AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ENTERING INTO A PROFES-
SIONAL SERVICES CONTRACT WITH SHORT ELLIOT HENDRICKSON FOR
THE 150T" STREET / TH 13 IMPROVEMENT PROJECT
DISCUSSION: Introduction
The purpose of this agenda item is to consider approval of a resolution to allow a
consultant to review and update the findings of a feasibility study for 150th Street
and TH 13.
His tOry
In response to concerns regarding safety at the TH 13/150'h Street Intersection the
Cities of Prior Lake and Savage initiated a joint intersection improvement study in
2007 with the final report date of February 12, 2010. This study area includes TH
13 between 152"d Street and Rustic Road.
The original study's Intersection Control Evaluation (ICE) Report had the following
findings:
• Future traffic demands did not result in operating conditions that warrant
full access traffic control at 150th Street (Traffic Signal or Roundabout)
• Potential geometric solutions considered to improve operating conditions
as a full access intersection would result in serious right of way impacts on
adjacent developed parcels. These include:
a) Skewed alignment of TH 13 and 150'h Street
b) Small separation distance between TH 13 and Cates Lake Drive on
east side.
c) Grade/elevation differentials between TH 13 and 150th Street to the
East.
d) Developed parcels along Cates Lake Drive and 150th Street (residential
and church parcels)
• The study considered the nature of the existing safety issues, future traffic
demands, alternative traffic pattern and the high cost of and impact of im-
plementing any full access management and safety improvement solution.
As such the following recommendations were made:
a) TH 13 should be planned with median separation between the north-
bound and southbound lanes. This median would eliminate existing
safety concern related to southbound left turn movements from TH 13
to Zinran Avenue.
b) The median should be extended through the 150th Street intersection to
restrict the lower demand left turn and crossing movements.
c) The higher demand southbound left turn movement with displaced left
turn movements from Zinran Ave would be served by a channelized
southbound left turn lane at 150th Street.
d) Right in / Right out movements would be allowed to and from TH 13 /
150th Street and also at Oakland Beach and Zinran.
e) The direct access to TH 13 from Glascow Trail would be realigned to
join 150th Street west of TH 13.
Once the study was complete, each agency began programming the project in
their respective Capital Improvement Plans. Ultimately each agency settled on
2015 for construction.
In August, a neighborhood meeting was held in conjunction with the TH13 access
study. Considerable feedback was offered from residents whose homes access
TH13 from Rustic and similarly situated roads. Their primary concerns were di-
rected at preliminary conclusions which indicated that in order to go northbound
they would have to go south first and make a u-turn to go northbound. Other con-
cerns regarding the access changes were also shared. The council and staff
agreed that this issue would be most appropriately examined as part of the next
phase of the 150'h Street project. Our project partner, Savage, concurs.
Current Circumstances
This is a complicated project since it involves work on a MNDOT Highway, prop-
erty acquisition, and cooperative agreement funding. As such, the design process
will begin earlier than we would for a local street project.
To begin the design process, the City of Prior Lake and Savage would like to con-
firm that the current design is still the most appropriate. A number of things have
changed in the study area since the original study was completed:
1. Construction of Aspen Academy Charter School at the intersection of
Zinran and TH 13.
2. Residential Development along 150th Street just east of TH 13 adding addi-
tional traffic.
3. Increase in traffic to the High School.
These changes may have an effect the design recommendation.
The City has asked Short Elliot Hendrickson (SEH) for a work plan proposal to up-
date the feasibility study. SEH was the consultant which performed the work on
the original feasibility study. Because of their knowledge of the project, the price
and timeline to complete the update will be less than using another consultant.
SEH has provided the attached work plan for this update. The tasks and dollar
amounts suggested in the work plan appear to be appropriate for the work in-
volved. The work plan does include a public participation element to gather more
information, educate the public, and build consensus.
Conclusion
It is important to confirm the design for the project still meets the needs of the re-
gion. City Staff believe that the costs proposed by SEH are appropriate and a pro-
fessional services contract should be initiated for this work.

ISSUES: During the open house for the TH 13 Access Management Study held on August
15, 2013, a number of residents from both the City of Savage and the City of Prior
Lake expressed concerns over the proposed design of the 150th Street and TH 13
project. Residents of the Rustic Road neighborhood also expressed concerns over
the access changes suggested for Rustic Road as a part of the study.
FINANCIAL The Cities of Prior Lake and Savage will evenly split the cost for the update to the
IMPACT: feasibility study. At the conclusion of the study update, a separate survey and de-
sign proposal will be brought forward for approval.
The total cost of the project is estimated as $4.26 Million with City of Prior Lake
contribution estimated at $1.56 Million. The City of Prior Lake coordinated Capital
Improvement Plans with the City of Savage and MNDOT for completion of the pro-
ject in 2015. Each agency has significant financial investment into this project. In
2013, MNDOT approved a Cooperative Agreement application for this project
which will bring an additional $660,000 toward the project. This contribution will
reduce the Cities of Prior Lake and Savage financial contributions.
ALTERNATIVES: 1. Approve Resolution entering into a professional services contract with Short EI-
liot Hendrickson for the 150th Street and TH 13 Improvement Project.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item until some date in the future.
RECOMMENDED Staff recommends alternative #1.

RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S
STANDARDIZED PROFESSIONAL SERVICES CONTRACT FOR 150T" STREET AND HIGHWAY 13 STUDY

WHEREAS, The 2014-2018 Capital Improvement Program identifies improvement of 150th Street
and Highway 13 in 2015; and
WHEREAS, The City of Savage and MNDOT have also programmed the 150th Street and Highway
13 project into their capital improvement plans for construction in 2015; and
WHEREAS, Safety at this intersection is a high priority for both Cities; and,
WHEREAS, Short Elliot Hendrickson completed the original feasibility study dated February 12,
2010. The cost of the study was split by the Cities of Savage and Prior Lake; and
WHEREAS, Based on input from the public and due to changes in the area, an update of this study
is necessary to determine if the preliminary design remains to be the best long term
choice; and
WHEREAS, Short Elliot Hendrickson has provided a work plan for completion of an update to the
study.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Short Elliot Hendrickson is hereby authorized to update the study as identified in the work plan dated
January 6, 2014 for a cost of $54,819.00.
3. Short Elliot Hendrickson is authorized to proceed with the feasibility study update for the 150� Street
and Highway 13 Improvement Project.
4. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services
Agreement with Short Elliot Hendrickson on behalf of the City.
5. Funding for these engineering services will be drawn from the Construction Fund Accounts #501-
48385-505.

Thanks for the opportunity to provideprofessional seiwices to the City of Prior Lake (City) related to the
preliminary design of safety improvements on TH 13 at 150'� Street. Short Elliott Hendzickson Inc.
(SEH) wilI provide seivices to assist the City in #he development o� concept alternatives, public
involvement, agency coordination, and alternatives evaluatian leading ta an agency approved prelimina�y
� design.
In 2013, the Cities of Prior Lake and Savage and MnDOT engaged in an access management study of TH
13 that acknowledged the 2Q101ayout fo"r the 150�` Stxeet intersection and also extended the conversation
x•elated to access management fireatments at adjacent intersections along TH 13 (i.e. Rustic Road to fhe
north and 152" Sheet/Green Oaks Trail to the south). Public reaction to the potential future access
restrictions in �he corridor called into question recommendations of the 2014 study for 150`� Street.
Therefore, re-engagement of the 150 Street design will need to address access conditions at adjaeent
intersectians. C}f specific concea•n are movements frorn local streets ruest of TH 13 to northbound TH 13.
SEH proposes to assist the City to acfiieve these primary objectives:
• Re-evaluate the fmdings of the 20I0 study based upon updated tr�c and crash data and provide
aza updated Intersection Control Evaivation repoit
• Prepare a concept plan tliat incorporates safety treatments at 15U�' Street, Zinran Avenue and
Oakland Beach Road, Rustic Road,152" Street and Green Oaks Road that addresses concems
related to modified travel patterns (i.e. eonsiders U-turn opportanities for right-in/i•ight out
movsments, or other fi•eatments ta be determined)
• Assist with public outreach to develop informed consent on a recommended concept
• Prepara a geometric layout for the safety treatments to be included in the 2015 project
• Facilitate approval of the layout by Mnll�T and provide technical suppoi•C to City staff to gaiti
council approval in both cities.
Enclosed is a detailed work plan aud fee estimate to provide these services to the City. SEH proposes to
be compensated for the scope o£services prapased in the work p1an based actual work hours plus direct
expenses.
SEI-� understands that this project is funded for consttvction in FY 2015, so it is important that agency
consensus and public understanding of �1ie p�•eferred altei�native be achieved early in 2014. Following is a
draft schedule depicting the tirneline and process envisioned for this study. We will work with you to
refine this schedule as we engage in the st�idy pxocess.
