CONSIDER APPROVAL OF A RESOLUTION TO ACCEPT THE MINNESOTA
DEPARTMENT OF NATURAL RESOURCES SHORELAND HABITAT GRANT FOR
THE RESTORATION OF THE SHORELAND AT SAND POINT BEACH.

This agenda item is to accept the Shoreland Habitat Grant we have received from the
MN Department of Natural Resources. This grant will provide funding to restore the
lakeshore at Sand Point Beach between the boat access and the fishing pier. The grant
money is providing for aquatic planting materials, erosion control devices and the
experienced labor from the MN Conservation Corps. The Soil and Water Conservation
District is donating labor and technical support and the City of Prior Lake is donating
labor and a cash contribution.
Current Circumstances
Sand Point Beach is a favorite public beach access to Prior Lake. Staff would like to
take a pro-active approach to keeping the area in pristine condition. The goal of this
work would be to reduce the shoreland and upland erosion and improve the quality of
shoreland habitat. The project involves the restoration of aquatic and terrestrial buffers.
Plans include planting aquatic vegetation, stabilizing eroding lake bank, removing
invasive woody plants from degraded maple-basswood plant community and stabilizing
groundlayer with seed and plugs.
The 2000 Comprehensive Lake Management Plan includes goals promoting a natural
approach for shoreland preservation, promoting restoration of altered shorelines, and
generating a shared community vision and importance of good shoreland stewardship.
Another goal of this grant is to provide shoreland habitat education. The grant
encourages volunteers to participate in the planting and restoration project. In a joint
effort with the Prior Lake/Spring Lake Watershed District, the City will be sponsoring a
Shoreland Restoration Workshop for the residents later this summer. According to
Shannon Lotthammer of the watershed district, all efforts to improve the shoreland
habitat are greatly encouraged and supported by the PLSLWD.
The total project costs for the Sand Point Beach shoreland restoration project is
$14,310.00. The City was awarded the Shoreland Habitat Grant totaling $10,000 from
the DNR. The City will provide personnel, a cash contribution of $1,310 for planting
materials and educational pamphlets about Shoreland Restoration (approximate cost is
$600). The total expense to the City is approximately $1,910. The Soil and Water
Conservation District has provided technical expertise for the grant submittal and will

donate their expertise and labor to the City for this project. Gregg Thompson has also
offered to give an educational presentation of the benefits of shoreland restoration. The

The funding for the City's portion will be taken from the Capital Park Fund.
The alternatives are as follows:
1. Approve Resolution 04-xx authorizing the acceptance of the MN Department of
Natural Resources Shoreland Habitat Grant for the restoration of the shoreland at
Sand Point Beach.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes the Mayor and City Manager to accept the MN Shoreland Habitat
Grant in an amount of $10,000.00.
3. That an expenditure of up to $11,910.00 is hereby authorized from the Capital Park Fund with the
understanding that $10,000.00 of this amount will be reimbursed to the City from the Shoreland
Habitat grant. Therefore, the City of Prior Lake will contribute $1,910.00 from the Capital Park
Fund.
