Prior Lake, MN 55372-1714 MEETING DATE: PREPARED BY: AGENDA ITEM: DISCUSSION: 6/16/2004 CITY COUNCIL WORKSHOP AGENDA REPORT JUNE 21st, 2004 Bud Osmundson, Director of Public Works COUNTY HIGHWAY 12 DISCUSSION ITEMS Histor~ The County Highway 12 reconstruction from State TH 13 to County Highway 17 is scheduled for 2006 in both the City and County CIP's. The County as the lead agency for the project has contracted with Bolten-Menk, Inc. for the engineering design for the project. The City staff is part of the Project Management Team for the project. There have been at least two full open house / informational gathering meetings and numerous individual resident meetings that have specific design issues along the project corridor in the last year. The schedule is to complete the design in the next few months and allow the county a full year to acquire the necessary permanent and temporary easements for the project. During the public participation the PMT has listened and identified many issues with the proposed project. The purpose of this work session is to provide the City Council an opportunity to discuss some of the major issues. Then at the next City Council meeting, the City Council will be asked to approve the preliminary design / alignment of the street. City and County staff and the consultant will provide maps and more details of the issues at the workshop. Issues There are five issues that we want to discuss with the City Council tonight that have major impacts to the design of the project. Sidewalks: As you are aware through numerous petitions, letters, and emails, there is considerable discussion regarding the need for sidewalks on both side of CH 12. Both City and County Staff have recommended that a sidewalk or trail be placed on both sides of the roadway for safety purposes. It is also a City policy to place a sidewalk or trail on both sides of collector streets. Trails and sidewalks are our most used parks amenity. For most of the eastern and western segments of the project there is plenty of room to construct a trail on one side and a sidewalk on the other. The issue is the narrow central segment of the project which we has numerous driveways and narrow right of way. Many homeowners do not want the sidewalk as they feel it is too close to their homes. Staff feels that there are safety considerations that make it worth while. The issue is to either construct a sidewalk on both sides or on one side, but also then to pick a side to have the sidewalk. www. cityofpriorlake, com Phone 952.447.4230 / Fax 952.447.4245 Frontage Road: At the west end of Ch 12, but east of Sunset Avenue, there are numerous homes that have direct driveway access to CH 12. Again for safety purposes, the PMT has recommended that a frontage road be constructed and a new CH 12 be constructed adjacent to this so that these direct driveway access are removed. The issues are that it increases the cost of the project, and will require the acquisition of additional right of way. TH 13 Intersection: The PMT has recommended that the new intersection of TH 13 and CH 12 be moved to the southwest on TH 13 so that CH 12 aligns between the car wash and the recently remodeled lawn mower sales building. This realignment and the storm water ponding requirements will require the acquisition of a majority of the present property. In addition, MnDOT is providing the county with Access Management Funds for this project. Part of our access management responsibility is to provide alternative access to the large commercial property to the west of the lawn mower sales parcel. The PMT is proposing to provide this access off of CH 12 at Elm Avenue which will require purchase of a parcel in this area. Overhead Utility Line Burial: Staff has heard from a number of residents about the possibility of burying the overhead lines down CH 12. We do not have any estimates of this cost, but are looking for some direction from Council about pursuing this possibility. Stemmer/Schneider Proposal: The developers of these two parcels have approached staff about the possibility of constructing the segment of CH 12 that will be realigned through Spring Lake Park and on the Stemmer property along with extending the utilities prior to 2006. This will require special agreements with the developers and County to advance this construction. Both City and County Staff feel there are a number of good reasons to pursue this action. 6/16/2004
