MN 55372 '�jNtv�SO� CITY COUNCIL AGENDA REPORT MEETING DATE: January 13, 2015 AGENDA #: 5H PREPARED BY: Frank Boyles, City Manager PRESENTED BY: Frank Boyles AGENDA ITEM: CONSIDER APPROVAL OF RESOLUTIONS APPOINTING PERSONS TO SERVE ON CITY ADVISORY COMMITTEES DISCUSSION: Introduction The purpose of this agenda item is to request consideration of adopting resolu- tions making appointments to the Parks Advisory Committee and Lakes Advi- sory Committee. Hi StON The City Council's various advisory committees operate in accordance with adopted bylaws. The bylaws provide that committee members may serve three year consecutive terms subject to nine-year term limits. In November 2013 the Council made appointments to various advisory committees. Following appointments, the Lakes Advisory Committee was at four members and staff was directed to solicit candidates for appointment to that committee to increase the membership to at least five members as provided for in bylaws. Also following appointments, staff learned that Kendall Larson was interested in serving on the PAC for another term but due to miscommunications that in- terest was not relayed in time for the November appointments. Current Circumstances An application was received from Dan Shower for the Lakes Advisory Commit- tee vacancy and an interview is scheduled with him for Friday, January 10, 2014. Shower is currently serving as a member of Traffic Safety Advisory Committee which, in the past, has met on an as-needed basis (new bylaws propose, at minimum, quarterly meetings). If the interview committee deter- mines it will recommend him for appointment; his application materials and proposed resolution will be added to the Dropbox agenda materials for Council review. His appointment will bring the LAC membership to five. The PAC interview committee met with Kendall Larson on Monday, January 6, 2014. His re-appointment to the PAC is recommended; and it is further rec- ommended that the appointment be considered to be effective November 1, 2013 as though no break in services occurred. His appointment will bring the PAC membership to six. Conclusion The Council should determine if it concurs with the recommendations of its in- terview teams. ISSUES: As the council is aware, we have sought to involve citizens on only one com- mittee to maximize the number of persons who can become involved in their government. The appointment of Dan Shower to the LAC is inconsistent with this objective as he will then be a member both of LAC and Traffic Safety. On the other hand, LAC has been operating below its minimum five members. From a staff perspective, assuring the LAC has five members is the more im- portant objective. If in the future candidates become available to serve on Traf- fic Safety we could determine the advisability of making adjustments to ac- complish the one citizen-one committee objective at that time. FINANCIAL There is a cost or at least a potential of cost for the staff to provide administra- IMPACT: tive support to the committees on an ongoing basis and for City Council mem- bers to attend the meetings as liaisons. On the other hand, local government benefits from having the input of residents to accomplish the many goals and objectives identified in our 2030 Vision and Strategic Plan. ALTERNATIVES: 1. Adopt each resolution of appointment as recommended or with amend- ments. 2. Refer the recommendations back to the interview committees. RECOMMENDED Alternative 1 as part of the consent agenda.
