AGENDA ITEM: Consider Approval of a Resolution Approving Community Survey Questions
and Establishing a Not to Exceed Cost for Conducting the Survey
DISCUSSION: Introduction
At its December 9, 2014 meeting the City Council adopted Resolution 13-181
(attached) authorizing the staff to work with Morris and Leatherman LLC to refine '
survey questions and obtain a not to exceed price for conducting the survey. This
agenda item accomplishes that direction and requests final approval to proceed.
Histo
The City Council has adopted a practice of conducting periodic (every two or three
years) scientific community surveys. The purpose of the survey is:
1. Receive feedback from a scientific sample of our community regarding in
excess of 100 service, program and perception areas.
2. Provide information for the City to conform to the State's Standard
Measures Program.
3. Act as a database for the City's update of its 2030 Vision and Strategic
Plan.
4. Track changes in perceptions and concerns over time.
Current Circumstances
The survey that has been administered in the past consists of about 140 questions
covering virtually all aspects of City services, programs and related perceptions. ,
To prepare for the update of the 2030 Vision and Strategic Plan next spring, it is
appropriate that the survey be conducted in February with analysis completed in
March in time for the City's April / May 2030 Vision and Strategic Plan community-
wide meeting.
Since the City Council's December 9, 2013 action the staff and Morris and
Leatherman, LLC representatives have been working to finalize a list of survey
questions (attached). To keep the survey cost at $20,000, staff eliminated a
number of questions. At the same time we worked to verify that the remaining
questions either address the State performance measure data or assist in the
process of updating our 2030 Vision and Strategic Plan we will be engaging in
April or May. The attached survey shows the questions and the type of
information each is intended to provide. Some questions provide performance
measure data. Many others provide information related to the Strategic Plan.

Conclusion
The Council should decide if it concurs with the questions as set forth in the survey
and, if so, approve the attached resolution.
ISSUES: The City Council has discussed the fact that the community survey is the single
most important and objective feedback tool we have. As such it is a critical tool in
the update of the City's most important document - its 2030 Vision and Strategic
Plan. Therefore the questions need to address the State performance metrics as
well as the various elements of the 2030 Vision and Strategic Plan.
As part of the cost of completing the survey we have agreed that Dr. Morris and
Mr. Leatherman will attend the update session of the 2030 Vision and Strategic
Plan to be conducted this April/May to share the results of the survey which will
provide important information which should be considered as part of the Strategic
Plan update.
FINANCIAL Eight of the ten State standard measures that we annually report come from this
IMPACT: survey. Each year the State has provided $3,191.44 to help us defray the cost of
data collection. Therefore, $6,382.88 of the survey costs are paid by the State in
the form of their 2012 and 2013 contributions for participating in the Standard
Measures Program.
The total cost of the survey including participation at the 2030 Vision and Strategic
Plan Update will not exceed $20,000 (see the attached quote from Morris and
Leatherman). Half of this amount was billed in 2013 as work on refining the
questions was accomplished. The remaining half will be paid upon completion.
ALTERNATIVES: 1. Adopt the attached resolution authorizing the administration of the community
survey as part of the consent agenda.
2. Take no action and provide staff with direction.
