ADVISORY COMMITTEES
DISCUSSION: I ntroduction
City advisory committees assist the City Council and staff to implement the 2030
Vision and Strategic Plan. The purpose of this agenda item is to formally approve
the 2014 goals and objectives of the advisory bodies.

On Monday, November 25, 2013, as part of the recognition of our volunteers and I
advisory committees, 2013 accomplishments and 2014 goals and objectives were
shared with the City Council. The understanding at that time was that the staff
would review the 2014 goals and objectives for consistency with the 2030 Vision
and recommend them in original or modified form for City Council adoption at the
annual meeting.
Current Circumstances
The staff has reviewed each of the advisory committee 2014 goals and objectives
for the following:
1. Are they within the purview of the body as set forth by the bylaws?
2. Are they consistent with the 2030 Vision and Strategic Plan?
3. Is there duplication or an opportunity for the goal or objective to be pursued
or achieved collaboratively or by another body altogether?
Conclusion
The Council should examine the committee goals against these criteria or any
other they believe appropriate for the purpose at hand.
ISSUES: Attached is a matrix comparing each goal and objective for all advisory
committees to the criteria set forth above. From a staff perspective it appears that
each of the goals proposed for 2014 are both within the purview of the committee
proposing them and are consistent with the 2030 Vision and Strategic Plan.
There are a number of goals that may be duplicative/collaborative with those of
other bodies.
Goal PC1 which contemplates developing criteria for desirable subdivisions and
PUD's requires EDA and City council support and approval.

Virtually all of the goals of the EDA require the support of the City Council to be
accomplished. Accordingly, if the Council does not support these efforts, it should
not approve these goals as the EDA efforts would be a waste of time and money.
Similarly, the EDAC goals do require the support of the EDA to be accomplished.
Goal TV1 for the Technology Village does require both EDA and City Council
support since the expenditure of budgeted funds will be necessary.
Virtually all of the Lakes Advisory Committee goals assume collaboration with
other entities in one way or another. This interdependence appears to be
appropriate.
Two of the four PAC goals — liaisons to other bodies and expanding neighborhood
parties to develop support for other funding sources — will involve other '�
committees.
Generally, there do not appear to be goals which duplicate committee efforts
without adding value. Nor do any of the goals appear to be outside of the purview I I
of the committee that proposed them or inconsistent with the 2030 Vision and '
Strategic Plan.
FINANCIAL Support of the City and EDA committees is an extensive and time consuming
IMPACT: undertaking. However, the work accomplished by the committees is valuable to
our final product and our efforts to accomplish the 2030 Vision and Strategic Plan.
ALTERNATIVES: 1. Motion and second to approve 2014 advisory committee goals as proposed.
2. Motion and second to approve 2014 advisory committee goals with
amendments.
RECOMMENDED Alternative #1 as part of the Consent Agenda.
