reduction of $64,605.00 in the budget for a 3% decrease resulting in an operating levy increase of 5.47% - with a net tax saving $15.01 as opposed to $32. Mayor Andren entered a letter into the record from Donna Bradley, who expressed concern over the tax increase. Further discussion occurred regarding various cost saving measures. MOTION BY FITZGERALD, SECONDED BY SCO'l-r, TO APPROVE THE 1994 BUDGET DOCUMENT AS AMENDED BY THE CITY MANAGER'S RECOMMENDATION TO REDUCE THE BUDGET BY $64,605.00 AND DIRECTED STAFF TO IMPLEMENT RECOMMENDATIONS WITHIN THE CONTEXT OF THE BUDGET FOR ADOPTION ON DECEMBER 20, 1994. Staff will correct the amountand incorporate into a revised resolution. MOTION BY KEDROWSKI, SECONDED BY SCOTT TO ADJOURN THE MEETING.
