This item is a request for the City Council to consider approving the installation of "No Parking Vehic1es With Trailers" signs along both sides of Willow Beach Trail, Willow Beach Street, Bay Avenue and Basswood Circle. This area is north of CSAH 12 near the public boat access on Dewitte Avenue. Staff has received a petition containing 33 signatures from the residents of the Willow Beach area requesting that the "No Parking with Trailers" signs be installed. Apparently, this area has now become a parking destination for vehicles with trailers and is a problem for the residents living in the area. The attached map shows the parking restrictions in the area as they exist today, as well as the parking restrictions that are proposed to be added based upon staff recommendations. As the Council is aware, the City Code provides that areas within 2,500 feet of a public access may be designated as "No Parking Vehicles with Trailers" areas. The area proposed to be signed as part of this agenda item is within 2,500 feet of a public access. Unrestricted trailer parking in residential neighborhoods poses a potential risk of becoming a hazard for homeowners backing out of their driveways. Willow Beach Trail and Basswood Circle are 24 feet wide, whereas Willow Beach Street and Bay Avenue are only 22 feet wide. Also, large vehicles and trailers parked on both sides of the street present a safety issue to property because emergency vehicles may be impeded from using these streets. CONCLUSION: Staff recommends that the City Council authorize the installation of "No Parking V ehicles With Trailers" signs as described above and on the referenced map. If approved, staff would purchase and install these signs as soon as they are available. Approve a Resolution authorizing the installation of "No Parking Vehicles with Trailers" signs along Willow Beach Trail, Willow Beach Street, Bay Avenue and Basswood Circle as described in this report and shown on the referenced map. 2. Prior Lake, MN 55372-1714 RESOLUTION 04-XX MOTION BY: SECOND BY: WHEREAS, The City is concerned about parking of vehicles with trailers in residential neighborhoods; and WHEREAS, Said parking poses a potential risk to vehicular traffic, pedestrians and the access of emergency equipment to property located on streets less than 28 feet wide; and WHEREAS, The City Code provides parking prohibitions may be implemented on streets within the 2,500 foot area of public accesses; and WHEREAS, City staff has investigated the above location and has made recommendations to the City Council. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOT A, that: 1. The recitals set forth above are incorporated herein. 2. The placement of "No Parking Vehicles with Trailers" signs is hereby ordered along both sides of Willow Beach Trail, Willow Beach Street, Bay Avenue and Basswood Circle.
