Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT May 17, 2004 l\* :~ank Boyles, City Manag~tjY CONSIDER APPROVAL OF THE COUNTY ASSESSOR'S REPORT FROM THE MAY 3,2004 BOARD OF APPEALS AND EQUALIZATION HEARING. Historv: On May 3, 2004, the City Council conducted a public hearing sitting as the Board of Appeals and Equalization. The County Assessors attended the hearing as a resource. At the conclusion of the testimony, the public hearing was closed and the County Assessor's office was directed to prepare reports on each property for which an appeal had been made. Current Circumstances: The attached report has been submitted by Scott County Assessor Leroy Arnoldi. The reports were made after visiting properties where possible. Based upon the visits and a review of the data, the County Assessor recommends that four of the values remain as originally proposed, and one value be reduced by $21,700 or 80/0. Conclusion: The City Council should consider whether it wishes to receive any additional information from the County Assessor. If not, action would be appropriate to affirm the Assessor's valuations. ALTERNATIVES: (1) The City Council may affirm, raise, or lower the appealed valuations. (2) The Council should affirm all other 2004 valuations. RECOMMENDED MOTION: Alternatives (1) and (2). ARNOLDI, County Assessor May 11,2004 PRIOR LAKE BOARD OF APPEAL AND EQUALIZATION Enclosed please find information relative to the citizens that appeared at the above captioned meeting on May 3,2004. Attempts were made to contact all parties and staff appraiser Gary Nagel was successful with the exception of Evelyn Morehouse and James Weninger. Telephone messages were left with the two parties but the calls were not returned. The only recommended change is to the David Strobel property at 5840 Cardinal Ridge Trail SE, in which the value was revised to reflect the lack of finish on the lower level. All parties still have the right to further appeal at the Scott County Board of Appeal and Equalization, which will be held at the Scott County Government Center on June 15,2004 at 9 a.m. Respectfully submitted, Leroy T.
