HomeMy WebLinkAboutUpdate Stemmer-Carriage Hills-Crest O� P ���R ti � v � 4646 Dakota Street SE Prior Lake, MN 55372 `�rNivsso'� CITY COUNCIL WORK SESSION REPORT MEETING DATE: JANUARY 13, 2014 AGENDA #: TOPIC 2 PRESENTED BY: LARRY POPPLER, CITY ENGINEER/iNSPECTIONS DIRECTOR JASON WEDEL, WSB & ASSOCIATES AGENDA ITEM: UPDATES ON STEMMER RIDGE ROAD FEASIBILITY REPORT AND CAR- RIAGE HILLS/CREST AVENUE REHABILITATION PROJECT DISCUSSION: Introduction Preliminary engineering has been done for the Carriage Hills Parkway rehabilita- tion, Crest Avenue rehabilitation, and Stemmer Ridge Road. The work session will ,, review the information completed so far and provide for a discussion on the design of each. Histo The City has been planning for several years for the completion of projects identi- fied in the 2014-2018 Capital Improvement Program. Stemmer Ridqe Road As part of the 2013 County Road 12 Project, the City is installing the structural components of the lift station that will serve the future annexation areas. The pro- ject also installed trunk forcemains that extend north to the end of Stemmer Ridge Road. Construction of the County Road 12 project is substantially complete. In order to serve the future annexation areas, Stemmer Ridge Road together with the , utilities underneath it must extend from where they currently terminate north to County Road 82. Trunk utilities were installed as part of the County Road 82 in 2007 in anticipation of future need. The Stemmer Ridge Road project would be the final link for utilities to serve the approximately 3,200 acre annexation area. At- tached is a map of the land areas presently in Prior Lake which could be expected to develop in the comparatively near future. The Capital Improvement Program includes the Stemmer project as a two year ef- fort. The first year is devoted to preparing and Environmental Assessment Work- sheet for the project and project design completion. The second year of the project would be actual construction. Because we are exhausting our supply of developa- ble land, it is important that the annexation area be "opened" for development. The project would be financed through special assessment. Tonight we would like to review two alignments with the city council. Carriaqe Hills Parkwav and Crest Avenue Carriage Hills Parkway and Crest Avenue are major collector streets located within the City. Both road segments are experiencing pavement degradation that is no longer cost effective to repair. Carriage Hills Parkway is a two lane roadway that currently contains a center median area and left turn lanes. Crest Avenue is cur- rently a four lane undivided roadway (two lanes in each direction) with portions of one north bound lane used for on-street parking. The roads are proposed to connect when development takes place in the future. Due to the differing typical sections between the two roadways, the rehabilitation project will evaluate conversion of Crest Avenue to match the Carriage Hills Park- way typical street section of one lane in each direction, center median, and left turn lanes. Although these roadways are major collectors, traffic volumes do not warrant a need for a four lane roadway now or in the future. Current Circumstances On October 7th, 2013, the City entered into a professional services contract with WSB & Associates for design services related to these projects. WSB & Associates has completed preliminary design for these projects. Updated design drawings will be reviewed at the work session. City Council direction on design elements can be incorporated into further design of these projects. Funding for these rehabilitations are from various city funds without reliance upon special assessments. The preliminary alignment of the future Stemmer Ridge Road has been reviewed with property owners in the area as well as Scott County Parks. Several changes along these roadways will be discussed. If this alignment is confirmed by Council tonight, the next step would be to complete the feasibility study for the project. The feasibility study will identify design details which will enable the City to begin the final design process.
