HomeMy WebLinkAbout09 16 2013 EDA Report 7B 4646 Dakota Street SE Prior Lake, MN 55372 ECONOMIC DEVELOPMENT AUTHORITY AGENDA REPORT MEETING DATE: September 16, 2013 AGENDA #: 7B PREPARED BY: Dan Rogness, Community & Economic Development Director AGENDA ITEM: FIBER AGREEMENT – PRIOR LAKE, SCOTT COUNTY AND INTEGRA DISCUSSION: Introduction The purpose of this agenda item is to allow City and Integra staff to update the EDA on the current status of a cooperative fiber agreement (with Scott County). History The City Council authorized city staff to enter into a cooperative agreement with Scott County to obtain “Requests for Proposals” (RFP) to execute fiber network con- struction to certain city facilities and business parks. The RFP resulted in two pro- posals from Integra and Mediacom. A selection committee determined that the In- tegra proposal was most aligned with the plan for city/county/provider cooperation and integration for a first phase of fiber network expansion in Prior Lake. Current Circumstances The County staff have negotiated a contract with Integra for fiber expansion as identified in the RFP. City and Integra staff will update the EDA on the current sta- tus of that contract and the corresponding fiber network project. Conclusion Fiber will be extended to certain public facilities and to certain business areas of Prior Lake as included in a contract with Integra. ISSUES: Discussions with the SMSC, Integra and County have taken place. It is unclear whether SMSC will utilize this resource to serve their businesses and residential areas. We have encouraged them to do so as it would represent a demonstration of exactly the type of effort we support. The EDA may wish to inquire about the type of business market which presently exists for fiber service. Questions about the type and extent of business marketing would be appropriate as well. The EDA may wish to ask Integra whether and when it would be possible to visit their offices to have a demonstration of the type of business service the fiber makes possible. Finally, looking to the future, the EDA may want to talk about where Integra could extend laterals from the county backbone or from their own infrastructure to provide fiber to the home on an incremental basis. FINANCIAL The costs for this program were approved as part of the cooperative agreement IMPACT: and are contained in the 2013 budgets.
