CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE
OF A Y2-TON 4x4 PICKUP TRUCK AND APPURTENANT EQUIPMENT FOR
THE FIRE DEPARTMENT.
Historv: For several years, the City has supplied a marked vehicle to the Fire
Chief and each of the two Assistant Chiefs. The vehicles are supplied to the
Chiefs because it is critical that one or more of them responds to all emergency
fire calls. Being first to the scene, they are responsible for determining the
number and type of manpower and equipment needed at the scene. In the past,
the vehicles supplied to the Fire Department have been former squad cars that
are no longer suitable for patrol. However, because of the mileage and age of
these types of vehicles, they are, likewise, not suitable for the demands of the
Fire Department. Fire Chief and Assistant vehicles are now replaced with new
vehicles.
Current Circumstances: Beginning last year, the City Council as a policy
determination began to include new vehicles in the Capital Improvement Program
for this purpose. It is estimated that the new vehicles will have a 10 year useful
life. Last year, the Council approved the purchase of a 2003 Ford Expedition for
the Fire Chief. The 2005 CIP contains $28,840 for the acquisition of a ~-tn 4x4
pickup truck for an assistant chief. The third and final vehicle is contained in the
2005 CIP.
This equipment is not bid as part of the State of Minnesota Cooperative Bid
program. Therefore, we have solicited quotes for a 2004 F150 Supercrew cab
4x4 pickup truck from the following vendors:

To equip this new vehicle includes the addition of visibar, radio, graphics. The
estimated cost for this equipment is expected to be less than $4500.
We could continue to use former squad cars as we have in the past. The old
squad cars are not dependable and require considerable maintenance. The old
vehicles are worn as well - meaning their performance for emergency driving is
less than ideal. The vehicle to be replaced in this case is a 1996 Chevrolet
Caprice with 105,000 miles.

The switch to trucks, while somewhat more expensive than cars, assist the
department in numerous ways. The pickups have carrying capacity so that in
addition to moving equipment around, they may be outfitted as grass rigs.
Because of their 4-wheel drive capability, the vehicles are more capable of
operation in all weather conditions. Finally, the high clearance allows for oft-road
operation for calls which might warrant such action.
FINANCIAL
IMPACT:
The total not to exceed expenditures of $29,699 exceed the budgeted amount of
$28,840 by $859. The Finance Director advises that the Equipment Fund has the
capacity to withstand this over-expenditure.
ALTERNATIVES: (1) Approve the resolution authorizing the acquisition as proposed.
(2) Take no action and provide staff with direction.
RECOMMENDED
MOTION:
Alternative (1). Motion and Second to approve Resolution 04-XX authorizing the
purchase.

WHEREAS, the Fire Chief and two Assistant Fire Chiefs respond to nearly all fire calls in the City of
Prior Lake and its surrounding area; and
WHEREAS, the City Council desires to supply vehicles which are dependable and useable in all
weather conditions; and
WHEREAS, a total of $28,840 has been identified in the 2005-2009 Capital Improvement Program for
the acquisition of a l'2-ton 4x4 pickup truck for the Fire department; and
WHEREAS, quotes have been solicited for a 2005 F150 Supercrew cab 4x4 pickup truck as follows:

Whereas, the quote of New Prague Ford Mercury is the lowest responsive and responsible quote.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. The City Manager is authorized to purchase one l'2-ton Supercrew cab 4x4 pickup truck at an
amount not to exceed $25,199.
3. The amount not to exceed $4500 is authorized for the purchase of a radio, visibar and graphics.
4. All funds for this acquisition are to be drawn from the Equipment Fund.
5. The staff is authorized to dispose of one 1996 Chevrolet Caprice with 105,000 miles.
