AGENDA ITEM: UPDATE – FIBER AGREEMENT WITH INTEGRA
DISCUSSION: Introduction
The purpose of this agenda item is to allow staff to update the EDA on the current
status of a cooperative fiber agreement with Integra (and Scott County).
History
The City Council authorized city staff to enter into a cooperative agreement with
Scott County to obtain “Requests for Proposals” (RFP) to execute fiber network con-
struction to certain city facilities and business parks. The RFP resulted in two pro-
posals from Integra and Mediacom. A selection committee determined that the In-
tegra proposal was most aligned with the plan for city/county/provider cooperation
and integration for a first phase of fiber network expansion in Prior Lake.
Current Circumstances
County staff have negotiated a contract with Integra for fiber expansion as identi-
fied in the RFP. It is our understanding that the final agreement will be signed the
week of August 19. City staff will update the EDA on the current status of that con-
tract and the corresponding fiber network project.
Conclusion
Fiber will be extended to certain public facilities and to certain business areas of
Prior Lake as included in a contract with Integra.
ISSUES: Staff’s expectation is that the fiber work contemplated by the cooperative project will
be completed by November. The EDA may wish to consider asking Integra repre-
sentatives to attend an upcoming meeting to discuss how this service will be mar-
keted and the extent to which the cooperative project concept will be promoted.
Finally, the EDA could begin, in a conceptual way to talk with Integra about the
proposed fiber project with the SMSC, and in the longer term, a fiber project that
would ultimately bring fiber to each dwelling unit in Prior Lake. On Tuesday, August
20, a meeting is scheduled between city, county and Integra staff to lay out a time-
line for the project.
FINANCIAL Costs are the same as previously approved by the city council in the cooperative
IMPACT:
agreement with the county; city expenditures have been budgeted accordingly.
